A year-long study to assess the implementation of Executive Order (EO) 13518, Veterans Employment in the Federal Government. Signed on November, 9, 2009, EO 13518 created the Veterans Employment Initiative (VEI), one of the most comprehensive efforts in U.S. history to increase veterans’ employment in U.S. federal agencies.

This is the Executive Summary of a report which documents the results of a year-long, independent study to assess the policy implementation of the government’s Veterans Employment Initiative (VEI). The study considers the initiative’s efficacy and impact, identifies successful practices, strategies and opportunities for improvement. This assessment also offers recommendations to senior policymakers and agency leaders on how to best position the VEI for future success.

Fisheries science conducted and used for management strategies in the Gulf of Maine (GOM) is conducted at broad spatial and temporal scales. There is a tendency for fisheries-independent monitoring programs, which play a critical role in fisheries assessment and management, to miss fine-scale dynamics, especially given the complex hydrographic structures characterizing the GOM. In New England, fishermen participating in a heterogeneous groundfish fishery within the GOM may have varied perceptions of fish abundance or distribution depending on the scale at which they participate in the fishery. As society’s need for metals increases more mining locations will likely be sought. Maine contains 10 known significant metal deposits but there are currently no active metal mines. Interest in developing one of these deposits prompted legislative changes to the metallic mineral mining (MMM) law and rules to be pursued. Social license to operate (SLO) or the acceptance of mining activities by communities plays an increasing role in the siting and profitability of mining activities. Same Titles, Different Formats: Does Print Or Electronic Get More Use?, Alex Rolfe, Merrill Johnson

This article examines the use of both print and electronic monographs at George Fox University libraries over a period of thirty-three months for 8,500 titles that were held in both formats. Results indicate that print is more likely to be used than electronic. The implications of the findings, as well as related factors determining future decision making relative to format, are discussed.

The aim of this study was to analyze the spatial distribution of the tuberculosis endemic in Rio de Janeiro State from 2002 to 2011. A retrospective study was conducted in the state of Rio de Janeiro from 2002 to 2011. Spatial analysis techniques were used to describe the distribution of tuberculosis incidence in the state. Multilevel Poisson regression model was used to access the relationship of tuberculosis and the following factors: “sex”, “age-group” and “diagnostic year” (individual-level factors). Alcohol is one of the most misunderstood commodities used by both Native Americans and Europeans during the seventeenth and eighteenth centuries in North America. Although documentary sources are available, they can often provide conflicting information on the frequency of alcohol trade and its context of consumption. Whether providing requested information, careful attention, informal coaching, impartial mediation, or upward feedback, ombuds operate within an “oscillating space” occasioned by contending purposes of their work. Their relationships to both their visitors and their host organization confer a dynamic identity, as they are at once supporting the visitor and supporting the organization. With which does an ombudsman identify, their organization or their visitor? Can the answer be both? This article will explore the opportunities and challenges arising from this tension.

Impacts to the head that are associated with sports related injuries, can result in a mild traumatic brain injury (mTBI), known as a concussion. Previous research has assessed how mTBIs affect the brain, but these assessments are limited in their ability to directly measure the consequences of mTBI. Along with concussion assessments, only a few studies have used neuroimaging techniques to evaluate brain injury. This study utilized a neuroimaging technique that is inexpensive, non-invasive, and portable, to measure brain activity post-concussion. As the narrative of globalisation in crisis heats up, China has stepped up as a new champion of globalisation with its ‘Belt and Road Initiative’. This article repositions ‘China in the Global South’ to the front and centre of the globalisation discourse. Through a triangular framework, I differentiate and reconnect the three ‘master’ processes of urbanisation, development and globalisation to understand the inside-outside connections between China’s domestic transformation and strong impact in the Global South. Using China vs Southeast Asia and Central Asia, I document how China’s westward development has created new development opportunities for its overland neighbours and beyond.

Global Kidney Exchange (GKE) is a program aimed at facilitating trans-national kidney donation. Although its proponents aim at reducing the unmet demand of kidneys in the United States through the trans-nationalization of kidney exchange programs, the World Health Organization (WHO) and The Transplantation Society (TTS) have expressed concerns about its potential effect on black markets of organs and transnational organ trafficking, as well as on low- or middle-income countries health systems. We develop a model of statistical evidence with a sophisticated Bayesian fact-finder. The context is litigation, where a litigant (defendant or plaintiff) may disclose hard evidence and a jury (the fact-finder) interprets it. In addition to hard evidence, the litigant has private unverifiable information. We study the robustness of the parties’ reasoning regarding the legal fundamentals and the litigant’s strategic behavior. The average lifespan is constantly increasing with the advent of new medical techniques, and age-related cognitive decline is becoming a prevalent societal issue. Even during healthy aging, humans and rats exhibit progressive deficits in episodic/declarative memory. In laboratory rats, age-related memory impairment can be assessed with trace fear conditioning (TFC). Recent research implicates ubiquitin proteasome system-mediated protein degradation in the synaptic plasticity supporting memory formation and retrieval. In rats, aging leads to decreased basal proteolytic activity in brain structures known to support the acquisition and retrieval of trace fear memories, and our preliminary data suggests activity-dependent proteasome activity declines in …

This practice-oriented article shares how one small institution on a tight budget without a fulltime archivist leveraged existing resources (human, technological, and physical) to maximize 75 years of institutional archives for a recent milestone alumni reunion. Projects included drafting an institutional history, interviewing long-time members of the institution, organizing photos for display, and providing alumni with access to yearbooks. Special attention is given to the process of creating a 20-minute institutional history video, which premiered at an alumni banquet and was shared with other constituents electronically. Adolescence is a vulnerable developmental period in regards to drug initiation and use. The gateway hypothesis suggests that adolescent cigarette smoking may result in a heightened risk for methamphetamine use. However, little is understood about the role of nicotine on adolescent methamphetamine addiction. The aim of the present study was to determine whether early, late, or continuous adolescent nicotine exposure would alter oral methamphetamine self-administration, extinction, or reinstatement. A total of 164 male and female Sprague-Dawley rats were pretreated with saline or nicotine (0.16, or 0.64 mg/kg, sc) beginning on postnatal day (PD) 25 for 10 consecutive days. On PD …

People of Chinese heritage often face complex challenges because of the conflicting values from China and America, especially on sexuality. Through two thousand years of socialization, Chinese culture grew to endorse conservative sexual values and gender roles. In traditional Chinese culture, women are expected to remain chaste and play submissive roles in marriage. Sexuality is treated as a taboo topic that should not be discussed directly. Asian American youth who endorse less traditional Chinese values experience lower sexual satisfaction, lower confidence in their own abilities, and higher adherence to traditional gender roles. This article examines Give Local America 2016, a giving day beset by a technology failure that created challenges for donors and community foundations throughout the United States, and explores the experiences of donors as giving day participants.

Philanthropic giving days have gained popularity as opportunities for community foundations to engage new donors, create excitement about organized philanthropy, and democratize charitable giving. This article, examining survey data collected after a giving day led by a community foundation in northern Illinois, provides unique insight into donor satisfaction levels, opinions, and giving patterns.
