In contrast to prosecuting and punishing committed acts of genocide, the Genocide Convention is silent as to means of preventing future acts. Today it is generally accepted that the duty to prevent is legally binding, but there is still uncertainty in international law about its specific content. This article seeks to fill this gap in the light of the object and purpose of the Genocide Convention. It provides a minimum requirement approach, i.e. indispensable State actions to comply with their duty to prevent: naming and shaming situations of genocide as what they are. Why did the international community decide to withdraw United Nations peacekeeping troops from Rwanda during the 1994 genocide? Analysis of newly released documents and results from an international conference with former U.N. and government officials sheds further light on our understanding of what took place leading up to and during the Rwandan genocide. On April 17, 1975 Khmer Rouge soldiers began the forcible evacuation of Phnom Penh, Cambodia’s capital city. The evacuation has been the subject of considerable debate surrounding the Cambodian genocide and remains a topic of prime importance toward the understanding of Khmer Rouge policy and practice. In this field note, we present a geographically-informed account of the evacuation in order to provide a more fine-grained analysis of Khmer Rouge practice. More specifically, employing spatial video geonarratives, we provide a systematic investigation of the evacuation, as retraced by six evacuees. This article considers ways people in Cambodia narrate the Khmer Rouge regime and its genocide outside the bounds of the Extraordinary Chambers in the Courts of Cambodia (ECCC). Based on anthropological fieldwork, I explore how informants use ‘karma’ to discuss the genocide, and by doing so create their own understandings and lived experiences of that period of historical violence, understandings that do not fit neatly into the narrative modes created by the courts. By stepping outside the court, I consider ways of dealing with the genocide that exist beyond the international framework of transitional justice, thereby asking wider questions of …

The purpose of this qualitative case study was to investigate how police officers in a medium-size, suburban police department perceived performance appraisals and the effects of performance appraisals on job satisfaction and job performance. This study also examined the impacts of job satisfaction and job performance on organizations. One-on-one participant interviews were conducted, and thematic coding was utilized to capture the dominant themes associated with the police officers’ perceptions of performance appraisals. What is the most statistically efficient way to do off-policy optimization with batch data from bandit feedback? For log data generated by contextual bandit algorithms, we consider offline estimators for the expected reward from a counterfactual policy. Our estimators are shown to have lowest variance in a wide class of estimators, achieving variance reduction relative to standard estimators. We then apply our estimators to improve advertisement design by a major advertisement company. Consistent with the theoretical result, our estimators allow us to improve on the existing bandit algorithm with more statistical confidence compared to a state-of-theart benchmark.

The usual t test, the t test based on heteroskedasticity and autocorrelation consistent (HAC) covariance matrix estimators, and the heteroskedasticity and autocorrelation robust (HAR) test are three statistics that are widely used in applied econometric work. The use of these significance tests in trend regression is of particular interest given the potential for spurious relationships in trend formulations. Following a longstanding tradition in the spurious regression literature, this paper investigates the asymptotic and finite sample properties of these test statistics in several spurious regression contexts, including regression of stochastic trends on time polynomials and regressions among independent random walks. We discuss some conceptual and practical issues that arise from the presence of global energy balance effects on station level adjustment mechanisms in dynamic panel regressions with climate data. The paper provides asymptotic analyses, observational data computations, and Monte Carlo simulations to assess the use of various estimation methodologies, including standard dynamic panel regression and cointegration techniques that have been used in earlier research. The findings reveal massive bias in system GMM estimation of the dynamic panel regression parameters, which arise from fixed effect heterogeneity across individual station level observations. In this article, hesitant 2-tuple linguistic arguments are used to evaluate the group decision making problems which have inter dependent or inter active attributes. Operational laws are developed for hesitant 2-tuple linguistic elements and based on these operational laws hesitant 2- tuple weighted averaging operator and generalized hesitant 2- tuple averaging operator are proposed. Combining Choquet integral with hesitant 2-tuple linguistic information, some new aggregation operators are defined, including the hesitant 2-tuple correlated averaging operator, the hesitant 2-tuple correlated geometric operator and the generalized hesitant 2-tuple correlated averaging operator. A series of tests were conducted to control relative humidity (RH) using a bubbler system that contained a series of glass jars and glass vials filled with different concentrations of glycerin. The relative humidity within the glass jars was measured. The total time interval for each laboratory test was 48 hours. During the first 24 hours a pump was used to bubble air through the glycerin solution. During the second 24 hours, the pump was turned off, and the RH within the system was monitored within the closed system. Target RH measurements from 100% to a 0% were obtained. The …

Parents play a significant role in how children learn to express their emotions as well as their child’s overall emotional well-being. The purpose of this study was to examine the impact of positive and negative emotion socialization experiences on internalizing disorders in young adult males and females. One-hundred and forty-two young adults between the ages of 18-28 years from a southwestern university participated in the current study. Achieving state wildlife agency biological goals for deer (Odocoileus spp.) management may often conflict with hunter desires. Concomitantly, better information is needed to optimize agency deer herd management goals with hunters’ social goals. US health surveys consistently report that men and those with higher socioeconomic status (SES) engage in more physical activity than women and lower SES counterparts, using questions that ask about physical activity during leisure time. However, social characteristics such as gender and SES shape understandings of and access to leisure-based physical activity as well as other domains where healthy activity is available – namely house work, care work, and paid work. Thus, the physical activity of US adults may look different when what counts as physical activity expands beyond leisure activity.

The purpose of this study was to identify ideas about how occupational safety and health (OSH) professionals influence decision-makers on matters impacting occupational health and safety management systems. A modified nominal group technique was used that involved 67 participants in ten nominal groups and identified the most important ideas about how OSH professionals can influence workplace safety and health decision making. The research produced themes of communication, scientific, professionalism, leadership, adaptability, and business acumen that resulted in six domains of occupational safety and health professional influence.

The act of transforming community outcomes requires diverse stakeholders across an array of settings to become actors of change. While this movement to action lies at the heart of effective community change, it also remains one of the most challenging aspects of collective work.

Drawing from the ABLe Change Framework systems-change model, this article presents four processes used in numerous communities across the United States to effectively engage diverse stakeholders in taking actions to improve local systems. Potters also emulated types made elsewhere with local materials. The immediate objective of this study was to see if black slip “recipes”— the chemical composition—applied to the surface of ceramics could be used to identify production groups for a type of Terminal Classic pottery called Mount Maloney Black (MMB) from two different ruins. Liberal Peacebuilding has failed to realize the ambitious agenda set after the end of the Cold War. This paper contributes to the critical debate about liberal peacebuilding by introducing some fundamental ideas from Thomas Hobbes’ state of nature. Within the state of nature, Hobbes’s state of fear resembles the deep-rooted mistrust that haunts most post-conflict societies. The paper describes human desires as the foundation of political power. After the emergence of H5N1 avian influenza in 1997 Hong Kong implemented a sophisticated system to regulate live poultry markets. While this system is well implemented and thorough, it also has limitations. The rise of H7N9 avian influenza (which is typically acquired through contact with poultry, including in live markets) makes this an appropriate time to revisit the ethical and practical issues related to this trade.
