In the paper, using a political altruism model, we make an attempt to explain why an upstream country might agree to a treaty that recognizes and enforces the water claims of a downstream country. In a natural extension of the standard economic model, it is possible to explain the above phenomena, by allowing for altruism between countries. The altruistic concerns of the countries are dependent on the other country’s willingness to have a good political relationship. 'Democratic Taxation' And Quantifiable Action: Scientizing Dilemmas, Mindy Peden

Against the easy presupposition that such a thing as 'democratic taxation' not only exists but is also practicable, this paper points to the dilemma posed by what I call 'quantifiable action.' The essay develops an approach to theorizing the place of taxation in political theory that counters trends in fiscal sociology, political science, and liberal theory by highlighting how taxation presumably violates the requirement that self-government includes an absence of instrumental rationality on the part of democratic citizens. For this reason, taxation presents a persistent problem for any concept of self-government, and may usefully be regarded as a technology of …

Theoretically, a shortage of males in a local marriage market may influence the formation, quality, and trajectory of unmarried parent relationships. To test these hypotheses, I combine city-level sex ratio data from the U.S. Census with microdata on unmarried couples who recently had a child from the Fragile Families study. A shortage of men in a marriage market is associated with lower relationship quality for unmarried parents. Male shortages are associated with lower rates of marriage following a nonmarital birth, and this is in part because of the mediating influence of relationship quality. South Africa has undergone major changes in the school curriculum. At the same time, international emphasis on the importance of Information Literacy has found reflections locally in many calls for the development of school libraries (e.g. Arnold, 2002: 178), but has remained a problem in the actual implementation. The purpose of this study is to document the effects of child sexual abuse among children, siblings and non-offending parents so the needs of child victims and their families can be further addressed. Children are often referred to Child Advocacy Centers (CACs) for mental health and other support needs. Today most sexually abused children receive the same treatment from CACs, but there is variability in the symptoms and needs these children and their family members present with. Reforming The Commission: Between Modernization And Bureaucratization, Antonis A. Ellinas, Ezra N. Suleiman

The article uses evidence from an original survey of 200 top Commission officials to highlight the schizophrenic nature of the Kinnock reforms. It shows that the push toward the ‘modernization’ of the Commission has been accompanied by a trend towards ‘bureaucratization’. The findings of the survey challenge the dominant view that the reform project was largely a move toward the institutional paradigm set by new public management (NPM). Based on the views of top Commission officials, the reforms can best be described as a marriage of ‘Weberian-bureaucratic’ and NPM ideas. Attorneys’ language has been found to influence the accuracy of a child’s testimony, with defense attorneys asking more complex questions than the prosecution (Zajac & Hayne, J. Exp Psychol Appl 9:187–195, 2003; Zajac et al. Psychiatr Psychol Law, 10:199–209, 2003). These complex questions may be used as a strategy to influence the jury’s perceived accuracy of child witnesses. However, we currently do not know whether the complexity of attorney’s questions predict the trial outcome. Due to the completion of a brand-new library building at the United States International University (USIU) in Nairobi, Kenya, opportunities for collection development at the library have appeared. This paper outlines three strategies for taking advantage of the special collections holdings and developing them over time. The authors provide research on creating an Africana collection, a United Nations (U.N.) Depository, and a UNESCO Memory of the World Program digital archive. These efforts are aimed at increasing indigenous knowledge and raising the profile of the university internationally. Melting properties in dark chocolates processed from varying particle size distribution (PSD), fat and lecithin content were studied using differential scanning calorimetry (DSC). Compositional parameters were PSD (D90 (90% finer than this size) of 18, 25, 35 and 50 lm), fat (25%, 30% and 35%) and lecithin (0.3% and 0.5%) contents. Variations in PSD had no influence on crystallinity of products. Fat and lecithin content influenced the degree of crystallinity and melting properties (Tend, Tindex and DHmelt) of the products. Increasing fat content caused consistent increases in degree of crystallinity and crystal size distribution, thus effecting significant changes in Tend, …

Non-point source pollution is notoriously difficult to asses. A relevant example is mineral emissions in the Netherlands. Since the mid 1980s the Dutch government has sought to reduce emissions through a wide variety of measures, the effect of which in turn is monitored using modeling techniques. This paper presents the current generation of mineral emission models from agriculture based on micro-simulation of farms in combination with a spatial equilibrium model for the dispersion of manure from excess regions with high livestock intensities within the country to areas with low livestock intensities. We detected bubbles in 22 emerging stockmarkets using both standard and threshold cointegration. Eighteen stockmarkets experienced explosive bubbles (and some of them periodically collapsing bubbles as well). The remaining four markets experienced periodically collapsing bubbles only.

Foreigners travelling to Phnom Penh in the mid 19th century didn’t find a sleepy Khmer fishing town. Instead, they happened upon thousands of bustling Cantonese traders. Their legacy in the Sino-Khmer population continues as these long settled immigrants dominate the oil and tourism industries and own countless shop fronts in Cambodia’s cities, while newly arrived mainland Chinese invest in garment production and construction.

In the 1800s, French colonials allowed Chinese-run businesses to flourish. William Willmott, a mid-century expert on Chinese communities, claimed the ethnic Chinese controlled 92 percent of Cambodian commerce in the mid 1900s. They traded in urban areas …
