Kentucky public higher education institutions faced a financial cliff with the onset of the COVID-19 pandemic (Capilouto, 2021 Jan.). Campuses across the state closed in spring 2020, with the list of unknowns outnumbering the knowns by a significant margin (Monday, E., Blanton, J., and Kiser, K., 2021). Special districts are forms of government that were initially developed from the need to provide specialized services to a growing population with limited tax abilities. Local governments were faced with increasing populations and increasing needs such as health and human services, conservation, sanitation and water, and fire protection to name a few. With the states’ limitations on the tax rate changes, local governments were finding it increasingly difficult to meet the needs of the taxpayers. งานวิจัยในครั้งนี้มีวัตถุประสงค์ คือ 1) เพื่อศึกษาสภาพการพัฒนาเป็นระบบราชการ 4.0 ของกรมป้องกันและบรรเทาสาธารณภัย (ปภ.) 2) เพื่อเปรียบเทียบความแตกต่างของปัจจัยส่วนบุคคลที่มีต่อการเป็น ปภ. 4.0 3) เพื่อศึกษาปัจจัยที่มีอิทธิพลต่อการเป็น ปภ. 4.0 และ 4) เพื่อเสนอแนะแนวทางในการพัฒนาสู่การเป็น ปภ. 4.0 ใช้วิธีวิจัยเชิงผสมผสาน โดยเก็บรวบรวมข้อมูลด้วยแบบสอบถามและสัมภาษณ์เชิงลึก ผลการศึกษาพบว่า 1. การพัฒนาเป็นระบบราชการ 4.0 ของ ปภ. แบ่งเป็น 1) ปัจจัยการพัฒนาสู่ระบบราชการ 4.0 ของ ปภ. ภาพรวมอยู่ในระดับมาก โดยเรียงลำดับจากมากไปหาน้อย ได้แก่ ด้านผู้นำ ด้านความร่วมมือ ด้านนวัตกรรม ด้านบุคลากร ด้านความเป็นดิจิทัล ด้านผลลัพธ์ ด้านผู้รับบริการ และด้านกระบวนการ และ 2) การเป็น ปภ. 4.0 ภาพรวมอยู่ในระดับมาก โดยเรียงลำดับจากมากไปหาน้อย ได้แก่ ด้านภาครัฐที่เปิดกว้างและเชื่อมโยงกัน ด้านการมีขีดสมรรถนะสูงและทันสมัย และด้านการยึดประชาชนเป็นศูนย์กลาง 2. ปัจจัยส่วนบุคคลที่มีผลทำให้ความคิดเห็นต่อการเป็น ปภ. 4.0 แตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05 ได้แก่ ตำแหน่งงาน และสังกัด 3. ปัจจัยที่มีอิทธิพลต่อการเป็น ปภ. 4.0 ได้แก่ ด้านการให้ความร่วมมือ ด้านบุคลากร และด้านผู้นำ อย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05 โดยปัจจัยทั้ง 3 ร่วมกันพยากรณ์การเป็น ปภ. 4.0 ได้ร้อยละ 78.20 4. แนวทางในการสู่การเป็น ปภ. 4.0 สรุปได้ 4 ด้าน ได้แก่ 1) ด้านเทคโนโลยีดิจิทัลและนวัตกรรม ควรมีการนำเทคโนโลยีดิจิทัลและนวัตกรรมมาใช้พัฒนาระบบการทำงาน 2) ด้านบุคลากร ควรยกระดับระบบการบริหารทรัพยากรบุคคลสู่ HRM 4.0 3) ด้านเครือข่ายและความเป็นหุ้นส่วน …

A primary change in modern marriages is the shift from traditional marriages to modern dual-earner marriages. With this change comes significantly higher divorce rates with traditional marriages averaging over forty years and modern marriages averaging seven years. This paper reviews research studies conducted from the 1980s to present day on heterosexual dual-earner couples and marital satisfaction, particularly in regards to gender role beliefs and household chore division. The social construction of gender remains virtually unaltered and resistant to change; therefore, it follows that individual beliefs regarding gender roles remain unchanged. Due to the lack of research on the Desi community, this qualitative study was the first of its kind to investigate the process of gender role expectation and negotiation style among second generation Desi couples. Previous research provided awareness of unequal treatment amongst the male and female genders within the patriarchal structure of the Desi community. However, this study provided a unique understanding on Desi couples’ perspective on gender dynamics. The United States has been in continuous military conflicts for the past two decades. The importance of having a fully capable fighting force is unquestionable, but too often, military units are not at full capacity due to service members (SMs) within a unit being unable to deploy due to mental health impediments. The surge of non-deployable SMs is a national security concern as it affects the SMs’ quality of life and Department of Defense’s (DoD) ability to fight today’s conflicts.

Bullying is a public health problem that negatively affects millions of children annually and can have serious, long-lasting effects on victims. Emergent research concludes a higher prevalence of bullying occurs in earlier school years, especially among racial/ethnic minorities. Evidence also suggests that risk behaviors associated with bully victimization may vary by racial/ethnic profile, leading to disproportionate chances of adverse psychosocial and health-related behaviors. Therefore, racial/ethnic minority youth may be more likely to cope with being bullied through risk behaviors (e.g., coping by fighting).

Language Contact And Covert Prominence In The Sḥerēt-Jibbāli Language Of Oman, Jarred Brewster

This thesis reports on a phonetic production study, the results of which support the existence of a complex word-prosodic system for the Sḥerēt-Jibbāli language of Dhofar, Oman. In the language, stress seems to co-occur in some lexical items with a high tone. In the discussion, a mechanism for the emergence of this system is proposed as the reflex of a typological feature held in common with the related language, Soqotri, and as justification for an Eastern Modern South Arabian subgroup consisting of Sḥerēt-Jibbāli and Soqotri.

The South Asian country of Sri Lanka has a rapidly aging population, but little attention has been paid to individuals and families' financial preparedness for retirement. This study aims to overview the current system of retirement preparedness in Sri Lanka, and to examine financial and pension literacy's role on the retirement preparedness. Specifically, this study evaluated three domains of retirement preparedness: planning for retirement and perceived retirement income adequacy (subjective measures, n = 142), and wealth accumulation (objective measure, n = 115). The pro-democracy agitation in Thailand, which attacked the institution of Thai monarchy, the strongest pillar of the Thai society, can be interpreted in India as an attack on the Thai branch of the common Indic civilisational roots, exemplified by the royal title Rama. This study seeks to analyze the effectiveness of interfaith versus single-faith peacebuilding programming at reducing levels of violence in instances of violent religious conflict. After reviewing the literature, I used contact theory and constructivism to form my hypothesis that interfaith programming is more effective compared to single-faith programming at reducing violence. Using a mixed-methods approach, I conducted a most similar systems case study design to analyze the effectiveness of different forms of faith-based programming within the conflict in Northern Ireland. Data from 28 documents, including early European Explorer Accounts, Missionary Accounts, Ethnographic works, modern Botanical Surveys, and Archaeological and Museum Collection based studies, was mined in relation to pre-contact and contact era canoe manufacture and use in the Society Island archipelago of Eastern Polynesia (French Polynesia).

In the past decade, state government appropriation reductions have forced park agencies to seek other sources of revenue to support park operations. To overcome shrinking budgets, many public park agencies embrace private-sector business models and investigate customer satisfaction, service quality, and user fee structures. The purpose of this study was to obtain public input regarding service quality, general satisfaction, and experience use history of state park visitation. Pre-exposure prophylaxis (PrEP) is an effective HIV-prevention method that includes HIV-negative individuals taking a daily anti-retroviral medication and regularly visiting a provider. Since 2012, when Truvada was approved, uptake has been increasing but is still low, and disparities exist among gay and other men who have sex with men (GMSM) of color. Memes have become a key part of modern living on the Internet. However, it is still unclear who is creating, sharing and interacting with memes. This study examines meme use in college students at Central Washington University while also examining the definition of a meme within the population. Data were collected via questionnaire and interviews resulting in 14 responses and 18 total interviews conducted with 6 participants. Analysis suggests that college students use memes as an important component of private conversations and to reiterate their public identities. While working on this project, I struggled with what to actually call this category of theatre. Augusto Boal uses the term “theatre of the oppressed” to describe his model of theatre. Other theatre artists use terms like social justice theatre, grassroots theatre, political theatre, or popular participatory theatre.
