Simulated and airborne imagery demonstrate the ability to see manmade and natural objects below the water wave surface. Traditional photogrammetric imagery and airborne digital imagery both suffer from a loss in image clarity due to a number of factors, including the forward motion of the airborne platform. Blurring due to this effect can be calculated and an opto-mechanical system has been designed in order to help remove this effect. Forward motion blur can be shown to occur on the order of a several centimeters and calculation results are presented. The system is described and imagery is shown to demonstrate image …

In this paper, Dr. A. Sarjoh Bah and Dr. Kwesi Aning, addresses three critical transnational challenges, referred to as the “triple threats” confronting West Africa, namely: governance, drug trafficking and small arms and light weapons. They contend that the combined effects of these threats could undermine the security and stability of the entire sub-region. Consequently the analysis focuses on policy responses by the Economic Community of West African States (ECOWAS) in confronting the triple threats and offers specific recommendations on how these responses can be enhanced. Crossbreeding Institutions, Breeding Struggle: Women's Employment, Neoliberal Governmentality, And State (Re)Formation In India, Aradhana Sharma

This article explores the politics and practices of a state-initiated, feminist-conceived empowerment program for rural women in India through the lens of neoliberal governmentality. Structured as a government-organized nongovernmental organization (GONGO), the Mahila Samakhya (MS) program seeks to empower and mobilize marginalized women for self-development and social change. The program’s GONGO form and empowerment goals articulate with neoliberal logics of self-care and destatized rule to reshape the postcolonial liberalizing state and governance in India. Neoliberalism and the everyday practices of the MS program construct the Indian state as a distinct and vertically encompassing, if ambiguously gendered, entity. The organization’s hybrid …

The experiences of two programs aimed at poor rural women in India suggest that postcolonial contexts might give us reason to reconsider commonly accepted characterizations of neoliberal states. An anthropological approach to the state differs from that of other disciplines by according centrality to the meanings of the everyday practices of bureaucracies and their relation to representations of the state. Such a perspective is strengthened when it integrates those meanings with political economic, social structural, and institutional approaches. This study describes the traditional relationship between farmers and Fulani herdsmen in the incessant resource conflict witnessed in Kogi State, Nigeria and how it affects livelihood security of those involved and resource sustainability for the communities. These conflicts are most responsible for the unsustainable utilization of land and water resources as the trampling by the hooves of herds of cattle compacts the soil of farm land, destroy farm crops by the herdsmen, places restraint on effective utilization of arable farmland among other destruction of available resources. For working parents, family friendly work policies like paid sick days, flexible time, or medical insurance can reduce work-family conflict and lead to less absenteeism and higher productivity. Working parents in rural America, however, have less access to these policies than their urban counterparts.

This paper explains different leadership styles employed by Mahatma Gandhi, Gandhi's life and how that influenced his leadership, examining the actions and behaviors which demonstrate the essence of his leadership style. This paper examines the ideals and values by which Gandhi lived his life and how, even today, they continue to inspire humanity. This paper discusses two different leadership styles, transformational and servant leadership, and shows how Mahatma Gandhi exemplified these qualities. This study was done using data from archives, autobiographies, media, and government reports, as well as my own experience as a native of India. What makes a person …

State Finance In Times Of Crisis, Brian Galle, Jonathan Klick

As recent events illustrate, state finances are pro-cyclical: during recessions, state revenues crash, worsening the effects of economic downturns. This problem is well-known, yet persistent. We argue here that, in light of predictable federalism and political economy dynamics, states will be unable to change this situation on their own. Additionally, we note that many possible federal remedies may result in worse problems, such as creating moral hazard that would induce states to take on excessively risky policy, both fiscal and otherwise. Thus, we argue that policy makers should consider so-called “automatic” stabilizers, such as are found in the federal tax …

Over the past week there has been some comment on the NFL television blackout policy that prohibits the televising of home games in the home market unless there has been a sellout 72 hours in advance of kickoff. Some, including Richard Sandomir of the New York Times, have suggested that in this time of economic crisis, when it appears that the number of sellouts of NFL games will be dropping, that Commissioner Goodell should end or suspend the blackout policy. This is a reasonable sentiment, although one might question if offering more blood and circuses offers a viable solution to …

With increasing frequency, authors are licensing their works in such a way so as to permit others to create derivative works. In some cases, these derivatives extend the impact of a work by providing a translation into another language or modifying the file format to make it more accessible. The Internet is increasing the ability of individuals to create and distribute these derivatives. Seventeen creators of derivatives were surveyed on their motivations for doing so. They indicated that they were willing to create derivatives that extend the original content of a book because they want to help others access the …

In 2009, workers and their families across the country felt the impact of serious economic downturn, with unemployment reaching a 26-year high. While recent news suggests things may be improving, we cannot forget that for many low-wage and hourly workers -- who now represent over a quarter of the U.S. workforce -- the recession only exacerbated their ongoing struggle to hold down quality jobs while caring for their families.

In 1915, in Shanghai, Chen Duxiu founded a magazine called qingnian zazhi (青年杂志), or Youth Magazine. Soon after, it was renamed xinqingnian (新青年): New Youth. Perhaps Chen came to feel that the youth of the times had something new to offer China, or that his writers had something new to offer China’s youth. Either way, the magazine and the name captured the spirit of the New Culture Movement which led to May 4th. New Youth aimed to call China out of its Confucian slumber with plain, angry writing by the likes of Lu Xun and essays promoting democracy. Later, it …
