This paper investigates why the observed critical Shields stress for incipient sediment motion deviates from the Shields curve. This deviation is often described in the literature as due to measurement errors and non-uniformity of channel-bed slope or flows. On the contrary, this paper hypothesises the deviation as due to the presence of vertical velocity in open channel flows. We found that the existence of vertical velocity in non-uniform flows can lead to the deviation of critical shear stress from the standard Shield's diagram that is valid only in uniform flows, and the channel bed slope could not contribute to the …

Understanding landslide frequency is an important challenge in the process of the assessment of landslide risk. Importantly, from the perspective of landslide risk management today, this paper investigates the relationship between 'how often will a landslide move' and 'how far will it move when it does move'. Such relationships must reflect the continuum between the lower frequency 'catastrophic' type failures and the much higher frequency millimeter type magnitudes of displacement; and intervals along this continuum will likely have different management significance. Pittsburgh Compound B (PiB) is a C11 PET tracer designed to bind to amyloid plaques, one of the hallmark of Alzheimer's disease. The potential of PiB as an early marker of Alzheimer's disease has lead to an increasing use of PiB and the development of several F18 equivalents. Quantitative analysis of PiB images requires an accurate normalisation, parcellation and estimation of retention in the brain's gray matter. Typically this relies on co-registered MRI to extract the cerebellum, compute the standardized uptake value ratio (SUVR) and provide parcellation and segmentation for quantification of neocortical SUVR. Integration of solar photovoltaic (PV) resources into distribution networks changes the normally expected network behaviour by injecting real power into the point of connection. Depending on the characteristics and setup of the PV inverter, reactive power could also be injected into the network. The impact will depend on the control strategy adopted for reactive power injection. Typically, solar PV units are installed at low voltage (LV) level in distribution networks. For this purpose, a heuristic methodology is developed in order to achieve a new objective function for the structural optimisation problem. Simultaneous integrated boost (SIB) for prostate cancer allows increases in tumor control probability while respecting normal tissue dose constraints. Biological optimization functions that optimize based on treatment outcome can be used to create SIB prostate plans. This study investigates the feasibility of biologically optimized volumetric modulated arc therapy (VMAT) for SIB prostate radiotherapy. Methods. Five prostate cancer patients with diffusion-weighted MR images were selected for analysis. A two-step VMAT optimization was performed, which consisted of an initial biological optimization of a static gantry angle delivery followed by conversion of the static delivery to a single arc VMAT plan. One of the main advantages of cold-formed steel profiles is the great flexibility of cross-sectional shapes, attributable to the manufacturing process allowing achievement of almost any desired cross-section. The effects of HfCl4 and FeCl3 addition on the de/rehydrogenation properties of MgH2 were investigated. Both HfCl4 and FeCl3-doped MgH2 samples started to released hydrogen at about 270 °C, a decreased of about 70 °C and about 140 °C compared to as-milled and as-received MgH2, respectively. In terms of the desorption kinetics, the HfCl4-doped MgH2 sample showed significant improvement, with 6.0 wt.% hydrogen released within 10 min at 300 °C, while the FeCl3-doped MgH2 and undoped MgH2 samples released 3.5 and 0.2 wt.% hydrogen, respectively, under the same conditions. The Airline Passenger Survey is an annual survey of frequent fliers who visit the web site for the Airline Quality Rating. Since 2009, over 4,000 passengers have responded to researchers’ request to provide a consumer perspective on the quality of today’s air travel experience. Airline Quality Rating researchers at Purdue University and Wichita State University compare the consumer experience of air travel with the objective rankings of the Airline Quality Rating (www.airlinequalityrating.com). These detailed findings are provided publicly and periodically released to the media.

Situating Sexual Violence In Rwanda (1990–2001): Sexual Agency, Sexual Consent, And The Political Economy Of War, Jennie E. Burnet

This article situates the sexual violence associated with the Rwandan civil war and 1994 genocide within a local cultural history and political economy in which institutionalized gender violence shaped the choices of Rwandan women and girls. Based on ethnographic research, it argues that Western notions of sexual consent are not applicable to a culture in which colonialism, government policy, war, and scarcity of resources have limited women’s access to land ownership, economic security, and other means of survival. What impact does party fragmentation have on the likelihood of democracies to run a fiscal deficit? Past research is almost unanimous in finding that as the number of parties in a country's legislature or government grows, so does its probability of overspending. However, this finding is based largely on parliamentary systems, and there is no reason to believe that it should hold when executives are independent. In this article, I develop a theory for the impact of legislative fragmentation on budgetary politics in presidential democracies. We investigate which political institutions will improve the delivery of public goods in decentralized systems. We begin with a formal extension of Oates’ influential “decentralization theorem” to include the presence of inter-jurisdictional spillovers. Our new model, which we term the “strong decentralization theorem,” indicates that, when spillovers are present, the impact of decentralization will depend on the structure of a country’s political system. More specifically, our model suggests that the interaction of democratic decentralization (the presence of popularly elected sub-national governments) and party centralization (the power of national party leaders over sub-national office-seekers) will produce the best outcomes. This chapter explores the concept and theories of alliances, paying particular attention to the question of alliance persistence and disintegration. After discussing what alliances are, the chapter surveys the scholarly literature on why alliances form and fall apart. It then reviews the somewhat puzzling case of NATO, which many observers expected would not long outlive the Cold War. The chapter asks how well existing theories explain NATO’s persistence and concludes with theoretically-informed observations about the alliance’s future prospects.

What role did oil play in the decision to invade Iraq in 2003? We still do not know exactly why the Bush administration went to war against Iraq, and we may never know. Certainly, no compelling evidence, either in the form of declassified documents or participants’ memoirs, has yet emerged indicating that oil was a prominent factor or constant consideration in the thinking of decisionmakers within the Bush administration. Law-abiding citizens are concerned with deterring and preventing crime. One strategy to accomplish this goal is to increase the costs and reduce the benefits that particular situations present to offenders. This form of crime control is known as situational crime prevention. Like law-abiding persons, offenders must concern themselves with being victimized. Differently, however, offenders must also worry about being detected and punished by formal agents. Thus, situational prevention from the offenders’ perspective is relatively complex, encompassing efforts to block not only opportunities for victimization but also for law enforcement.
