Political Competition And Local Social Spending: Evidence From Brazil, Carew Boulding, David Brown

Electoral theories of democracy imply electoral competition insures accountability. Using data on local elections, socioeconomic factors, and municipal budgets from more than 5,000 municipalities in Brazil for the years 1996, 2000, and 2004, we find that municipalities with more competitive elections allocate less to social spending compared to municipalities with little political competition. We argue that previous theory on political competition and public goods obscures the critical role that financial resources play in shaping the dynamics of social spending and political competition. Municipalities with small budgets lack the resources necessary to engineer convincing electoral victories. Where resources are negligible, voter …

Gender And Theory Of Mind In Preschoolers’ Group Effort: Evidence For Timing Differences Behind Children’S Earliest Social Loafing, Robert Thompson, Bill Thornton

This study explored mental state reasoning within the context of group effort and possible differences in development between boys and girls. Preschool children (59 girls, 47 boys) were assessed for theory of mind (ToM) ability using classic false belief tests. Children participated in group effort conditions that alternated from one condition, where individual effort was transparent and obvious, to one where individual effort remained anonymous. The aim was to investigate if emergent mental state reasoning, after controlling for age, was associated with the well-known phenomenon of reduced effort in group tasks (“social loafing”). The current state of practice sees public libraries, like all public institutions, enduring funding challenges within the dominant political-economic environment, which is shaped by the tenets of new public management and the neoliberal audit society. Libraries, feeling threatened and unsure about their future stability, seek new ways to demonstrate their value. However, they face institutional cultural constraints when attempting to introduce new assessment methods to meet this challenge. The new dynamics require them to go beyond output measures (counts). The book argues that a principle of equitable sharing is fundamental to the concept of democracy and to the democratic society the United States purports to be. It examines the political philosophies of John Locke, John Stuart Mill, and John Rawls, all of which contain a principle of equitable sharing in some form. It then examines the Declaration of Independence and the Constitution, both of which evidence a commitment to equitable sharing as foundational to the democratic society they contemplate. I argue that we must read Alasdair MacIntyre’s mature work through a Marxist lens. I begin by discussing his argument that we must choose which God to worship on principles of justice, which, it turns out, are ones given to us by God. I contend that this argument entails that we must see Mac- Intyre’s early Marxist commitments as given to him by God, and, therefore, that he has never abandoned them in his turn to Thomistic-Aristotelianism. I examine his reading of Marx, with its emphasis on the concept of alienation as a Christian concept, and explain how this reading …

This paper explores the differences in the use of the Hazard Analysis Critical Control Point (HACCP) system to manage food safety risks in the food chain from farm to fork in the EU and the US. In particular, this paper investigates the current uses and potential expansion of HACCP as a mechanism for the delivery of safe agricultural products, particularly safe produce. This work is a one volume published by the National Library of Uruguay with a prologue by Dr. George Reid Andrews. It provides an in depth analysis of the corpus of caricatures made by Mario R. Mendez, an afro-Uruguayan artist, for the magazine “Our Race” during its second period 1933-1948. These editorial caricatures made a strong statement against the Fascism in Europe and the League of Nations’ attitude towards the invasion of Ethiopia ordered by Benito Mussolini. They also satirized the political and social reality in Uruguay. Both, the caricatures and the magazine provide a testimony of an extensive cultural …

Cross-jurisdiction resource sharing is considered a possible means to improve efficiency and effectiveness of public health service delivery. A merger of the Tuberculosis (TB) clinics of a rural and a metropolitan jurisdiction in East Tennessee provided an opportunity to study service provision changes in real time. A mixed methods approach was used, including quantitative data on latent TB treatment outcomes and qualitative data from staff interviews, as well as documentation of changes in staffing time in TB services. Results showed a mix of efficiency changes, indicating probable increased pressure on key service providers after the merger, in addition to expected …

In 2008, the Internal Revenue Service (IRS) revised and standardized the reporting policy for community benefit expenses for nonprofit hospitals. These expenses are required for tax exemption. At that time, the IRS designated some categories of activities as non-eligible as a community benefit, but still mandated their reporting on hospitals’ Form 990, the annual tax filing for nonprofit organizations. One such category was community building, which encompasses a broad range of nonmedical determinants of health and an important potential source of population health revenue. Existential anxiety runs deep for Baltic-Americans. It began with the Estonian, Latvian and Lithuanian refugees from the Soviet Union who strove to preserve their nations in exile. Post-independence, anxiety over Russian aggression may seem like leftover Cold War paranoia. For many members of the stateside émigré communities, however, fear of Russian expansionism is instead a sober assessment of reality. Looking at what they see as President Putin’s undeclared and unimpeded invasion of Ukraine, they worry that EU and NATO membership may not be enough to ensure the safety of Estonia, Latvia and Lithuania. In Vietnam, A Chinese Skytrain Sheds Light On Tough Bilateral Ties, Chau Ngo

The article looks into a skytrain being built by a Chinese company in Vietnam, which represents China's troubled projects in the country. At a time of tensions between China and Vietnam over territorial disputes, the story shows how the tensions have affected these projects and what could be next for them. The skytrain story also sheds light into the tough bilateral ties between China and Vietnam, despite the two communist countries' similar political systems, economic model and cultural proximity.

In New York City, following the death of Eric Garner, protests and rallies against police brutality were sustained for months. For the most part it was peaceful. But what happened to Eric Garner would have incited a very different response in New York City in a different time. There was a time when New Yorkers wouldn’t just protest. They would riot. Those riots seem incapable of happening in today’s New York. This narrative project explores the reasons why. What social, political and economic changes have come together to make riots in this city seem improbable.
