The Hurricane of 1938 was one of those defining moments that divide time into parts that either precede or follow. It was transformative, impacting human lives and settlements as well as natural systems, coastal and inland, aquatic and terrestrial, with a force unsurpassed in the region’s living memory. Seventy years have now passed since that hurricane made its historic landfall on the afternoon of September 21, 1938. Humans have regrouped and rebuilt and nature has regenerated and reclaimed, but the memories of those who lived through the Hurricane of ‘38 remain.

This paper revisits the concept of mass communication, which has faced persistent challenges to its continued relevance in light of changes that have taken place in the media environment. This paper offers a counterpoint to claims of the term’s diminished relevance, as well as to some recent efforts to reposition the term, by putting forth an interpretive approach that is not exclusive to the “institutional communicator” and that allows the term “mass” to extend to both the senders and receivers of messages. This paper reviews the literature that has examined how media organizations make sense of their audiences, the analytical techniques and technologies employed, and how this information is embraced or resisted in the operation of media organizations. As this review illustrates, the historical trend in audience understanding has been one of a steady process of rationalization in how media organizations have approached their audiences. Gender Dependence And Attitudes Toward The Distribution Of Household Labor: A Comparative And Multilevel Analysis, Sheri L. Kunovich, Robert M. Kunovich

We use comparative and multilevel methods to examine attitudes toward the distribution of household labor in 32 countries. We test hypotheses derived from Baxter and Kane’s (1995) gender dependence theory, which suggests complex relationships between societal-level gender dependence, individual-level gender dependence, and gender attitudes. Country-level data are from the United Nations and survey data are from the International Social Survey Programme’s 2002 Family and Changing Gender Roles III module. Our analysis is among the first to combine societal and individual indicators of gender dependence using multilevel modeling and to test for cross-level interactions between societal and individual gender dependence. Introduction: This report examines the impact of Latino voters on the 2008 presidential election at both the national and state levels.

Methods: All data in this report were derived from the exit polls from Edison Media Research as published by CNN and Pew Hispanic Center’s analysis of the exit polls from Edison Media Research as published by CNN.

Results: Nationwide, Latinos voted overwhelmingly for Barack Obama over John McCain. Obama received 67% of the Latino vote, compared to 31% for McCain. Obama also received the majority of votes from other minority groups. Latinos increased their share of the national vote …

Many normatively oriented economists, legal academics and other policy analysts appear to be "welfarist" and Paretian to at least moderate degree: They deem positive responsiveness to individual preferences, and satisfaction of one or more of the familiar Pareto criteria, to be reasonably undemanding and desirable attributes of any social welfare function (SWF) employed to formulate social evaluations. Some theorists and analysts go further than moderate welfarism or Paretianism, however: They argue that "the Pareto principle" requires the SWF be responsive to individual preferences alone - a position I label "strict" welfarism - and conclude that all social evaluation should in …

Highly polarised viewpoints about animal experimentation have often prevented agreement. However, important common ground between advocates and opponents was demonstrated within a discussion forum hosted at www.research-methodology.org.uk in July–August 2008, by the independent charity, SABRE Research UK. Agreement existed that many animal studies have methodological flaws — such as inappropriate sample sizes, lack of randomised treatments, and unblinded outcome assessments — that may introduce bias and limit statistical validity. The Hoarding of Animals Research Consortium reviewed the case records of 71 incidents from across the United States and Canada to determine what characterizes a typical animal hoarding case (5). Of the cases reviewed, 83% involved women (71% involved individuals, who were widowed, divorced, or single); 53% of the animal hoarding residences were home to other individuals including children (5%), elderly dependents and disabled people (21%). Often essential utilities and major appliances such as showers, heaters, stoves, toilets, and sinks were not functional. Residential home interiors were usually unsanitary, 93%; 70% had fire hazards; and 16% of residences involved in …

Worker-level data from the 1984–2000 Displaced Worker Surveys are employed to examine the effects of trade on manufacturing workers’ probabilities of job displacement. Observed changes in import and export penetration rates yield increases in displacement probabilities for the North Central, Middle Atlantic and South Central regions yet lower displacement probabilities for the Plains/West and Pacific regions. Changes in import and export price indexes lead to increases in displacement probabilities for the Pacific, Southeast and Northeast regions and decreases for the South Central and Middle Atlantic regions. Do Immigrants Counter The Effect Of Cultural Distance On Trade? Evidence From Us State-Level Exports, Roger White, Bedassa Tadesse

We examine the effects of immigrants and cultural distance on US state-level exports, placing emphasis on the extent to which immigrants may offset the influence of cultural distance with respect to the initiation and intensification of exports. Our findings suggest that greater cultural differences between the US and immigrants’ home countries reduce both the likelihood that exporting occurs and, when exporting is taking place, the level of exports. Immigrants are found to exert pro-export effects that offset, at least partially, the trade-inhibiting effects of cultural distance. The estimated effects of both cultural distance and immigrants are found to be greater …

This exploratory study examined the collaborative strategy used by Tri Cities Partnership (TCP) to facilitate the collaborative process required by the United States Department of Housing and Urban Development (HUD) to receive Continuum of Care funding. The study examined partner perceptions of TCP's leadership, organizational structure, benefits and drawbacks of participation, and relationships with partners. A follow-up survey and key informant interviews explored themes related to organizational affiliation with TCP, benefits and drawbacks of participation, relationships with partners, challenges impacting the ability of TCP to facilitate collaboration and strategies for involving key stakeholders. Reports of child sexual abuse require police, child protective services, forensic and medical evaluators, prosecutors, family court and treatment providers to negotiate complementary, overlapping roles with children and families. Administrators from these agencies in Kansas City, Missouri clarified this multi-system response by applying a theory-based model for team development previously studied in direct practice with families. This article presents that model and an exploratory case study of this effort. Findings suggest the model's efficacy for resolving inter-agency conflict and may contribute to constructing logic models in multi-system collaboration

African American Grandmothers Providing Extensive Care To Their Grandchildren: Socio-Demographic And Health Determinants Of Life Satisfaction, Dorothy Smith-Ruiz

The article explores the relationships between grandmothers' socioeconomic and health characteristics in relation to life satisfaction. Reasons for caregiving, assumption of the caregiver role, and grandmothers'attitudes and experiences in custodial caregiving were discussed qualitatively from data gathered in detailed interviews of a convenience sample of 99 custodial African American grandmothers caringf or one or more grandchildreny ounger than 18 in North Carolina. Most grandmothers in this sample reported mixed feelings toward custodial caregiving, both as a burden as well as a blessing. Racial/Ethnic Differences In Religious Congregation-Based Social Service Delivery Efforts, R. Khari Brown

The current study utilizes Swidler's (1986) cultural toolkit theory to explain racial/ethnic differences in American religious congregations' provision of social service programs. This study suggests that black Americans' reliance upon structural tools to assess poverty contributes to their congregations being more heavily involved than majority white congregations in the provision of social services that attempt to make a longer-term impact on community life (i.e. academic tutoring and job training). In contrast, white Americans' greater reliance upon individualistic tools to understand poverty arguably contributes to their congregations being more heavily involved in the provision of programs that have a shorter- term …

This article explores the authors work with a group of African American youth in an after school community literacy program. The authors examine how these youth used a set of Internet-based technology tools to evaluate whether or not a group of colleges would affirm their cultural identity and help them succeed if they attended these institutions. Although the evidence in Chile shows that youth is an important variable for explaining levels of political engagement, electoral participation and social changes, this paper proposes a new generational category that could be adopted in future studies: The post-plebiscite political generation. Working with LAPOP data, this article seeks a new approach to analyzing the divide between youth and adults, showing that, although there are important differences between both groups, there are also significant contrasts between those who participated in the 1988 plebiscite and those who did not.
