The Duty To Prevent Genocide Under International Law: Naming And Shaming As A Measure Of Prevention, Björn Schiffbauer Dec 2018

The Duty To Prevent Genocide Under International Law: Naming And Shaming As A Measure Of Prevention, Björn Schiffbauer

Genocide Studies and Prevention: An International Journal

In contrast to prosecuting and punishing committed acts of genocide, the Genocide Convention is silent as to means of preventing future acts. Today it is generally accepted that the duty to prevent is legally binding, but there is still uncertainty in international law about its specific content. This article seeks to fill this gap in the light of the object and purpose of the Genocide Convention. It provides a minimum requirement approach, i.e. indispensable State actions to comply with their duty to prevent: naming and shaming situations of genocide as what they are. Even situations from times before the Genocide …

New Documents Shed Light: Why Did Peacekeepers Withdraw During Rwanda’S 1994 Genocide?, Emily A. Willard

Genocide Studies and Prevention: An International Journal

Why did the international community decide to withdraw United Nations peacekeeping troops from Rwanda during the 1994 genocide? Analysis of newly released documents and results from an international conference with former U.N. and government officials sheds further light on our understanding of what took place leading up to and during the Rwandan genocide. This article focuses on two key moments: 1) the United States’ reluctance to support the peacekeeping mission from before its mandate began and prior to the killing of U.S. troops in Somalia in autumn 1993; and the United States’ central role pushing the United Nations Security Council …

The Evacuation Of Phnom Penh During The Cambodian Genocide: Applying Spatial Video Geonarratives To The Study Of Genocide, James A. Tyner, Andrew Curtis, Sokvisal Kimsroy, Chhunly Chhay Dec 2018

The Evacuation Of Phnom Penh During The Cambodian Genocide: Applying Spatial Video Geonarratives To The Study Of Genocide, James A. Tyner, Andrew Curtis, Sokvisal Kimsroy, Chhunly Chhay

Genocide Studies and Prevention: An International Journal

On April 17, 1975 Khmer Rouge soldiers began the forcible evacuation of Phnom Penh, Cambodia’s capital city. The evacuation has been the subject of considerable debate surrounding the Cambodian genocide and remains a topic of prime importance toward the understanding of Khmer Rouge policy and practice. In this field note, we present a geographically-informed account of the evacuation in order to provide a more fine-grained analysis of Khmer Rouge practice. More specifically, employing spatial video geonarratives, we provide a systematic investigation of the evacuation, as retraced by six evacuees. In so doing we contribute also to the emergent use of …

Karma After Democratic Kampuchea: Justice Outside The Khmer Rouge Tribunal, Caroline Bennett Dec 2018

Karma After Democratic Kampuchea: Justice Outside The Khmer Rouge Tribunal, Caroline Bennett

Genocide Studies and Prevention: An International Journal

This article considers ways people in Cambodia narrate the Khmer Rouge regime and its genocide outside the bounds of the Extraordinary Chambers in the Courts of Cambodia (ECCC). Based on anthropological fieldwork, I explore how informants use ‘karma’ to discuss the genocide, and by doing so create their own understandings and lived experiences of that period of historical violence, understandings that do not fit neatly into the narrative modes created by the courts. By stepping outside the court, I consider ways of dealing with the genocide that exist beyond the international framework of transitional justice, thereby asking wider questions of …

Law Enforcement Employees’ Perceptions Of Performance Appraisals In A Medium-Size, Suburban Police Department, Christopher C. Zimmerman Dec 2018

Law Enforcement Employees’ Perceptions Of Performance Appraisals In A Medium-Size, Suburban Police Department, Christopher C. Zimmerman

Seton Hall University Dissertations and Theses (ETDs)

The purpose of this qualitative case study was to investigate how police officers in a medium-size, suburban police department perceived performance appraisals and the effects of performance appraisals on job satisfaction and job performance. This study also examined the impacts of job satisfaction and job performance on organizations. One-on-one participant interviews were conducted, and thematic coding was utilized to capture the dominant themes associated with the police officers’ perceptions of performance appraisals. Twelve police officers from a medium-size, suburban police department in New Jersey participated in the study, and their anonymity was maintained to elicit transparent responses. This dissertation was …

Efficient Counterfactual Learning From Bandit Feedback, Yusuke Narita, Shota Yasui, Kohei Yata Dec 2018

Efficient Counterfactual Learning From Bandit Feedback, Yusuke Narita, Shota Yasui, Kohei Yata

Cowles Foundation Discussion Papers

What is the most statistically efficient way to do off-policy optimization with batch data from bandit feedback? For log data generated by contextual bandit algorithms, we consider offline estimators for the expected reward from a counterfactual policy. Our estimators are shown to have lowest variance in a wide class of estimators, achieving variance reduction relative to standard estimators. We then apply our estimators to improve advertisement design by a major advertisement company. Consistent with the theoretical result, our estimators allow us to improve on the existing bandit algorithm with more statistical confidence compared to a state-of-theart benchmark.

Har Testing For Spurious Regression In Trend, Peter C.B. Phillips, Yonghui Zhang, Xiaohu Wang Dec 2018

Har Testing For Spurious Regression In Trend, Peter C.B. Phillips, Yonghui Zhang, Xiaohu Wang

Cowles Foundation Discussion Papers

The usual t test, the t test based on heteroskedasticity and autocorrelation consistent (HAC) covariance matrix estimators, and the heteroskedasticity and autocorrelation robust (HAR) test are three statistics that are widely used in applied econometric work. The use of these significance tests in trend regression is of particular interest given the potential for spurious relationships in trend formulations. Following a longstanding tradition in the spurious regression literature, this paper investigates the asymptotic and finite sample properties of these test statistics in several spurious regression contexts, including regression of stochastic trends on time polynomials and regressions among independent random walks. Concordant …

Dynamic Panel Modeling Of Climate Change, Peter C.B. Phillips Dec 2018

Dynamic Panel Modeling Of Climate Change, Peter C.B. Phillips

Cowles Foundation Discussion Papers

We discuss some conceptual and practical issues that arise from the presence of global energy balance effects on station level adjustment mechanisms in dynamic panel regressions with climate data. The paper provides asymptotic analyses, observational data computations, and Monte Carlo simulations to assess the use of various estimation methodologies, including standard dynamic panel regression and cointegration techniques that have been used in earlier research. The findings reveal massive bias in system GMM estimation of the dynamic panel regression parameters, which arise from fixed effect heterogeneity across individual station level observations. Difference GMM and Within Group (WG) estimation have little bias …

Induced Hesitant 2-Tuple Linguistic Aggregation Operators With Application In Group Decision Making, Tabasam Rashid, Ismat Beg, Raja N. Jamil Dec 2018

Induced Hesitant 2-Tuple Linguistic Aggregation Operators With Application In Group Decision Making, Tabasam Rashid, Ismat Beg, Raja N. Jamil

Applications and Applied Mathematics: An International Journal (AAM)

In this article, hesitant 2-tuple linguistic arguments are used to evaluate the group decision making problems which have inter dependent or inter active attributes. Operational laws are developed for hesitant 2-tuple linguistic elements and based on these operational laws hesitant 2- tuple weighted averaging operator and generalized hesitant 2- tuple averaging operator are proposed. Combining Choquet integral with hesitant 2-tuple linguistic information, some new aggregation operators are defined, including the hesitant 2-tuple correlated averaging operator, the hesitant 2-tuple correlated geometric operator and the generalized hesitant 2-tuple correlated averaging operator. These proposed operators successfully manage the correlations among the elements. After …

Controlling Relative Humidity Using Glycerin, Juan Martinez Dec 2018

Controlling Relative Humidity Using Glycerin, Juan Martinez

Civil Engineering Undergraduate Honors Theses

A series of tests were conducted to control relative humidity (RH) using a bubbler system that contained a series of glass jars and glass vials filled with different concentrations of glycerin. The relative humidity within the glass jars was measured. The total time interval for each laboratory test was 48 hours. During the first 24 hours a pump was used to bubble air through the glycerin solution. During the second 24 hours, the pump was turned off, and the RH within the system was monitored within the closed system. Target RH measurements from 100% to a 0% were obtained. The …

The Effects Of Emotion Socialization On Internalizing Behaviors In Young Adults, Cristina Ramirez Dec 2018

The Effects Of Emotion Socialization On Internalizing Behaviors In Young Adults, Cristina Ramirez

Electronic Theses, Projects, and Dissertations

Parents play a significant role in how children learn to express their emotions as well as their child’s overall emotional well-being. The purpose of this study was to examine the impact of positive and negative emotion socialization experiences on internalizing disorders in young adult males and females. One-hundred and forty-two young adults between the ages of 18-28 years from a southwestern university participated in the current study. It was hypothesized that early negative emotion socialization experiences would be related to higher levels of anxiety and depression in young adulthood (and, conversely, early positive emotion socialization experiences would be related to …

Thoughts On Social Justice: A Personal Manifesto, Grace Howell Dec 2018

Thoughts On Social Justice: A Personal Manifesto, Grace Howell

Social Justice Class Papers

Social Justice is a phrase that has been flippantly thrown around for decades. Professionals, media, politicians, activists, religious leaders, and lay people use this term to refer to a variety of different focuses. How can something so progressive in nature lack such direction among the people fighting for its cause? The reality of this lack in clarity has cluttered my thoughts over the past semester as I have plummeted into this question. One simple question has left me with many more. In a journey of self-discovery, I plan to attempt to narrow the views of many on social justice into …

If God's Heart Is For Justice, Mine Should Be Too: A Personal Manifesto, Elise Nelson Dec 2018

If God's Heart Is For Justice, Mine Should Be Too: A Personal Manifesto, Elise Nelson

Social Justice Class Papers

Struggle. Contradictions. Confusion. Hypocrisy. Frustration. Truth. Gray areas. All of these are words that would describe my thoughts and feelings throughout the semester I originally wrote this personal manifesto in the fall of 2018. I was coming back to university from having been abroad for a semester and was experiencing pretty intense culture shock. Many of the things that I learned or was made aware of about the world primarily through my classes that semester rocked my world. Add reverse culture shock to it, and one would see why this was a difficult yet important season of my life. I …

Personal Beliefs Essay, Molly Mattingly Dec 2018

Personal Beliefs Essay, Molly Mattingly

Social Justice Class Papers

Ever since I was little I have had a heart for people. I have always wanted to know what was going on in their lives, and how I could help them. When I entered high school I did not want to go to college at all. I have always been good at school, but I have never liked it. After I graduated high school I wanted to move to a third world country, live in a hut, and tell people about Jesus while teaching English at a local school. This was not an option for my parents, so I began …

Motivations And Satisfaction Of North Dakota Deer Hunters During A Temporal Decline In Deer Populations, Kristen E. Black, William F. Jensen, Robert Newman, Jason Boulanger Dec 2018

Motivations And Satisfaction Of North Dakota Deer Hunters During A Temporal Decline In Deer Populations, Kristen E. Black, William F. Jensen, Robert Newman, Jason Boulanger

Biology Faculty Publications

Achieving state wildlife agency biological goals for deer (Odocoileus spp.) management may often conflict with hunter desires. Concomitantly, better information is needed to optimize agency deer herd management goals with hunters’ social goals. In 2016, we surveyed 3,000 North Dakota, USA, resident deer hunters using a self-administered mail survey to gain a better understanding of motivations, satisfaction, and hunter demographics that may be used to inform hunter recruitment and retention (HRR) efforts during a period of reduced statewide deer populations. With deer-gun license availability strictly limited, we explored the possibility that some gun hunters may have been engaging …

Which Activities Count? Using Experimental Data To Understand Conceptualizations Of Physical Activity, Rachel Cusatis, Dana Garbarski Dec 2018

Which Activities Count? Using Experimental Data To Understand Conceptualizations Of Physical Activity, Rachel Cusatis, Dana Garbarski

Sociology: Faculty Publications and Other Works

US health surveys consistently report that men and those with higher socioeconomic status (SES) engage in more physical activity than women and lower SES counterparts, using questions that ask about physical activity during leisure time. However, social characteristics such as gender and SES shape understandings of and access to leisure-based physical activity as well as other domains where healthy activity is available – namely house work, care work, and paid work. Thus, the physical activity of US adults may look different when what counts as physical activity expands beyond leisure activity.

The current study uses Amazon’s Mechanical Turk platform …

The research produced themes of communication, scientific, professionalism, leadership, adaptability, and business acumen that resulted in six domains of occupational safety and health professional influence.

Creating Habits For Inclusive Change, Pennie Foster-Fishman, Erin Watson Dec 2018

Creating Habits For Inclusive Change, Pennie Foster-Fishman, Erin Watson

The Foundation Review

The act of transforming community outcomes requires diverse stakeholders across an array of settings to become actors of change. While this movement to action lies at the heart of effective community change, it also remains one of the most challenging aspects of collective work.

Drawing from the ABLe Change Framework systems-change model, this article presents four processes used in numerous communities across the United States to effectively engage diverse stakeholders in taking actions to improve local systems. These processes prioritize the voices of the most disadvantaged within communities and engage them as key actors in the change process.

This article …

The False Hope Of Deliberate Forgetting: A Critical Response To Proponents Of Limited-Use Memory Manipulation, Peter A. Depergola Ii Dec 2018

The False Hope Of Deliberate Forgetting: A Critical Response To Proponents Of Limited-Use Memory Manipulation, Peter A. Depergola Ii

Philosophy, Theology and Religious Studies Faculty Publications

The emergence of manipulation techniques that dampen, disassociate, erase, and replace unsavory episodic memories have given pause to even the most ardent proponents of the practice. Supporters of memory manipulation have since clarified that the interventions should be made available exclusively in extreme and limited-use cases. In light of the narrowing of this approach, the present essay examines the arguments in favor of limited-use memory manipulation (LUMM) for the two most commonly-cited circumstances in which the practice is claimed to be justified: post-traumatic stress disorder (PTSD) and substance addiction. After examining the neuroscience of PTSD and substance addition, the critical …

Identifying Ancient Maya Economic And Political Networks In The Belize Valley Through Ceramic Sourcing, John Douglas Dec 2018

Identifying Ancient Maya Economic And Political Networks In The Belize Valley Through Ceramic Sourcing, John Douglas

University Grant Program Reports

Ancient Classic Lowland Maya potters made vessels to serve various needs, which were sometimes exchanged or otherwise moved across the landscape. Potters also emulated types made elsewhere with local materials. The immediate objective of this study was to see if black slip “recipes”— the chemical composition—applied to the surface of ceramics could be used to identify production groups for a type of Terminal Classic pottery called Mount Maloney Black (MMB) from two different ruins. Through chemical analysis, this study sought to discover if the same people with the same materials were making these vessels, or if there were from different …

Lessons From The State Of Nature: A Hobbesian Contribution To The Critical Debate On Liberal Peacebuilding, Maximilian Lakitsch Ph.D. Dec 2018

Lessons From The State Of Nature: A Hobbesian Contribution To The Critical Debate On Liberal Peacebuilding, Maximilian Lakitsch Ph.D.

Journal of International and Global Studies

Liberal Peacebuilding has failed to realize the ambitious agenda set after the end of the Cold War. This paper contributes to the critical debate about liberal peacebuilding by introducing some fundamental ideas from Thomas Hobbes’ state of nature. Within the state of nature, Hobbes’s state of fear resembles the deep-rooted mistrust that haunts most post-conflict societies. The paper describes human desires as the foundation of political power. As such, political authority must necessarily reflect social dynamics in order to be of relevance for its subjects and, ultimately, effective. In the volatile and rapidly changing environments of postconflict states, human desires …

Wet Markets And Avian Influenza: Public Policy Decisions In Hong Kong, Shawn C. Smallman Ph.D. Dec 2018

Wet Markets And Avian Influenza: Public Policy Decisions In Hong Kong, Shawn C. Smallman Ph.D.

Journal of International and Global Studies

After the emergence of H5N1 avian influenza in 1997 Hong Kong implemented a sophisticated system to regulate live poultry markets. While this system is well implemented and thorough, it also has limitations. The rise of H7N9 avian influenza (which is typically acquired through contact with poultry, including in live markets) makes this an appropriate time to revisit the ethical and practical issues related to this trade. Based on data from field observations of live markets in Hong Kong, and interviews with experts in the field, this paper recommends that the government of Hong Kong create a committee to examine the …

Diasporic Insecurity As Constructional Framework For Chinese Political Identity In Colonial Malaya (1826-1957), Azlan Tajuddin Ph.D. Dec 2018

Diasporic Insecurity As Constructional Framework For Chinese Political Identity In Colonial Malaya (1826-1957), Azlan Tajuddin Ph.D.

Journal of International and Global Studies

The ethnic Chinese in Malaysia have always been a politically conscious minority. Much of this was shaped during Malaysia’s (Malaya) colonial period when the Chinese community began experiencing various social insecurities associated with life as a diaspora. For one, as a migrant minority in a colonial society, the Chinese faced various uncertainties over their ability to maintain their cultural identity in a multiethnic capitalist society. Additionally, their own contradictory ideas about their status in Malaya as well as their segmented experiences along socio-economic lines did not accord them any unity in deciding their own political future. Using theories in political …
