This is the introduction to a special issue of Russian history evaluating the record of the Brezhnev era 25 years after the collapse of the Soviet Union. While in the West Brezhnev's Soviet Union is seen as a collosal failure, many Russians look back on the period with nostalgia. And the society was much more dynamic than the label "stagnation" implies. The seeds of Russia's explosive changes in the 1990s were planted during the Brezhnev era.

The Effects Of Social Exclusion On The Ern And The Cognitive Control Of Action Monitoring, Jason R. Themanson, Aaron B. Ball, Stephanie M. Khatcherian, Peter J. Rosen

The current study investigated the influence of social exclusion, created through the Cyberball paradigm, on cognitive control using neural and behavioral measures of action monitoring. Healthy young adults performed a modified flanker task while their post-error behavior (accuracy, RT) and error-related negativity (ERN) were assessed. Results indicated that excluded participants showed decreased ERN and post-error response accuracy compared to included participants following their social interactions. These findings suggest that a common neural framework may exist for cognitive control processes and that cognitive control allocated toward exclusion-related processing following exclusionary social interactions may disrupt the capability to support self-regulatory action monitoring.

The adolescent drug problem places a huge toll on society and a heavy burden on the criminal justice system. Research regarding the benefits of therapeutic community treatment for adolescents has shown them to be effective. Despite the ability of therapeutic communities to lower drug relapse and reduce criminality, a great deal remains unknown in terms of how the process of treatment actually works for adolescents. Prior research has indicated an inverse relationship between religion and criminal behavior, however few studies have specifically examined the effect of spirituality on the desistance process among a contemporary and diverse sample of reentering drug-involved offenders. A comprehensive understanding of how spirituality is related to desistance from substance use can lead to more effective and evidence-based preventive and rehabilitative interventions. Does Foreign Aid Reduce Tax Revenue? Further Evidence, John Thornton

A common criticism of foreign aid is that it reduces domestic tax effort. Empirical research on the issue has been hampered by the failure to tackle endogeneity issues effectively. We use measures of geographical and cultural distance to donor countries as instrumental variables to uncover the causal effect of aid on tax revenue in a panel of 93 countries. The tax to GDP ratio is found to decrease following aid inflows. This reduction in tax effort is statistically and economically significant; a one SD increase in aid causes a 0.52 percentage point drop in the tax-to-GDP ratio. The results indicate …

In an empirical contribution to the literature of foreign aid, we estimate the impact of foreign aid on democracy in a panel of 93 developing economies during 1971–2010. We find that foreign aid promotes democracy, with the result robust to different estimation methodologies and control variables and to instrumenting for foreign aid.

To date, there are few studies that use rigorous research designs to evaluate interventions designed to address the needs of homeless children. Strengths and noteworthy findings as well as the challenges and limitations of this literature are summarized. The studies reviewed in this chapter represent laudable efforts on the part of researchers, practitioners, and community partners to engage in intervention studies with the challenging and understudied population of children in families experiencing homelessness. A developmental perspective on resilience is needed to inform policies and programs that respond to family homelessness. Homelessness and the experiences associated with it can threaten and disrupt healthy development in children, contributing to worse academic achievement, more emotional and behavioral problems, and lower levels of developmental competence in a variety of other domains. Scholarship on resilience and risk provides a framework for understanding how and why this happens, identifying ways to prevent and compensate for the negative impacts of the homeless experience on children. Seeking to replicate the results of Harper et al.'s (2004), this article examined gender differences in student engagement among Black students at historically Black colleges and universities (HBCUs). While this study yielded findings comparable to Harper et al.'s study, the majority of the findings were inconsistent with Harper et al's study. The article discusses factors that may account for these differences and concludes with implications for institutional practice and future research.

I first present a discussion on deterrence equilibria and consequent allocation of resources. National data suggest the rate of youth homelessness has been increasing over the last several years. However, estimates of the true prevalence of youth homelessness vary greatly based on counting method and definitions of homelessness. The purpose of the present study is to demonstrate how the Youth Risk Behavior Survey (YRBS) could be used to understand the prevalence of youth homelessness, characteristics of homeless experiences, and how these experiences relate to mental health problems among youth. Findings demonstrate the number of youth identified as homeless by the YRBS are considerably higher than the number identified by traditional counting methods. Furthermore, …
