Virginia is growing. Between 1990 and 2000, Virginia’s population rose by over 14% - the largest population growth experienced by the state in a single decade (Pollard, 2007). And the state continues to grow. It has been estimated that by 2030, Virginia’s total population may exceed 9.8 million people (Pollard, 2007). Along with population growth, land development has increased which in turn affects transportation, housing and job placement across the Commonwealth. Cambodian modernity was driven by the political agenda of the Sihanouk government beginning in the 1950s, and Cambodian rock and roll emerged in the 1960s in step with Sihanouk's ambitious national modernization project. Urban rockers were primarily upper-class male youths. In. the postcolonial era rock and roll was appropriated from abroad and given a unique Cambodian sound, while today's emerging hard rock music borrows foreign sociocultural references along with the music. In the late 1970s, amidst growing unemployment in black and Latino communities, the newly-formed Congressional Hispanic Caucus (CHC) supported the Congressional Black Caucus (CBC) in its call for full employment in the run up to the passage of the Humphrey-Hawkins Act of 1 978. Never fully implemented, the act has been de facto an unfunded mandate for close to 40 years. [Review Of] Mark Rifkin. When Did Indians Become Straight? Kinship, The History Of Sexuality, And Native Sovereignty, Lindsey Schneider

Mark Rifkin's second monograph. When Did Indians Become Straight, is an intellectually rigorous and theoretically dense work that explores the relationship between Indigenous political formations and heteronormativity by presenting a literary history of sexuality that spans the last two centuries. Rifkin argues that the settler state's investment in, and enforcement of, heterosexuality as the basic organizing structure of society is a response to the fact that "Indigeneity puts the state in crisis by raising fundamental questions about the legitimacy of its (continued) existence" (37). In his introduction to Articulate While Black Michael Eric Dyson frames Barack Obama as the Orator-in-Chief and the authors would certainly agree with that assessment. Alim and Smitherman argue that in order to have an open and honest discussion about race in the United States, we must look at its linguistic dimensions; we need to language race, to view the racial politics of the United States through the lens of language (xviii). This book seeks to untangle how we talk about race and what assumptions are being made based on a speaker's use of language.

Thousands of adults in Milwaukee County have suspensions placed on their driver’s licenses solely for not paying fines and civil forfeitures. Younger teens may be issued license suspensions for failure to pay fines and civil forfeitures even though they have never had a driver’s license. Many teens and adults with suspensions continue to drive with or without a valid license. For this report the driver license status of all Milwaukee County residents was reviewed using state Department of Transportation records on driver’s license status, licenses suspension and revocation records for 2008-2011 in order to assess the driver status facing workers …

One of the most critical labor force problems facing Milwaukee’s “working poor” families is the lack of steady, good paying jobs available for single mothers raising children. This report provides an update on the income reported by Milwaukee County family tax filers (with dependents) and analyzes Wisconsin tax records for family filers’ 2011 income in 9 central city Milwaukee zipcodes compared with prior years before the recession. Census data on occupations of Milwaukee County single mothers with preschool and school age children are examined to help explain the low and intermittent earnings of many family heads. Assisting workers with prison records is one of the greatest employment challenges facing the Milwaukee Area Workforce Investment Board for 2013. This drilldown prepared by the Employment and Training Institute examined Wisconsin Department of Corrections records on adults incarcerated in state correctional facilities. The DOC records show incarceration rates at epidemic levels for African American males from Milwaukee County. At least 27,060 black males ages 20 through 64 with a Milwaukee County address (as the last found home address) have been incarcerated in the state DOC system. This series of maps was prepared for Milwaukee Public Schools Superintendent Gregory Thornton along with the 2010-2011 school census conducted by the Employment and Training Institute. Maps detailed distributions of births by race/ethnicity, children receiving free and reduced price meals, students with exceptional education needs, children by age (in MPS, non-MPS public, and private schools), Spanish-speaking households, Hmong and Laotian speaking households, and locations of state-licensed childcare group and family centers. Student data were mapped for the home residence of enrollees in the eight MPS Montessori schools.

Suspension And Revocation Status Report For Milwaukee County, John Pawasarat

Driver’s license suspension and revocation records were analyzed for Milwaukee County residents using a series of data files from the Wisconsin Department of Transportation. Notable changes were observed in number and patterns of charges. The elimination of mandatory revocations for OAR (operating after revocation) charges, a policy reform initiated by the Center for Driver’s License Recovery & Employability, reduced the number of OAR revocations from 10,124 in 2009 to 64 in 2011. The legislative reforms also led to a very large reduction in revocations for OWS (operating while suspended), which dropped from 5,815 revocations issued in 2009 down to 130 …

This report identified challenges facing Milwaukee youth in obtaining driver’s licenses. The State of Wisconsin has discontinued its support for driver’s education while requiring that school age youth participate in a school or commercial driving program as a condition for obtaining their license. Paying for a driving course and maintaining a working vehicle is a costly undertaking for many financially strapped families. Auto insurance rates are high for all teens but particularly for teens in central city Milwaukee zipcodes. This online presentation provides photographs and text from an exhibit prepared by the late Mary Kellogg Rice for the Golda Meir Library in October 1997. Rice served as art director for a highly regarded WPA project operating in the 1930s for women in Milwaukee County. The historic WPA photographs and examples of project work were collected by Rice for her book “Useful Work for Unskilled Women: A Unique Milwaukee WPA Project,” published by the Milwaukee County Historical Society in 2003. In 2010, the Reproductive Health Division in Senegal, with support from Population Council, performed an assessment of the emergency contraception (EC) integration process into the national health system through a national forum on EC. This policy brief reports key findings of a study in India that explored providers’ knowledge of how emergency contraception (ECP) works and its safety and effectiveness, their perceptions of the frequency of repeat use, their provision of ECP, and their attitudes toward women who seek it. Many of the findings of this study are encouraging. Most providers believed that ECP is an effective and safe method to prevent pregnancy and that it cannot induce abortion, and half supported the over-the-counter provision of ECP. Nevertheless, the study revealed many biases and gaps in knowledge. Recommendations include a number of ways to …

Before the introduction of Accredited Social Health Activists (ASHAs) in India, mid-level auxiliary nurse midwives (ANMs) were responsible for community health education and services such as antenatal care, delivery, IUCD insertion, and sterilization referrals. The Population Council studied how community extension work and some primary care responsibilities have been shifted to ASHAs, who are tasked with identifying pregnant women; facilitating ANC check-ups; motivating women for institutional deliveries during ANC checkups; and organizing child immunization. The Population Council undertook this study to assess the knowledge, attitudes, and practices regarding emergency contraception (ECPs) among providers in public and private facilities and pharmacies in India. This study’s objectives were: 1) to assess providers’ knowledge of ECP’s biological mechanism; 2) to understand providers’ knowledge and attitudes about ECP’s safety, effectiveness, and availability as an over-the-counter drug; and 3) to identify providers’ definitions of “repeated use” and profiling of women who are “repeated users” of ECP. The study recommends intervention programs and advocacy strategies to increase knowledge and access to ECP.

This study examines providers’ and key opinion leaders’ knowledge, attitudes, and practices regarding the emergency contraceptive pill (ECP) in Senegal, and synthesizes the findings to suggest program and policy recommendations. Analysis of providers’ opinions and beliefs reveals that although many providers believe ECP is a safe product, persistent negative views remain. KOLs and providers recognize the importance of ECP for preventing unintended pregnancy and are supportive of the integration of ECP into national guidelines. They note, however, the need to improve accessibility and quality of provision. Given the magnitude of sexual violence and abuse, considerable interest exists in devising strategies …

The objectives of this operations research study, conducted by the Population Council’s APHIA II Operations Research Project in Kenya, were to: 1) identify and design a set of interventions that promote the uptake of comprehensive reproductive health (RH)/family planning (FP) and HIV prevention services and information among married adolescent girls; and 2) expand access to comprehensive RH/FP and HIV prevention services and information among this population. Animal-assisted therapy and animal-assisted activities involve a nonhuman animal as a key therapeutic agent in some kind of intervention that may range from highly specified, as in AAT, to more casual, as in AAA. In this review I address the question: How important is the animal in animal therapy? In other words, does the recent literature strongly support the notion that a live animal, as opposed to another novel stimulating component, is specifically necessary for therapeutic success. Plastics and other marine debris have been found in the gastrointestinal tracts of cetaceans, including instances where large quantities of material have been found that are likely to cause impairment to digestive processes and other examples, where other morbidity and even death have resulted. In some instances, debris may have been ingested as a result of the stranding process and, in others, it may have been ingested when feeding. Those species that are suction or “ram” feeders may be most at risk. There is also evidence of entanglement of cetaceans in marine debris. However, it is usually difficult to distinguish …
