In this paper, we argue that there are patterns of innovation occurring in less economically developed countries (LEDCs) that have been historically overlooked by the innovation studies literature, including the literature on innovation systems and the triple helix. This paper briefly surveys cases in agriculture, banking, biomedicine and information and communications technologies that demonstrate organizational, scientific and technological innovation in Africa, South Asia, and Brazil. In this note I review the appropriate terms and conditions of central bank liquidity support. I first document what Bagehot actually said about lending at a penalty rate in his 1873 book. Then I review the modern discussion of the penalty rate, before ending with some policy conclusions. I note that during a systemic banking crisis it is not uncommon for central banks to provide liquidity support to banks at below market rates. This enables the banking system to recoup and eventually recover its capacity to provide essential payment services to the public.

Theoretical And Experimental Analysis Of Auctions With Negative Externalities, Youxin Hu, John Kagel, Xiaoshu Xu, Lixin Ye

We investigate a private value auction in which a single “entrant” on winning imposes a negative externality on two “regular” bidders. In an English auction, when all bidders are active “regulars” free ride, exiting before price reaches their value. In a first-price sealed-bid auction incentives for free riding and aggressive bidding coexist, limiting free riding. We find substantial, though incomplete, free riding in the clock auction. In first-price auctions, regular bidders bid more aggressively than the “entrant” and both bid higher than in auctions with no externality. Predictions regarding revenue, efficiency, and successful entry between the two auctions are satisfied.

In this paper we examine the effects of two types of “induced uncertainty”, model uncertainty due to robustness (RB) and state uncertainty due to finite information-processing capacity (called rational inattention or RI), on consumption and the current account. We show that the combination of RB and RI improves the model’s predictions for (i) the contemporaneous correlation between the current account and income and (ii) the volatility and persistence of the current account in small open emerging and developed economies. The paper analyzes how (production and financial) inter-firm networks can affect firms’ default probabilities and observed default rates. A simple theoretical model of shock transfer is built to investigate some stylized facts on how firm-idiosyncratic shocks are allocated in the network, and how this allocation changes firm default probabilities. The model shows that the network works as a perfect “risk-pooling” mechanism, when it is both strongly connected and symmetric. But the “risk-sharing” does not necessarily reduce default rates, unless the shock firms face is lower on average than their financial capacity. Annuitization Decisions Of Retirees: The Role Of Risk Aversion And Financial Advice, Swarn Chatterjee, John Salter, Nathan Harness

This study utilizes a nationally representative proprietary dataset to examine the annuitization decisions of retirees. The results indicate that consulting a financial advisor, retirement duration, and risk aversion are positive predictors of annuity ownership. The results also indicate that retirees with defined benefit plans are more likely to own annuities. Additionally, the results suggest that households with retirement duration of ten years or longer are more likely to start receiving their annuity distributions. This paper contributes to the research on annuitization decisions of retirees. This paper studies the business cycle implications of entry costs in a dynamic stochastic general equilibrium model with firm entry and nominal rigidity. Simulations show that my baseline model matches the dynamics observed in the data fairly well. Remarkably, it overcomes the well-known difficulties of business cycle models in reproducing the persistence, smoothness and cyclicality of macroeconomic aggregates. I stress that capital entry costs are essential for these results.

This paper examines the role of country-specific sources of output and interest rate volatility in driving FDI activities. Building on a dataset that comprises bilateral FDI flows among 24 OECD economies over the period 1985-2007, we find that output and interest rate volatility mainly act as push factors, i.e. they are more effective in deterring rather than encouraging foreign investments. A rise in host country volatilities does reduce the amount of FDI outflows in the recipient country, even after controlling for the state of the cycle. In a large sample of firms in 66 developing countries, it is shown that gender specific disparity in the laws favoring males over females tends to lower the employment of females relative to males at the firm level. However, this relationship between gender disparity in laws and employment is driven by small and medium firms, and it does not hold for the sample of large firms. We develop a simple measure of the potential effectiveness of solar radiation management (SRM) in compensating for anthropogenic climate change and test this measure using data from an ensemble of modeling experiments conducted with a general circulation model (GCM). Assuming a linear relationship between the amounts of SRM implemented globally and the regional temperature and precipitation responses to that change, we calculate the amount of SRM that minimizes impacts using three different social objectives: egalitarian, utilitarian and ecocentric. It appears to be technically feasible to engineer an increase in albedo, a planetary brightening, as a means to offset the warming caused by carbon dioxide (CO2) and other greenhouse gases through Solar Radiation Management (SRM). This option has two characteristics that make it attractive for managing climate risk: it is quick and cheap. However, SRM cannot exactly compensate for the CO2-driven climate change. This study examined whether children who become homeless differ from other low-income children in their mental health service use before and after their first homeless episode, and to what extent homelessness is associated with an increased likelihood of mental health service use. Differences between children with and without new onset of sheltered homelessness in the use of mental health services emerged following homelessness and widened over time. Sheltered homelessness and foster care placement history were asso- ciated with increased odds of receiving inpatient and ambulatory mental health services.
