This qualitative research study aims to investigate functional and hazard specific competencies of Thai local administrative officers in disaster prevention and mitigation. The data was collected through document research, in-depth interviews and group discussions from representatives from a central policy making agency and with staff from disaster prevention and mitigation agencies in six local administrative organizations around Thailand. The data was collected in six localities and analyzed by means of content analysis. The results showed that there are three functional competencies, namely 1) understanding of laws, regulations and authority; 2) proactive analysis and evaluation of the situation; and 3) networking …

The current pandemic makes us feel helpless. We can respond to its predation pragmatically but its silent march through the population promotes dread. Our helplessness undermines our belief in our culture as the source of our self-esteem and felt significance. One response to our experience of helplessness is the omnipotent stance, the idea that we can master the virus, stop it in its tracks, command one another to comply with injunctions and wreak a path of destruction by devastating the economy. Positive psychology has yielded rich insights about the nature of forgiveness and gratitude, but it is just beginning to broach the topic of grace. Theoretical evidence suggests grace is a crucial therapeutic factor in helping patients overcome shame, but empirical evidence is wanting. Because of the central role grace plays in Christianity, a qualitative exploration was conducted with a sample of participants identifying as either lesbian, gay, or bisexual, as well as Christian. Transcripts from 26 semi-structured interviews were coded and analyzed. Participants reported that their experiences of Divine Grace were related to their views about God’s nature. They reported …

In this article, four health sciences librarians from four academic libraries across the country will share their personal or library experiences in reaching out to faculty and students to meet their needs through their initiatives and continuous efforts using various technologies and tools. Empowerment is an important goal in adolescent girl programming but remains elusive and unobserved from a quantitative measurement perspective. This brief describes a statistical exercise conducted to explore adolescent girl empowerment as a latent or underlying concept that, while not directly observed, may be illustrated through responses to questions on behaviors and attitudes asked in quantitative structured interviews. Data were used from a randomized controlled trial that demonstrated the impact in delaying girls’ age at marriage in rural Bangladeshi communities with a high prevalence of child marriage. Ensuring access to published research is increasingly important for demonstrating research impact, supporting wide readership, creating interest in collaboration, and making way for funding opportunities. This article provides a bibliometric analysis of publications from 2007-2016 in the Web of Science (WOS) database to update understanding of recent international library science research as a means of discussing research impact and scientific collaboration. Makerspaces continue to grow in popularity in public, academic, and school libraries. As makerspaces are included in library services, accessibility for all users is important. What motivates a school librarian to implement a makerspace accessible to all learners? Are they more likely to invest in accessibility if provided the necessary resources? In this study, researchers discuss which Theory of Planned Behavior (Ajzen 1985) variables significantly predict school librarians’ intentions to implement accessible makerspaces. Researchers also delve into how attitude towards accessibility in makerspaces influence the intention to implement accessible makerspace. Burnout is a phenomenon that has recently gotten a lot of attention in research and media, but there is still a need to understand burnout among clinical trainees. Burnout is characterized by emotional exhaustion, a sense of cynicism, and a reduced sense of personal accomplishment. This qualitative study attempted to understand clinical trainees’ experience of burnout, the factors they believed were contributing factors to their burnout, and how supervision impacted this experience. The coronavirus (COVID-19) pandemic is disrupting the global economy in unprecedented ways, and the agricultural sector is no exception. Prices of most commodities decreased since the pandemic began, which are affecting farm revenues and production costs. We assess the impact of COVID-19 on Arkansas field crop farms using the Representative Farm models, calibrated to the latest baseline published by the Food and Agricultural Policy Research Institute. The results show that COVID-19 decreases the net cash farm incomes of all five farms, increases the probability of having a negative net cash farm income, and increases the cost of commodity programs. This paper studies the cyclical behavior of job separation and the characteristics of matches between workers and jobs. We estimate a proportional hazard model with competing risks, distinguishing between different types of separations. A higher unemployment rate at the start of an employment relationship increases the probability of job-to-job transitions, whereas its effect on employment-to-unemployment transitions is negative. We then build a simple job ladder model to interpret our empirical results. A model with two-dimensional heterogeneity in match (job) characteristics has the same qualitative features as the data. In this article, we use econometric methods, machine learning methods, and a hybrid method to forecast the GDP growth rate in Singapore based on the Survey of Professional Forecasters (SPF). We compare the performance of these methods with the sample median used by the Monetary Authority of Singapore (MAS). It is shown that the relationship between the actual GDP growth rates and the forecasts from individual professionals is highly nonlinear and non-additive, making it hard for all linear methods and the sample median to perform well. This article obtains the exact distribution of the maximum likelihood estimator of structural break point in the Ornstein-Uhlenbeck process when a continuous record is available. The exact distribution is asymmetric, tri-modal, dependent on the initial condition. These three properties are also found in the finite sample distribution of the least squares (LS) estimator of structural break point in autoregressive (AR) models. Motivated by these observations, the article then develops an in-fill asymptotic theory for the LS estimator of structural break point in the AR(1) coefficient. We study whether humans or machine learning (ML) classification models are better at classifying scientific research abstracts according to a fixed set of discipline groups. We recruit both undergraduate and postgraduate assistants for this task in separate stages, and compare their performance against the support vectors machine ML algorithm at classifying European Research Council Starting Grant project abstracts to their actual evaluation panels, which are organised by discipline groups. On average, ML is more accurate than human classifiers, across a variety of training and test datasets, and across evaluation panels. ML classifiers trained on different training sets are also more …

In this paper, we study the estimation and inference of the quantile treatment effect under covariate‐adaptive randomization. We propose two estimation methods: (1) the simple quantile regression and (2) the inverse propensity score weighted quantile regression. For the two estimators, we derive their asymptotic distributions uniformly over a compact set of quantile indexes, and show that, when the treatment assignment rule does not achieve strong balance, the inverse propensity score weighted estimator has a smaller asymptotic variance than the simple quantile regression estimator. This paper documents empirically that access to global markets is associated with a higher executive-to-worker pay ratio within the firm. It then uses China's 2001 accession to the World Trade Organization as a trade shock to show that firms that exported to China prior to 2001 subsequently exported more, grew larger, and grew more unequal in terms of executive-to-worker pay. To evaluate analytically and quantitatively the impacts of globalization on top income inequality, this paper builds a model with heterogeneous firms, occupational choice, and executive compensation. The state of the economy represents a concern for individuals and shapes their behavior in profound ways. The current review of studies on how individuals respond to economic cycles reveals that organizational relevance of such responses has often not been considered, and the literature is characterized by a variety of seemingly disconnected explanations for how and why individuals respond to the perceived state of the economy. I develop a theoretical framework that systematizes the literature and accounts for the seemingly disparate findings, highlighting the underlying functionality of such responses for individuals.
