This article focuses on two mayoral-led public-private partnerships designed to renew good government in Cleveland — Mayor George Voinovich’s Operations Improvement Task Force (OITF) (1979-1982) and Mayor Frank Jackson’s Operations Efficiency Task Force (OETF) (2006-2009). The Voinovich OITF public-private partnership enabled Cleveland to “come back” after the city’s 1978 default. The Jackson OETF public-private partnership successfully rightsized Cleveland in relationship to its much smaller population needs during challenging economic times without disruptions in service. Previous studies provide evidence that listening experience in a particular reverberant environment improves speech intelligibility and localization performance in that environment. Such studies, however, are few, and there is little knowledge of the underlying mechanisms. The experiments presented in this thesis explored the effect of reverberation context, in particular, the similarity in interaural coherence within a context, on listeners' performance in sound localization, speech perception in a spatially separated noise, spatial release from speech-on-speech masking, and target location identification in a multi-talker configuration.

Older adults exhibit reduced accuracy and efficiency for identifying facial emotion expressions yet it is unclear how genetic or cognitive variables influence these findings. This study examined the impact of serotonin transporter polymorphism 5-HTTLPR on patterns of explicit emotion identification accuracy and reaction time (RT) in healthy older adults. The impact of 5-HTTLPR on measures of processing speed, attention, and executive function as well as correlations between cognitive measures and emotion identification measures were also examined. This investigation focuses on two competing theories (historical institutionalism and social constructivism) and their explanatory value in regards to female political representation in Kazakhstan. Historical Institutionalism maintains that current institutional dynamics are constrained by past institutional formations, even when these past institutions are no longer relevant. Social Constructivism challenges this theory by upholding that institutions are culturally situated and a reflection of shared ideas rather than material forces as argued by historical institutionalism. This study examines style shift between formal and informal styles in first- encounter conversations between Japanese native speakers and demonstrates how the speakers shifted the speech style in the context. Many researchers have studied this type of style shift and demonstrated that style shifts occur within a single speech context where social factors, such as differences in age, status, and formalness remain constant (e.g., Cook, 2008; Geyer, 2008; Ikuta, 1983; Maynard, 1991; Okamoto, 1999). Should the radical Left interpret the Nolans' Interstellar as a tribute to (neo)liberal expansionism or should we view it as a cautionary tale about a future that is just around the corner, which won't be solved by worm holes or time travel? This review takes the latter position against the recent Jacobin review, which argues the former. Here, I show that Interstellar can be productively reinterpreted as a film about a series of things that will NOT save us from our-late-capitalist-selves.

Undergraduate STEM students are increasingly expected to have some data use skills upon graduation, whether they pursue post-graduate education or move into industry. This project was an initial foray into the application of data information literacy competencies to training undergraduate students to identify markers of data and information quality. The data consumer training appeared within two courses to help students evaluate data objects, including databases and datasets available on the Internet. Transferential Poetics presents a method for bringing theories of affect to the study of poetics. Informed by the thinking of Silvan Tomkins, Melanie Klein, and Wilfred Bion, it offers new interpretations of the poetics of four major American artists: Edgar Allan Poe, Henry James, Gertrude Stein, and Andy Warhol. The author emphasizes the close, reflexive attention each of these artists pays to the transfer of feeling between text and reader, or composition and audience— their transferential poetics. The Eurasian wheat belt (EWB) spans a region across Eastern Ukraine, Southern Russia, and Northern Kazakhstan; accounting for nearly 15% of global wheat production. We assessed land surface conditions across the EWB during the early growing season (April–May–June; AMJ) leading up to the 2010 Russian heat wave, and over a longer-term period from 2000 to 2010. A substantial reduction in early season values of the normalized difference vegetation index occurred prior to the Russian heat wave, continuing a decadal decline in early season primary production in the region.
