Portland State University’s Homelessness Research & Action Collaborative worked with the Joint Office of Homeless Services, Shannon Singleton, and Street Roots to survey people who are living unsheltered to better understand their needs. Because of the racial disparities that we know exist, we set out to create and administrate a survey that would also ask these questions with a focus on people of color.

Fluctuations in exchange rate and cost of credit affect most economies in the world. The problem arises with the uncertainty it generates and the challenges it poses to the economy. The volatility of the exchange rate has been studied extensively in the extant literature, but the problem continues to persist. This paper therefore investigates whether inflation targeting framework influences the exchange rate and cost of credit in Ghana using data from February 2001 to March 2019. As employee turnover continues to be a major concern for organizations, there is increasing evidence that providing development opportunities can be an effective intervention to decrease voluntary turnover. I propose that an integrated theoretical framework of combining Organizational Support Theory (OST) and the Job Demands- Resources Theory (JD-R) is best suited to explain the relationship between employee development and turnover. Technological advances have led to the prevalence of small unmanned aerial systems (sUAS) which has proven to be a security concern for fixed facilities to include prisons, airports, and forward operating bases. This study explores if agent-based simulation modeling can serve as a useful tool for developing counter unmanned aerial system (C-UAS) parameters for a fixed facility. งานวิจัยฉบับนี้มีวัตถุประสงค์เพื่อศึกษาบทบาททางเศรษฐกิจของจีนในกัมพูชาผ่านกรณีศึกษาการลงทุนโครงการดาราซาโกร์ในจังหวัดเกาะกงซึ่งเชื่อมโยงกับนโยบาย BRI ของจีน โดยประยุกต์ใช้แนวคิดอิทธิพลเพื่อเสนอว่าจีนได้รับประโยชน์ด้านเศรษฐกิจอย่างชัดเจนมากกว่าผลประโยชน์ด้านการเมืองซึ่งจีนเป็นรัฐขนาดใหญ่ใช้อิทธิพลผ่านเครื่องมือทางการทูต การเงิน และความช่วยเหลือทางการทหารแก่กัมพูชาเพื่อเป็นแรงจูงใจให้กัมพูชากำหนดนโยบายที่เป็นประโยชน์ต่อจีนเพื่อเข้าถึงทรัพยากรที่สมบูรณ์ การขยายอิทธิพลในเอเชียตะวันออกเฉียงใต้ และการเข้าถึงพื้นที่ทะเลจีนใต้ ในขณะที่กัมพูชาได้ประโยชน์ตอบแทนจากแรงจูงใจสามประการ ได้แก่ ประการแรก การเมืองภายในประเทศสำหรับความอยู่รอดของระบอบฮุน เซน ประการที่สอง ผลตอบแทนทางเศรษฐกิจโดยเฉพาะการพัฒนาโครงสร้างพื้นฐานตามนโยบาย BRI เป็นส่วนส่งเสริมยุทธศาสตร์การพัฒนาประเทศและความสามารถในการแข่งขันทางเศรษฐกิจของกัมพูชา และประการสุดท้ายการประกันความปลอดภัยจากภัยคุกคามของเวียดนามที่อาจเกิดขึ้นเนื่องจากปัจจัยทางภูมิศาสตร์ที่มีชายแดนติดต่อกันและประวัติศาสตร์สงครามกลางเมือง อย่างไรก็ตาม การตอบรับอิทธิพลจากจีนของกัมพูชายังต้องเผชิญแรงกดดันจากสหรัฐอเมริกา ญี่ปุ่น และเวียดนาม ซึ่งมีผลประโยชน์ด้านเศรษฐกิจและการเมืองในกัมพูชาเช่นกัน รวมทั้งการต่อต้านจากคนในท้องถิ่นที่ได้รับผลกระทบจากการลงทุนโครงการขนาดใหญ่ของจีน

การวิเคราะห์การนำนโยบายการป้องกันการแพร่ระบาดของโรคติดเชื้อไวรัสโคโรนา 2019 ไปปฏิบัติกรณีศึกษา จังหวัดสิงห์บุรี, ปรัธยาน์ ดำศรี

การวิจัยครั้งนี้ มีวัตถุประสงค์เพื่อศึกษากระบวนการดำเนินการ และปัญหา อุปสรรคของการนำนโยบายการป้องกันการแพร่ระบาดของโรคติดเชื้อไวรัสโคโรนา 2019 ไปปฏิบัติ โดยใช้รูปแบบการวิจัยเชิงคุณภาพ และการสัมภาษณ์แบบเชิงลึก (In-depth Interview) ผู้บริหาร ผู้ปฏิบัติงาน และประชาชนในพื้นที่จังหวัด ทั้งหมด 26 คน พบว่า นโยบายและมาตรการของรัฐบาลในการป้องกันการแพร่ระบาดของโรคติดเชื้อไวรัสโคโรนา 2019 ถูกกำหนดในรูปแบบกฎหมาย นำนโยบายมาปฏิบัติผ่านคณะกรรมการ ด้วยการประชุม สั่งการ/มอบหมายงานที่มีความชัดเจน ปัจจัยด้านการสื่อสารของหน่วยงาน มีการใช้ช่องทางการสื่อสาร ทั้งในรูปแบบการสั่งการในที่ประชุม เอกสารทางราชการ การใช้เทคโนโลยีดิจิทัลตอบสนองต่อสถานการณ์ได้รวดเร็ว ปัจจัยด้านศักยภาพของหน่วยงาน ในส่วนทรัพยากรด้านงบประมาณ อุปกรณ์ เครื่องมือ ไม่เพียงพอต่อการปฏิบัติงาน ปัจจัยด้านคุณลักษณะของผู้นำนโยบายไปปฏิบัติ ที่เป็นคนในพื้นที่ ส่งผลให้สามารถขอความร่วมมือการปฏิบัติตามมาตรการได้ และปัจจัยด้านภาวะผู้นำ ผู้ว่าราชการจังหวัด มีการวางแผนเตรียมการรับมือกับสถานการณ์ และบัญชาสั่งการที่ชัดเจน โดยการติดตามประเมินผลการปฏิบัติตามมาตรการอย่างเข้มข้น ส่งผลให้สามารถนำนโยบายไปปฏิบัติได้ตามวัตถุประสงค์ ผู้วิจัยมีข้อเสนอแนะเชิงนโยบาย คือ ควรมีการบริหารจัดการให้มีศูนย์ข้อมูลกลางของจังหวัด เพื่อใช้ในการวางแผน ประกอบการตัดสินใจ และควรมีการจัดโครงสร้างหลักในการบริหารจัดการ ที่บูรณาการหน่วยงานต่างๆ เพื่อลดความซ้ำซ้อนกันของภารกิจ

ภูมิทัศน์ภาษาหมายถึงการศึกษาสถานการณ์ภาษาโดยใช้ข้อความภาษาบนป้ายสาธารณะเป็นข้อมูล งานวิจัยด้านภูมิทัศน์ภาษาในพื้นที่ชายแดนของประเทศไทยยังไม่มีผู้ใดศึกษา ผู้วิจัยเห็นว่าการศึกษาพื้นที่ดังกล่าวมีความสำคัญต่อทฤษฎีภูมิทัศน์ภาษา และน่าจะสะท้อนข้อเท็จจริงเกี่ยวกับสภาพสังคมของชุมชนเขตชายแดนได้เป็นอย่างดี งานวิจัยนี้จึงมุ่งศึกษาภูมิทัศน์ภาษาตรงชายแดนระหว่างประเทศไทยกับประเทศเพื่อนบ้าน 8 จุด คือ มุกดาหารและสะหวันนะเขต ที่ชายแดนไทย-ลาว อรัญประเทศ-ปอยเปต ที่ชายแดนไทย-กัมพูชา ปาดังเบซาร์ สะเดา -ปาดังเบซาร์ ที่ชายแดนไทย-มาเลเซีย และแม่สาย-ท่าขี้เหล็ก ที่ชายแดนไทย-เมียนมา ผู้วิจัยวิเคราะห์การเลือกภาษา รูปแบบของข้อความในป้ายหลายภาษา และปัจจัยที่เป็นตัวกำหนดลักษณะของภูมิทัศน์ภาษาที่พบ ผลการวิเคราะห์พบว่าพื้นที่ชายแดนทุกแห่งใช้ป้ายหลายภาษามากกว่าป้ายหนึ่งภาษาและใช้ภาษาประจำชาติมากที่สุด รองลงมาคือภาษาอังกฤษ ส่วนภาษาประเทศเพื่อนบ้านพบมากที่สุดที่แม่สาย ชายแดนไทย-เมียนมา และอรัญประเทศ ชายแดนไทย-กัมพูชา และไม่พบภาษาประเทศเพื่อนบ้านเลยที่ปาดังเบซาร์ สะเดา ชายแดนไทย-มาเลเซีย และสะหวันนะเขต ชายแดน ลาว-ไทย ในด้านรูปแบบข้อความในป้ายหลายภาษาพบ 3 แบบคือ แบบแปลตรงตัวซึ่งพบมากที่สุด รองลงมาคือแบบแปลบางส่วน และแบบอิสระน้อยที่สุด พื้นที่ฝั่งไทยทุกแห่งและชายแดนมาเลเซีย-ไทยใช้รูปแบบการเขียนแบบแปลตรงตัวมากที่สุด พื้นที่ฝั่งประเทศเพื่อนบ้าน 3 แห่ง คือ ลาว เมียนมา และกัมพูชา ใช้รูปแบบแปลบางส่วนมากที่สุด ส่วนแบบอิสระพบมากที่สุดในปอยเปต ชายแดนกัมพูชา-ไทย ในด้านปัจจัยที่เป็นตัวกำหนดภูมิทัศน์ภาษาในเขตชายแดน สรุปได้ว่า 1) การใช้ภาษาประจำชาติที่เด่นชัดเป็นเพราะทุกประเทศต้องการนำเสนออัตลักษณ์ของชาติผ่านป้ายสาธารณะ 2) การใช้ภาษาอังกฤษในปริมาณมากและสม่ำเสมอเป็นเพราะพื้นที่ชายแดนมีความเป็นโลกาภิวัตน์และนานาชาติ 3) การปรากฏของภาษาเพื่อนบ้านในภูมิทัศน์ภาษา เป็นเพราะความต้องการสื่อสารแบบลู่เข้าหาประเทศเพื่อนบ้าน ข้อค้นพบในงานวิจัยนี้ สนุบสนุนทฤษฎีเงื่อนไขการใช้ภาษาในป้าย หลักโครงสร้างในภูมิทัศน์ภาษา และการปรับตัวในการสื่อสาร นอกจากนั้น ยังชี้บ่งเป็นนัยว่าสถานการณ์ภาษาในประเทศไทยมีการเปิดกว้างให้ใช้ภาษาทุกแบบในป้าย และมีแนวโน้มการลู่เข้าหาผู้อ่านในท้องถิ่น

การวิจัยครั้งนี้เป็นการวิจัยเชิงคุณภาพ โดยใช้ระเบียบวิธีวิจัยเชิงคุณภาพแนวปรากฏการณ์วิทยาแบบตีความ เพื่อศึกษาประสบการณ์ของผู้ให้การปรึกษาแนวพุทธในการพัฒนาความร่วมมือเชิงบำบัด ผู้ให้ข้อมูลหลัก คือ ผู้ให้การปรึกษาแนวพุทธ จำนวน 7 คน เก็บข้อมูลด้วยการสัมภาษณ์เชิงลึก ใช้คำถามสัมภาษณ์แบบกึ่งโครงสร้าง ผลการวิจัยพบ 3 ประเด็นหลัก ได้แก่ (1) ความสงบว่างด้วยความเข้าใจเห็นจริงในหลักธรรม เป็นหัวใจหลักตลอดกระบวนการทำงาน แบ่งออกเป็นประเด็นย่อยได้แก่ (1.1) ภาวะใจที่สงบว่าง และความเข้าใจเห็นจริงในหลักธรรม และ (1.2) รับรู้โลกของผู้มาปรึกษาอย่างเข้าใจ และเป็นสติช่วยให้ผู้มาปรึกษามองเห็นทุกข์ ความขุ่นมัวในใจตน (2) อุปสรรคที่ทำให้ความสัมพันธ์ชะงักงันและการก้าวข้ามอุปสรรค แบ่งออกเป็นประเด็นย่อยได้แก่ (2.1) อุปสรรคที่ทำให้ความสัมพันธ์ชะงักงัน และ (2.2) การก้าวข้ามอุปสรรค และประเด็นสุดท้าย (3) กระบวนการยกระดับจิตใจผู้มาปรึกษา แบ่งออกเป็นประเด็นย่อยได้แก่ (3.1) ผู้มาปรึกษาตระหนักในทุกข์ และเหตุที่มาของทุกข์ (3.2) ผู้มาปรึกษาเข้าใจโลกและชีวิต ละวางความทุกข์ได้ และ (3.3) ผู้มาปรึกษาพัฒนาโลกภายใน เติบโตในชีวิตมากขึ้น ข้อค้นพบในการวิจัยนี้ทำให้เข้าใจประสบการณ์ทางจิตใจของผู้ให้การปรึกษาแนวพุทธในเรื่องของความร่วมมือเชิงบำบัด ซึ่งมีความสงบว่างของผู้ให้การปรึกษาด้วยศีล สมาธิ ปัญญาที่มาจากความเข้าใจเห็นจริงในหลักธรรม เป็นหัวใจหลักตลอดกระบวนการทำงานนั่นเอง

In late 2016 a feminist movement against problems of commercial sexual exploitation, and especially issues of coerced pornography filming, arose in Japan. This article describes the history of this movement as it mobilized to combat human rights violations perpetrated by the country’s pornographers. The movement’s success came not spontaneously or haphazardly; in fact, it was orchestrated earlier over a full decade-and-a-half by activists who persevered in researching and highlighting pornography’s harms in a civil environment of hostility, isolation and social derision, even among progressive groups and individuals. The purpose of the current study was to develop two scales that could be used concurrently or independently to measure passenger willingness to fly (WTF), and aviator willingness to pilot (WTP), respectively. This is especially useful to determine challenges involving acceptance of new aviation technology for both pilots and passengers. There were five stages in developing the WTF scale for passengers, following Hinkin’s scale development process. Cronbach’s Alpha and Guttmann’s Split Half tests were used to confirm high internal consistency and reliability, while factor analysis was used to confirm construct validity. การศึกษาเรื่อง แนวทางการพัฒนาสมรรถนะหลักเพื่อการเป็นบุคลากรภาครัฐที่มีสมรรถนะสูง : กรณีศึกษาข้าราชการสำนักงานปลัดกระทรวงแรงงาน มีวัตถุประสงค์ในการศึกษา คือ 1. เพื่อให้ทราบถึงความรู้ ความเข้าใจเกี่ยวกับสมรรถนะหลักของข้าราชการแต่ละระดับของสำนักงานปลัดกระทรวงแรงงาน 2. เพื่อเป็นแนวทางในการจัดทำแผนพัฒนาบุคลากรโดยใช้สมรรถนะหลักของสำนักงานปลัดกระทรวงแรงงานเป็นเกณฑ์การกำหนดการพัฒนา 3. เพื่อเป็นแนวทางในการนำสมรรถนะหลักของข้าราชการมาใช้ในการงานด้านอื่นๆ และ 4. เพื่อให้ทราบแนวทางการทำงานของข้าราชการที่มีสมรรถนะหลักสูงกว่าเกณฑ์มาตรฐานมาเป็นแนวทางในการส่งเสริมและเผยแพร่เป็นองค์ความรู้ กลุ่มตัวอย่างคือข้าราชการสำนักงานปลัดกระทรวงแรงงาน จำนวน 19 คน เป็นข้าราชการประเภทวิชาการ ระดับปฏิบัติการ และระดับชำนาญการ ประเภททั่วไป ระดับปฏิบัติงาน และระดับชำนาญงาน จำนวน 16 คน และผู้บริหารระดับสูงที่มีประสบการณ์การทำงานหลายสายงาน จำนวน 3 คน วิธีการเก็บข้อมูลประกอบด้วยการสังเกตแบบไม่มีส่วนร่วม และสัมภาษณ์แบบกึ่งโครงสร้าง ผลการศึกษาพบว่า ข้าราชการกลุ่มตัวอย่างมีความรู้ ความเข้าใจเกี่ยวกับสมรรถนะหลักในระดับตำแหน่งของตนเอง และทราบว่าประเภทและระดับตำแหน่งของตนมีเกณฑ์มาตรฐานอยู่ในระดับใด และจากการสังเกตพบว่ากลุ่มตัวอย่างมีระดับสมรรถนะหลักสูงกว่าเกณฑ์มาตรฐานในหลายสมรรถนะ กลุ่มตัวอย่างทราบว่าสมรรถนะหลักประจำตำแหน่งของตนว่ามี 5 ด้าน และนำมาใช้ในการประเมินผลการปฏิบัติราชการ นอกจากนี้ยังพบว่าแนวทางการพัฒนาสมรรถนะหลักเพื่อการเป็นบุคลากรภาครัฐที่มีสมรรถนะสูง สามารถนำสมรรถนะหลักมาใช้เป็นแนวทางได้ โดยควรมีการประเมินสมรรถนะหลักของแต่ละตำแหน่งแต่ละระดับก่อนการนำสมรรถนะหลักมาใช้เป็นเกณฑ์ในการพัฒนา

Determinants Of Startup Funding: The Interaction Between Web Attention And Culture, Jie Ren, Viju Raghupathi, Wullianallur Raghupathi

Technology empowers entrepreneurs to pursue alternative funding through platforms like crowdfunding. This research explores significant startup funding factors using Crunchbase. Controlling for common factors (acquisition/funding-rounds/IPO), the research uniquely focuses on web attention - the visibility on social media - and its impact on funding. It also examines the moderating influence of startup’s home country culture (individualism/collectivism). Findings show stronger positive impact of web attention on startup funding for collectivist countries. While individualistic investors value personal goals, collectivists value collaborative goals - inclinations that align with crowdfunding behavior. Therefore while increasing web attention, crowdfunding efforts can be targeted towards collectivist countries.
