“Good Politics Is Good Government”: The Troubling History Of Mayoral Control Of The Public Schools In Twentieth-Century Chicago, James C. Carl

This article looks at urban education through the vantage point of Chicago’s mayors. It begins with Carter H. Harrison II (who served from 1897 to 1905 and again from 1911 to 1915) and ends with Richard M. Daley (1989 to the present), with most of the focus on four long-serving mayors: William Hale Thompson (1915–23 and 1927–31), Edward Kelly (1933–47), Richard J. Daley (1955–76), and Harold Washington (1983–87). Mayors exercised significant leverage in the Chicago Public Schools throughout the twentieth century, making the history of Chicago mayors’ educational politics relevant to the contemporary trend in urban education to give more …

This paper is concerned specifically with the pedagogies applied in supporting learning through children‟s play, and it is framed outside mainstream discourses on the nature of play. The development of the paper also represents one stage in a continuing effort to develop a better understanding of sustained shared thinking in early childhood education. Over the last seven years practice nurse numbers have grown across Australia to over 7,824 (est.) in 2007, with at least 60% of general practices now employing a practice nurse (APNA 2008). Nurses hav~ helped many GPs with overwhelming workloads which include dealing with complex mental health complaints, such as depression and anxiety related to chronic disease conditions. The UN Declaration of Human Rights, ratified in 1948, declared for the first time the right to education as a human right. Article 26 (1) states that “everyone has the right to education. Education shall be free, at least in the elementary and fundamental stages. Elementary education shall be compulsory.” Since then, the right to education has been reaffirmed in subsequent treaties and global conferences. These treaties have also highlighted the need to provide education to all children without discrimination, and particularly to ensure equal access for girls. The Individuals with Disabilities Education Act requires that each special education student has an Individualized Education Program (IEP) developed at least once every year. In addition to school staff, regulations require that parents be invited to the IEP meetings. This study retrospectively reviewed the records of 270 students with educational disabilities in grades six through twelve. Demographic and descriptive data were gathered for each student and were separated according to whether the parent did or did not attend the IEP meeting. End-of-year information was examined regarding final report card grades, absenteeism, and cumulative days of detentions and suspensions. Of these …

The Israeli- Palestinian ethnic conflict will continue to escalate throughout both the short term and long term world future. The current and future animosity between both ethnic groups can be attributed to (a) history based accounts and religious tensions, (b) polarizing ideologies held by both sides, and (c) middle eastern resentment toward the Jewish state of Israel. Public Spending On Education And The Incentives For Student Achievement, William Blankenau, Gabriele Camera

We build a model where homogeneous workers can accumulate human capital by investing in education. Schools combine public resources and individual effort to generate productive skills. If skills are imperfectly compensated, then in equilibrium students may under-invest in effort. We examine the effect on human capital accumulation of three basic education finance policies. Increased tuition subsidies may not be beneficial because they increase enrollment but they may lower the incentives for student achievement, hence the skill level. Policies directed at enhancing the productivity of education or making degrees more informative are more successful at improving educational outcomes.

The theory of Stereotype Threat (ST) predicts that, when widely accepted stereotypes allege a group’s intellectual inferiority, fears of confirming these stereotypes cause individuals in the group to underperform relative to their true ability and knowledge. There are now hundreds of published studies purporting to document an impact for ST on the performance of women and racial minorities in a range of situations. This article reviews the literature on stereotype threat, focusing especially on studies investigating the influence of ST in the context of gender. Does Democracy Explain Gender Differentials In Education?, Arusha V. Cooray

This study shows that despite a strong empirical association between gender differentials in enrolment ratios and democracy, that democracy alone does not explain gender differentials in education in Africa and Asia. The results indicate that income, employment in agriculture, religious heterogeneity and colonialism also help explain the under-representation of girls in education in these regions. Countries in which the duration of suffrage has been longer tend to perform better on average in terms of gender equality in education.

Both higher education institutions and employers need to evaluate the factors that influence students' career goals and career-related decisions because of their importance to and impact on career management and decision making. The objective of this study is to identify the importance of career goals and factors influencing students' career decision making in South Africa. A non-probability sample was selected, with 488 completed responses. The findings indicate that there are significant differences between gender and ethnic groups in terms of the importance of career goals and career influencing factors. This working paper explores inequalities in education across sub-Saharan Africa, focusing mostly on primary school completion rates, with attention also given to literacy as a more proximate indicator of human capital acquisition. Using data from the Demographic and Health Surveys and UNICEF’s Multiple Indicator Cluster Surveys, we explore cross-country variations in primary school completion rates, gender and wealth gaps in education, and literacy rates in relation to one another and in relation to cross-country variations in national income per capita. This paper addresses gender equity in parents’ educational investments in children in a context of rising school attendance in rural Bangladesh. Using data from the nationally representative 2005 Bangladesh Adolescent Survey, we analyze correlates of time spent in school, studying outside school, and work, using a data set on time-use patterns of schoolgoing children and adolescents. We find that time spent in work varies inversely with the amount of time spent studying at home, while time at school shows no such association. We find support for two hypotheses regarding household influences on education: that time spent in school is insensitive …

This study examines the effect of the quantity and quality of education on economic growth. Using a number of proxy variables for the quantity and quality of education in a cross section of low and medium income countries, this study finds that education quantity when measured by enrolment ratios, unambiguously influences economic growth. The effect of government expenditure on economic growth is largely indirect through its impact on improved education quality.
