The Informal Economy And Poverty: Evidence And Policy Review, Colin C. Williams
The Informal Economy And Poverty: Evidence And Policy Review, Colin C. Williams
Colin C Williams
This review explores the relationship between the informal economy and poverty so as to understand whether the informal economy helps those who are poor to escape their poverty and how to address the informal economy in anti-poverty strategies.
In particular, the report:
• reviews the existing evidence on the size of the informal economy, who participates in and benefits from informal work as well as what type of work they do and why;
• evaluates the range of policy options for dealing with the informal economy;
• identifies best practice policy measures from other advanced economies that enable people in …

NASCAR is an organization which has a long history of exemplifying a stereotypical Southern pride culture into the sport. This Southern pride culture is evident in the symbols present at NASCAR racing events, such as the Confederate flag which can be seen as bumper stickers on spectator vehicles, flying at fan tailgate sites and adorning fan apparel. Although initially most NASCAR events were held in the South, today more than half of its racetrack venues are located outside the Southern United States. With that national migration of racetracks, NASCAR has attempted to diversify itself from being predominantly known as a …

Does Foreign Aid Reduce Tax Revenue? Further Evidence, John Thornton
Does Foreign Aid Reduce Tax Revenue? Further Evidence, John Thornton
John Thornton
A common criticism of foreign aid is that it reduces domestic tax effort. Empirical research on the issue has been hampered by the failure to tackle endogeneity issues effectively. We use measures of geographical and cultural distance to donor countries as instrumental variables to uncover the causal effect of aid on tax revenue in a panel of 93 countries. The tax to GDP ratio is found to decrease following aid inflows. This reduction in tax effort is statistically and economically significant; a one SD increase in aid causes a 0.52 percentage point drop in the tax-to-GDP ratio. The results indicate …
The (Small) Blessing Of Foreign Aid: Further Evidence On Aid's Impact On Democracy, John Thornton
The (Small) Blessing Of Foreign Aid: Further Evidence On Aid's Impact On Democracy, John Thornton
John Thornton
In an empirical contribution to the literature of foreign aid, we estimate the impact of foreign aid on democracy in a panel of 93 developing economies during 1971–2010. We find that foreign aid promotes democracy, with the result robust to different estimation methodologies and control variables and to instrumenting for foreign aid.
Programs For Homeless Children And Youth: A Critical Review Of Evidence, Janette E. Herbers, J. J. Cutuli
Programs For Homeless Children And Youth: A Critical Review Of Evidence, Janette E. Herbers, J. J. Cutuli
J. J. Cutuli
To date, there are few studies that use rigorous research designs to evaluate interventions designed to address the needs of homeless children. Strengths and noteworthy findings as well as the challenges and limitations of this literature are summarized. The studies reviewed in this chapter represent laudable efforts on the part of researchers, practitioners, and community partners to engage in intervention studies with the challenging and understudied population of children in families experiencing homelessness. However, within the guidelines of the What Works Clearinghouse (WWC) standards for evidence based practices, none of the interventions represented in these studies have sufficient evidence to …
Promoting Resilience For Children Who Experience Family Homelessness: Opportunities To Encourage Developmental Competence, J. J. Cutuli, Janette E. Herbers
Promoting Resilience For Children Who Experience Family Homelessness: Opportunities To Encourage Developmental Competence, J. J. Cutuli, Janette E. Herbers
J. J. Cutuli
A developmental perspective on resilience is needed to inform policies and programs that respond to family homelessness. Homelessness and the experiences associated with it can threaten and disrupt healthy development in children, contributing to worse academic achievement, more emotional and behavioral problems, and lower levels of developmental competence in a variety of other domains. Scholarship on resilience and risk provides a framework for understanding how and why this happens, identifying ways to prevent and compensate for the negative impacts of the homeless experience on children. We first explain the fundamental concepts underlying this framework. Through a review of literature on …

A Contemporary Examination Of Gender Differences In Student Engagement At Historically Black Colleges And Universities: Implications For Research And Practice., Robert T. Palmer, J. Luke Wood, Phd, Brian Mcgowan, Phd
Robert T. Palmer, PhD
Seeking to replicate the results of Harper et al.'s (2004), this article examined gender differences in student engagement among Black students at historically Black colleges and universities (HBCUs). While this study yielded findings comparable to Harper et al.'s study, the majority of the findings were inconsistent with Harper et al's study. The article discusses factors that may account for these differences and concludes with implications for institutional practice and future research.

Beyond Deterrence And Decline Towards A General Understanding Of Peace Economics, Raul Caruso
Raul Caruso
The aim of this short article is to provide elements for a general discussion on peace economics and its potential contribution to economics and economic policy. I first present a discussion on deterrence equilibria and consequent allocation of resources. Eventually I expound five economic channels through which military expenditures turn to be detrimental for economic development. Finally some elements to build a framework for a peaceful economic policy are presented.

Media Impact On Disaster Public Policy, John R. Fisher
Media Impact On Disaster Public Policy, John R. Fisher
Dr. John R. Fisher
Decades of research suggest the media play a secondary role in the development of public policy. This appears to be equally true in media coverage of disasters. While the media may heighten awareness of an issue, individual public opinion leaders, particularly the wealthy and influential, have greater impact on the formation of public policy.

Youth Homelessness: Prevalence And Mental Health Correlates, Staci Perlman, Joe Willard, Janette E. Herbers, J. J. Cutuli, Karin M. Eyrich Garg
J. J. Cutuli
National data suggest the rate of youth homelessness has been increasing over the last several years. However, estimates of the true prevalence of youth homelessness vary greatly based on counting method and definitions of homelessness. The purpose of the present study is to demonstrate how the Youth Risk Behavior Survey (YRBS) could be used to understand the prevalence of youth homelessness, characteristics of homeless experiences, and how these experiences relate to mental health problems among youth. Findings demonstrate the number of youth identified as homeless by the YRBS are considerably higher than the number identified by traditional counting methods. Furthermore, …
