In the 2016 election, fake news was a real, and well-publicized, story. Foreign bodies were accused of meddling in America's political system by spreading fake stories through widely used social media outlets such as Facebook, Google, and Twitter, and these stories reportedly garnered a wide audience. According to Facebook itself, Russian bot-generated fake news reached 126 million users -- almost half of the U.S. population.

There was much outcry and uproar about the fake news conundrum, with advocates and activists on all sides pointing a finger one way or the other. Many pontificated on whether these stories affected the outcome …

The following study seeks to conceptualize the prevention of human trafficking from the perspective of survivors. The study design was informed through a Public Health Framework and the application of Postmodernism, Social Constructionist Theory, Ecological Perspective and Empowerment Perspective. An integrative mixed-method, participatory research design was applied, namely Concept Mapping. Data was collected over approximately two-months, and included 35 survivors of human trafficking from 4 different states. Data collected from survivors resulted in a statement set (N = 108) and a 10-Cluster Final solution depicting the ways in which survivors conceptualized prevention. Much of the literature on international migration finds a brain drain – the most skilled migrants leave their home country and stay abroad in an economy where they can maximize their performance. Studies of return migration, however, suggest the possibility of a brain gain; home countries can be made more productive if migrants engage in skill upgrading while abroad and bring their abilities back. Using data from the Mexican Migrant Project I estimate the return to migration, focusing on the role that English plays as a skill in the labor market. This paper studies the effects of The Medicare Access and CHIP Reauthorization Act of 2015 (MACRA) and its impact on hospital reimbursements. Using Medicare data at the hospital level for fiscal years 2011 and 2015, this paper adds to current literature on the origin of Medicare policy changes through the use of nationwide hospital data, while including all 1,000 inpatient Diagnosis Related Group (DRG) definitions. The results from this paper suggest the emphasis that has been placed on delivering value over volume has effected hospital reimbursements. In 2011 a 1% increase in total discharges meant a 0.0213% increase in average …

In 2011, Hugo Mercier and Dan Sperber published an influential article [Mer­cier & Sperber, 2011] arguing that human reasoning evolved for the purpose of argu­mentation and serves that purpose well. Additional publications followed and now, in The Enigma of Reason, Mercier and Sperber [2017] flesh out their theory. Indi­vidual reasoning is often fallacious, in their view, because it applies reasoning beyond the scope of its evolutionary purpose. Logic, rather than a basis for reasoning, is a formalized system developed by logicians that has little connection to actual human reasoning.

Riding on the success of the one-stop shop community health center, in 2016 the Elton John AIDS Foundation engaged the Population Council to implement an integrated model providing comprehensive HIV and sexual and reproductive health and support services to men who have sex with men (MSM) in Lagos, Nigeria. The two-year project was designed to deploy a “hub and spoke” peer-led (or peer navigation) model to integrate comprehensive MSM-friendly HIV and sexual and reproductive health (SRH) services in public health facilities in Lagos state. This brief reports on a study that tested the feasibility of tasking community health extension workers (CHEWs) with detecting and managing hypertension, and prescribing an oral antihypertensive drug at primary health care (PHC) facilities in Nigeria as part of a package of care for women with pre-eclampsia and eclampsia (PE/E). This evaluation measured improvements in knowledge retention and increases in early detection, prevention, and management of PE/E. Findings indicate that trained CHEWs working at intervention PHCs can correctly identify, differentiate, and manage normal, mild, moderate, and severe hypertension. The Ending Eclampsia project seeks to understand the potential of underutilized and promising interventions that increase access to services, particularly improving community referral systems. This brief reports on a study in Nigeria’s Cross River state that aimed to test the feasibility of women’s group leaders delivering health information for pre-eclampsia and eclampsia (PE/E), referral, and other antenatal care (ANC) services to their peers, to increasing access to quality maternal and newborn health services. As part of World Vasectomy Day, the Population Council Mexico conducted an exploratory study about the reasons and concerns that led men to seek a no-scalpel vasectomy (NSV) during the 24-hour “Vasectomy-athon” in Mexico City in 2017. This study was intended as the first part of a longer cohort study that would follow up with the men, and their partners, to learn about their experiences with the procedure and its effects, if any, on their relationships. Climate change is fundamentally transforming both the Arctic and Antarctic polar regions. Yet they differ dramatically in their governing legal regimes. For the past sixty years the Antarctic Treaty System (ATS), a traditional “hard law” international law treaty system, effectively de-militarized the Antarctic region and halted competing sovereignty claims. In contrast, the Arctic region lacks a unifying Arctic treaty and is governed by the newer “soft law” global environmental law model embodied in the Arctic Council’s collaborative work. Since the Supreme Court’s landmark 1963 decision in Philadelphia National Bank, antitrust challengers have mounted prima facie cases against horizontal mergers that rested on the level and increase in market concentration caused by the merger, with proponents of the merger then permitted to rebut by providing evidence that the merger will not have the feared anticompetitive effects. Although the way that concentration is measured and the triggering levels have changed over the last half century, the basic approach has remained intact. “Horizontal shareholding” occurs when one or more equity funds own shares of competitors operating in a concentrated product market. For example, the four largest mutual fund companies might be large shareholders of all the major United States air carriers. A growing body of empirical literature concludes that under these conditions market output in the product market is lower and prices higher than they would otherwise be.

Human beings should live in places where they are most productive, and megacities, where information, innovation and opportunities congregate, would be the optimal choice. Yet megacities in both China and the U.S. are excluding people by limiting housing supply. Why, despite their many differences, is the same type of exclusion happening in both Chinese and U.S. megacities? Urban law and policy scholars argue that Not-In-My-Backyard (NIMBY) homeowners are taking over megacities in the U.S. and hindering housing development therein. This article marks the 30th anniversary of the Supreme Court of New Jersey’s Baby M decision by offering a critical analysis of surrogacy policy in the United States. Despite fundamental changes in both science and society since the case was decided, state courts and legislatures remain bitterly divided on the legality of surrogacy. In arguing for a more uniform, permissive legal posture toward surrogacy, the article addresses five central debates in the surrogacy literature.

This essay revisits earlier work on the relationship between insolvency law and secured credit, the role of secured transactions law reforms, and the benefits of secured credit. These complex relationships require a holistic approach toward reforms of secured transactions law and insolvency law. Merely enacting sensible secured transactions laws and insolvency laws may be insufficient to produce the intended benefits from either set of laws.

Our nation is engaged in deep debate over sexual consent. But to date the discussion has overlooked sexual consent’s implications for a key demographic: people with mental disabilities, for whom the reported incidence of sexual violence is three times that of the nondisabled population. Even as popular debate overlooks the question of sexual consent for those with disabilities, contemporary legal scholars critique governmental overregulation of this area, arguing that it diminishes the agency and dignity of people with disabilities. Multilevel marketing companies (MLMs) - sales organizations that compensate independent consultants based on the sales and recruitment of other consultants - form a significant part of the American economy. Yet, MLMs provide little information to regulators and potential participants regarding potentially material information. Although MLMs are often compared to pyramid schemes, consultants argue that participation in a MLM allows them to make money outside of the traditional full-time labor force. We explore whether a decline in tariffs after the passage of South Korea’s free trade agreements yields evidence more favorable to purchasing power parity between South Korea and its free trade partners. Our data include two aggregated measures of prices – the CPI and the PPI – as well as disaggregated CPI data for six selected, highly tradable items: food, alcoholic beverages, non-alcoholic beverages, clothing, footwear and tobacco products.
