“As Natural As The Air Around Us”: On The Origin And Development Of The Concept Of Structural Violence In Health Research, Fernando De Maio, David Ansell

This article examines the concept of “structural violence.” Originating in the work of Johan Galtung in 1969 and popularized by Paul Farmer, structural violence is increasingly invoked in health literature. It is a complex concept – rich in its explanatory potential but vague in its operational definition and arguably limited in its theoretical precision. Its potential lies in the focus it gives to the deep structural roots of health inequities; in contrast to the more passive term “social determinants of health,” structural violence explicitly identifies social, economic, and political systems as the causes of the causes of poor health. Community Operational Research (Community OR) has been an explicit sub-domain of OR for more than 30 years. In this paper, we tackle the controversial issue of how it can be differentiated from other forms of OR. While it has been persuasively argued that Community OR cannot be defined by its clients, practitioners or methods, we argue that the common concern of all Community OR practice is the meaningful engagement of communities, whatever form that may take – and the legitimacy of different forms of engagement may be open to debate. No Taxation, No Representation: An Investigation Of The Relationship Between Natural Resources And Fiscal Decentralization, Andrew Balthrop, Mohammad Arzaghi

Rents from natural resources can alter the relationship between central and local governments by providing a new source of government financing. We develop a model to explore the relationship between fiscal decentralization and resource abundance. Our model indicates that natural resource rents can detach central government expenditures from the tax base so that the central government can spend more to persuade a fractious periphery to remain under central government control. Thus, other things equal, higher natural resource rents can result in less decentralized government expenditures. Queer Politics In Neoliberal Times (1970s-2010s), Margot Weiss

Neoliberalism has had a profound effect on post-1970s LGBT/queer cultures and politics. This essay reviews how, by privatizing social services, fostering consumer citizenship, and promoting corporate welfare and urban redevelopment, neoliberal policies have pit “deserving” gays and lesbians against “undeserving” others: the same-sex married couple vs. the “welfare queen,” the gay/lesbian consumer-citizen vs. the poor queer, and the gay gentrifier vs. the “dangerous” other. Historicizing these oppositions reveals the intersections of sexuality, class, gender, race, and social policy that remain central to queer politics today.

Many competing social networking websites (SNSs) have gained popularity among Internet users. SNSs offer a new way of communicating with known and unknown connections under the umbrella of “friends.” Online communications can quickly become aggressive as uninhibited users tend to exchange intimate details and are prone to developing an emotional intimacy with their online friends. More than two hundred countries in the world have agreed to abide by the anti-money laundering (“AML”) recommendations developed by the Financial Action Task Force (“FATF”), which is an intergovernmental organization. This Article focuses on the potential impact on the legal profession of FATF’s fourth round of mutual evaluations. During these mutual evaluations, which currently are underway, FATF-affiliated countries examine each other’s compliance with the FATF Recommendations and recommend follow-up action. Enacting A Culture Of Peace: A Peace Education Guide For Adult Learners In Myanmar

This is a UNESCO peace education guide designed to introduce diverse approaches to experiential learning in Myanmar. Translated into Burmese and tested through several training-of-trainers workshops completed in Myanmar's western coastal region, the guide seeks to support educators working in diverse conflict-affected communities across the country to build greater inter-ethnic and inter-religious coexistence.
