In 1941, one of IBM’s most profitable customers was the German government. Germany leased IBM’s punch card tabulation machines (ancestors of the computer), and used them in its war against France, the United Kingdom and others. They were also used to conduct the census, to keep track of Jews and other ‘‘undesirables’’, and to operate the concentration camps. In 1937, Hitler awarded Watson a medal. By 1940, however, US public opinion had turned against Germany and he returned the medal. Outraged, German IBM executives and high-ranking Nazis threatened IBM’s control over its subsidiary. This paper provides a systemic approach to building and sustaining a solid assurance of learning program using the framework of Kotter’s (1995) Strategic Model for Transforming Organizations. A comprehensive model for launching and sustaining a systemic approach to program review that ‘‘closes the loop’’ is shared step by step. Particular attention is paid to the organizational behaviors and processes that accompany each step, and to sharing important lessons that were learned. The relationship between indigenous people and people of African heritage in the United States is a long and complex one. An examination of historical and contemporary connections between indigenous persons and African Americans not only clarifies complex and frequently overlooked parts of American history but sets the stage for examining future possibilities. It is useful for helping professionals to understand these relationships since this history may serve as the basis for positive connections or animosities between clients and professionals. School District Enrollment Forecast Reports

The area served by the Ashland School District (ASD) has experienced population and housing growth in recent years, but the District's K-12 school enrollment of 2,627 students in Fall 2008 was 703 students (21 percent) fewer than it enrolled in Fall 2000. The long period of falling enrollment began after the 1993-94 school year; enrollment has not grown by more than a few students in any year since. In 10 of the last 15 years there have been significant K-12 enrollment losses ranging from 31 to 133 students. This report presents the results of a study conducted by the Portland …

One of the most distinctive developments in telecommunications policy over the past few decades has been the increasingly broad array of access requirements regulatory authorities have imposed on local telephone providers. In so doing, policymakers did not fully consider whether the justifications for regulating telecommunications remained valid. They also allowed each access regime to be governed by its own pricing methodology and set access prices in a way that treated each network component as if it existed in isolation. The result was a regulatory regime that was internally inconsistent, vulnerable to regulatory arbitrage, and unable to capture the interactions among …

This report summarizes focus groups, conducted during the fall of 2007 on the topic of carless and special needs evacuation planning, each with government officials and non-profit organizations in Chicago, Miami, New Orleans, New York and San Francisco. Groups were asked questions on challenges, strengths and resources; cross-jurisdictional relationships; and evacuation training and planning.

The use of electronic total data stations for mapping archaeological sites is examined through two California case studies. Mission Santa Catalina, located in the high desert of Baja California, and a cluster of three shell mounds, located in a forest in the San Francisco Bay area, represent two different examples of organizing and implementing a mapping program using a total station. In this article, we will discuss the basic use of total stations for mapping archaeological sites and provide an overview of the process of creating digital maps from data obtained using a total station. In spite of its checkered intellectual history, and in spite of the myriadproposals of alternative models that claim both to account for the range of humanbehavior and to dispense with the need for selection above the organism level, a mul-tilevel selection framework allowing for biological as well as cultural group selectionremains the only coherent means of accounting for the persistence and spread ofbehavioral inclinations which, at least upon first appearance at low frequency, wouldhave been biologically altruistic. While significant progress has been made to better protect the country from health emergencies, funding for essential programs has been cut, putting these improvements in jeopardy. Additionally, a number of critical areas of preparedness still have significant gaps, including surge capacity and biosurveillance systems, and these problems are less likely to be addressed as funding decreases.

Peace without justice is an illusion. The use of the International Criminal Court (ICC) to investigate and prosecute human rights violations not only provides restorative justice for those harmed by the wrongdoing but also retributive justice towards the perpetrators. Restorative justice seeks to help heal the wounds of the victims and community by acknowledging and witnessing the pain and suffering of the victim. Retributive justice seeks to punish the offenders. The hope is that retribution will deter or prevent future acts of violence by holding perpetrators accountable for the violations of human rights, genocide, war crimes, and crimes against humanity. …

From the struggle against colonial oppression by Diouana in La Noire de… (1966) at the beginning of his career, to the character of Kiné and her struggle to build a life for her children in postcolonial Senegal in Faat Kiné (2000), Sembène has portrayed African women as agents of change and courage in their societies. Critical evaluations of African cinema have tended in the past to confi ne the analysis of this corpus to its content. In books and articles published earlier, the colonial and postcolonial history of the continent abound, social dramas are explained at length, thefts at all levels, cultural mystifi cation, corruption as well as violence are amply described. During an artistic career that spanned half a century, Ousmane Sembène often played a pioneering role. However, although the many awards he received constitute recognition of the artistic quality of his work, his literary and cinematic output is best known for its denunciation of colonial and neo-colonial injustices. This article argues that Sembène’s importance is not solely political, and nor should it be limited to his role as a pioneer of African cinema. For institutional, ideological and even sociological reasons, the detective genre had difficulty rising to prominence within literatures and especially within the field of African cinema. Les Stéréotypes, Vecteurs De La Constriction Identitaire Chez Biyaoula, Françoise Cévaër

From the 1980s, writers in the francophone diaspora have examined the post-colonial African identity and its portrayal, according a special place to stereotyping. Thus, they denounce not only its tyrannical hold, but also the devastating effect of stereotyping on individuals and societies. Paradoxically, they show how stereotyping can offer to the post-colonial subject a means of manipulating identity features, therefore, of avoiding predetermination. In its study of, mainly, Biyaoula’s L’impasse, this article also proposes to show how the stereotypes, going beyond the limits of theory, is reborn within he body, becoming a veritable enclosure for forgery of identity.

In his poetic search, Fouad Gabriel Naffah states his conception of a poetic image revealing the absolute and the universal, his verbal adventure which consists of disintegrating the conventional language with sclerotic forms in order to have access to the authenticity and to ensure the everlasting poem. He also sets out the poetry of the imaginary which, through a dialectic and harmonization of contradictories, extends all over the universe to include and reach the study of the eternal return that satisfies his longing for eternity.
