Law Enforcement, Community, And Military Tactics: What’S The Conflict?, Stacey Cotton, Peter Kraska, James Pikl Sep 2014

Law Enforcement, Community, And Military Tactics: What’S The Conflict?, Stacey Cotton, Peter Kraska, James Pikl

Peter Kraska

Local law enforcement is a critical community service, and the expense of maintaining a modern and effective police force can be substantial in relation to local resources. At the same time, military equipment, SWAT teams, and aggressive search and seizure tactics have been called into question by the recurring loss of innocent life and Fourth Amendment concerns attendant to the use of overwhelming force. This panel will consider the funding mechanisms available to police and sheriff departments for equipment and capital investments, the incentives these revenues create, and the conflicts between community trust and the atmosphere of counter-insurgency which military …

Policing Kentucky's School Children: Issues And Trends, Peter Kraska, Matthew Dimichele Sep 2014

Policing Kentucky's School Children: Issues And Trends, Peter Kraska, Matthew Dimichele

Peter Kraska

The purpose of this research bulletin is to document the scope and nature of an important dimension of the school safety movement--the degree to which schools in Kentucky are being "policed" by public police agencies. A shift toward having an active police presence in our public schools, an unprecedented and significiant development, should be examined carefully.

Swat In The Commonwealth: Trends And Issues In Paramilitary Policing, Peter B. Kraska Sep 2014

Swat In The Commonwealth: Trends And Issues In Paramilitary Policing, Peter B. Kraska

Peter Kraska

Movies and television shows depicting a future where law enforcement officers look like military soldiers may not be wholly inaccurate. In the last ten years, SWAT teams, or "police paramilitary units" (PPC's) have become an influential force in contemporary policing. Academic research and the news media have recently taken note of this development and have highlighted several important trends and issues related to paramilitary policing. These include the rapid growth of PPU's, their movement into mainstream police functions and the potential negative consequences of such a shift. This study overviews national trends in paramilitary policing using two national surveys. It …

Con: Are We Ready To Translate Alzheimer's Disease-Modifying Therapies To People With Down Syndrome?, Elizabeth Head, Frederick A. Schmitt Sep 2014

Con: Are We Ready To Translate Alzheimer's Disease-Modifying Therapies To People With Down Syndrome?, Elizabeth Head, Frederick A. Schmitt

Sanders-Brown Center on Aging Faculty Publications

BACKGROUND: Adults with Down syndrome develop Alzheimer's disease neuropathology in an age-dependent manner. This unique feature provides an opportunity to test interventions targeted for prevention of Alzheimer's disease neuropathology and dementia in Down syndrome.

DISCUSSION: In considering clinical trial designs, however, there are several challenges that we believe will be critical to examine further. These include: accuracy in dementia, mild cognitive impairment and preclinical Alzheimer's disease diagnoses in Down syndrome; clinical trial outcome measures appropriate for individuals with Down syndrome; in vivo imaging outcome measures (and practical considerations); and contributions of medical co-morbidities to disease progression. Also, when studies are …

Authoethnographic Essay #1: You, School, Guttman, Lori Ungemah

Open Educational Resources

This is the first writing assignment I give fall semester freshmen. It not only allows me to gauge their writing levels, but it also gives me a sense of what sorts of educational experiences they have had prior to coming to Guttman. This essay assignment is purely autoethnograhic, however in later autoethnographic essays I will have them connect experience to various educational theories/concepts we study in class.

Engines Of Liberation Redux When Home Appliances Prices Are Endogenous, Sebastien Buttet, Veronika Dolar Sep 2014

Engines Of Liberation Redux When Home Appliances Prices Are Endogenous, Sebastien Buttet, Veronika Dolar

Publications and Research

We propose a model of the household where the transmission mechanism between home appliances and women’s labor supply is identical to the one in Greenwood et al. (2005b) with one important exception. We explicitly model firms’ pricing and output choices in the appliances sector and thus, the price of home appliances is determined endogenously by the laws of supply and demand rather than being taken exogenously from outside the model. We use this new framework to characterize the general equilibrium effects of rising household wages on the price of home appliances, and thus ultimately women’s labor supply. The ratio between the price …

How Do The Public's Environmental Attitudes Affect Recreation Demand For National Forests And Grassland In The Southwest?, Alejandro Prera Sep 2014

How Do The Public's Environmental Attitudes Affect Recreation Demand For National Forests And Grassland In The Southwest?, Alejandro Prera

Economics ETDs

This dissertation studies the relationship between environmental attitudes and National Forest management in the Southwest, specifically the effect that attitudes have on changes to recreation fees. Although there is research on the effect of environmental attitudes on willingness-to-pay for environmental goods (e.g., Spash 2000; Spash 2006; Ojea and Loureiro 2007), little work has been done on analyzing the effect that environmental attitudes have on changes to recreation fees. I help address this gap by investigating the effects that public land values, a measure of environmental attitudes, have on changes to recreation fees at National Forests using primary data from a …

Goodell's Quagmire, Richard C. Crepeau

On Sport and Society

The continuing saga of the NFL and Ray Rice has now become basically the Roger Goodell story. The Commissioner has not managed to stay ahead of the news cycle and has failed to cut his losses. Rather than to accept responsibility for his mistakes and missteps he has continued to deal in what now seems to be his only task as Commissioner, to Protect the Shield. And it’s not going well.

Liberal Discourse And The Hegemons Dilemma: A Realist-Constructivist Approach To The Study Of U.S.-Latin American Relations, Justin Delacour Sep 2014

Liberal Discourse And The Hegemons Dilemma: A Realist-Constructivist Approach To The Study Of U.S.-Latin American Relations, Justin Delacour

Political Science ETDs

This dissertations approach starts from four basic premises. The first is that a Western power's interests in a liberal foreign policy course will exist alongside other interests of the state that casually conflict with its professed liberalism. The second premise is that, in order for the Western state to periodically pursue objectives that partially conflict with its professed principles, the state will present such objectives as liberal by understating the illiberal characteristics of foreign allies and overstating the undemocratic characteristics of rivals. The third premise is that, given the cultural authority of the state, its positions and narratives will have …

Ordem E Progresso: The Programa De Aceleração Do Crescimento, Developmentalism And Democracy In Brazil, Grant Burrier Sep 2014

Ordem E Progresso: The Programa De Aceleração Do Crescimento, Developmentalism And Democracy In Brazil, Grant Burrier

Political Science ETDs

The dissertation analyzes the developmental state and public policy in Brazil, exploring the extent to which the policymaking process is rationalized or politicized. Specifically, I look at these issues in the multi-year infrastructure project, the Programa de Aceleração do Crescimento (PAC). Brazil has a long history of clientelism and pork barrel spending. At the same time, the rise of developmentalist leaders has undermined these historical legacies and encouraged the implementation of more rationalized economic policies. In order to function properly, a developmental state requires rationalization and most scholars have assumed that authoritarian, one party states would provide the necessary insulation. …

Behind the prominent Brand names and Retail stores of global supply chains are intermediaries who provide services to large volume buyers. A key feature of the global apparel industry is complex supply chains with many contractors and subcontractors and intense competition among factories – induced by the buyers – to reduce cost and increase speed. Over the past two decades, scholars have noted the dramatic increase of market power of international retail corporations gained at the expense of the fragmentation of centers of production. Enter Li & Fung, a Hong Kong based firm which is the largest sourcing agent in …

後Cepa 時期香港電影懷舊想像中的「本土」身份書寫, Dan Shen Sep 2014

後Cepa 時期香港電影懷舊想像中的「本土」身份書寫, Dan Shen

Lingnan Theses

Virus Sharing, Genetic Sequencing, And Global Health Security, Lawrence O. Gostin, Alexandra Phelan, Michael A. Stoto, John D. Kraemer, K. Srinath Reddy

Georgetown Law Faculty Publications and Other Works

The WHO’s Pandemic Influenza Preparedness (PIP) Framework was a milestone global agreement designed to promote the international sharing of biological samples to develop vaccines, while that ensuring poorer countries would have access to those vaccines. Since the PIP Framework was negotiated, scientists have developed the capacity to use genetic sequencing data (GSD) to develop synthetic viruses rapidly for product development of life-saving technologies in a time-sensitive global emergency—threatening to unravel the Framework. Access to GSD may also have major implications for biosecurity, biosafety, and intellectual property (IP).

By rendering the physical transfer of viruses antiquated, GSD may also undermine the …

Reconstructing The Spatial And Temporal Patterns Of Daily Life In The 19th Century City: A Historical Gis Approach, Donald Lafreniere Sep 2014

Reconstructing The Spatial And Temporal Patterns Of Daily Life In The 19th Century City: A Historical Gis Approach, Donald Lafreniere

Electronic Thesis and Dissertation Repository

In recent years, historians and historical geographers have become interested in the use of GIS to study historical patterns, populations, and phenomena. The result has been the emergence of a new discipline, historical GIS. Despite the growing use of GIS across geography and history, the use of GIS in historical research has been limited largely to visualization of historical records, database management, and simple pattern analysis. This is, in part, due to a lack of accessible research on methodologies and spatial frameworks that outline the integration of both quantitative and qualitative historical sources for use in a GIS environment. The …

The Violence Of Representation: The (Un) Narration Of Palestine In Public Discursive Space In Canada, Peige Desjarlais Sep 2014

The Violence Of Representation: The (Un) Narration Of Palestine In Public Discursive Space In Canada, Peige Desjarlais

Electronic Thesis and Dissertation Repository

The thesis examines representations of Palestine and Palestinians in Canada by drawing on the historical literature, statements from Canadian officials, media items, and through interviews conducted with Palestinian exiles in London and Toronto. Based on this research, I argue that the colonization of Palestine went, and still goes, hand in hand with a particular narrative construction in North America. I propose that the pervasiveness of Zionist discourse in Canada is sustained by drawing on three main ideas or sources: a long colonial and Orientalist tradition (which sees Arabs and Muslims as the uncivilized and inferior others of Europeans), the instrumentalization …

Alternative Al Production Methods: Part 2 - Thermodynamic Analyses Of Indirect Carbothermal Routes, M A. Dewan, M A. Rhamdhani, G A. Brooks, B J. Monaghan, L Prentice Sep 2014

Alternative Al Production Methods: Part 2 - Thermodynamic Analyses Of Indirect Carbothermal Routes, M A. Dewan, M A. Rhamdhani, G A. Brooks, B J. Monaghan, L Prentice

Brian Monaghan

It has been widely claimed that direct and indirect carbothermic reduction of alumina for the production of aluminium have the potential to consume less energy, generate fewer perfluorocarbons and have lower total greenhouse gas emissions compared to the Hall-He´ roult process. A review of alternative aluminium production techniques focusing on the indirect carbothermal reduction routes has been presented in the Part 1 paper. In this Part 2 paper, systematic thermodynamic analyses of indirect carbothermal reduction routes are presented. These include the analyses of the Stage 1 of the process where alumina is converted to intermediate aluminium compounds before they are …

Blast Furnace Hearth Refractory And Coke Ash Mineral Interactions, P B. Drain, M W. Chapman, R J. Nightingale, B J. Monaghan Sep 2014

Blast Furnace Hearth Refractory And Coke Ash Mineral Interactions, P B. Drain, M W. Chapman, R J. Nightingale, B J. Monaghan

Brian Monaghan

In the blast furnace hearth the calcium aluminate by-products of coke dissolution can react with the hearth refractories. Reactions between these coke ash minerals and the aluminosilicate and alumina-carbon hearth refractories may result in increased refractory wear reducing the blast furnace campaign life. Hence improved understanding of these interactions may have implications for the campaign life of the blast furnace hearth refractory materials. The interactions between the coke ash minerals and aluminosilicate hearth refractory have been assessed by heating samples of calcium aluminates (CA, CA2 & CA6) coupled with aluminosilicate refractory to temperatures representative of the blast furnace hearth (1450 …

Thermodynamic Considerations Of The Corrosion Of Nickel Ferrite Refractory By Na3alf6-Alf3-Caf2-Al 2o3 Bath, Raymond Longbottom, Sharon Nightingale, Brian Monaghan Sep 2014

Thermodynamic Considerations Of The Corrosion Of Nickel Ferrite Refractory By Na3alf6-Alf3-Caf2-Al 2o3 Bath, Raymond Longbottom, Sharon Nightingale, Brian Monaghan

Brian Monaghan

Thermodynamic analysis was carried out to interpret the results of corrosion testing of nickel ferrite samples in cryolite-based baths. The equilibrium between cryolite-based baths and nickel ferrite was considered. Isopleths between cryolite-based baths and nickel ferrite confirmed that for the temperature range of interest (1223-1273 K) there was limited solubility of nickel ferrite in the bath. To better understand the formation of the metal from nickel ferrite, the effect of reducing potentials on nickel ferrite and nickel ferrite-cryolite-based bath systems were considered. The formation of a metal phase was predicted at relatively high pO2. The metal phase was nickel-rich at …

Flow Of Molten Slag Through Coke Channels, Hazem Labib George, Brian Joseph Monaghan, Raymond James Longbottom, Sheng Jason Chew, Peter Richard Austin Sep 2014

Flow Of Molten Slag Through Coke Channels, Hazem Labib George, Brian Joseph Monaghan, Raymond James Longbottom, Sheng Jason Chew, Peter Richard Austin

Brian Monaghan

In the lower zone of the iron making blast furnace, liquid iron and slag descend counter-current to reducing gases through a packed bed of coke. The characteristics of the flow of these liquids and their holdup influence product quality and furnace operation. The present study aimed to establish the criteria for the passage of slag through the narrow pore necks that form between coke particles. The flow of slag through coke pore necks has been simulated using an experimental technique that assesses slag flow from a funnel entering a narrow channel of known diameter. Synthetic coke was mainly used to …

Alternative Al Production Methods: Part 1 - A Review Of Indirect Carbothermal Routes, M A. Rhamdhani, M A. Dewan, G A. Brooks, B J. Monaghan, L Prentice

Brian Monaghan

The production of Al from its ores at present relies on the Bayer (alumina production) and the Hall- Heroult (Al production) process. The cost associated with alumina production and apparent disadvantages of the Hall-Heroult process have led to intensive research to find alternative routes for Al production. The direct carbothermal reduction process has been thoroughly investigated as an alternative technique. Another alternative includes the indirect carbothermal reduction route where alumina (or aluminous ores) is first reduced to intermediate Al compounds before reduced further to Al. The present study reviews and provides systematic thermodynamic analyses of alternative Al production routes. In …
