Corruption is a perennial obstacle to the Philippines’ pursuit of development. The Department of Education (DepEd) is considered to be one of the most corrupt agencies in the Philippines. However, there are two DepEd programmes with different levels of effectiveness in controlling corruption. The Textbook Delivery Programme has been ineffective while the Programme on Basic Education has been successful. The article explains the different levels of implementing these programmes by using local perspectives via the ‘narratives of implementation actors’. Apart from providing insights on the challenges facing the evolving educational bureaucracy in the Philippines, this article also demonstrates the utility …

This paper integrates diverse research to provide a theoretical model of the process whereby emotional and social intelligence (ESI) is fostered in organizations. The academic difficulties experienced by a majority of Navajo American Indian students are well documented. Past research has focused on a variety of internal and external factors which possibly explain some of these difficulties. Low levels of academic self-efficacy (ASE) has been identified as one of the factors possibly contributing to lower than expected rates of academic achievement and low post-secondary education retention rates in this population. This investigation sought to further define the component structures of ASE using theoretical structures postulated by Bandura (1977a, 1997), namely: past success, modeling, verbal persuasion, and emotional arousal. Birth Order, Educational Achievement And Earnings: An Investigation Using The Psid, Jasmin Kantarevic, Stéphane Fabrice Mechoulan

We examine the implications of being early in the birth order, and whether there exists, within large families, a pattern of falling then rising attainment with respect to birth order. Unlike other studies using U.S. data, we go beyond grade for age and look at racial differences. Drawing from OLS and fixed effects estimations, we find that being first-born confers a significant educational advantage that persists when considering earnings; being last-born confers none. These effects are significant for large black families at the high school level, and for white families of any size at both high school and college levels.

Colleagues in the academy seem to have a fascination with conceptual analysis and the term “education.” Debates are held, papers are written, and symposia take place within which definitions are articulated and modulated. Whether the point is to provide narrative, stipulative, or programmatic definitions matters little to the larger point: the quest for the meaning of “education” continues. In their turns, schooling and training are contrasted with education in order to help clarify the differences in scope, purpose, and meaning of the various terms. IF SO, BY WHOM? by Philip Kovacs While there is a loose coalition of individuals and organizations attacking the institution of public schools, there does not appear to be a coordinated defense of public schools. Without a coordinated defense of the institution, public schools will arguably 1) grow increasingly regulated and/or 2) be shut down altogether. Given that progressive scholars believe schools should exist to maintain a pluralistic and participatory democracy, should 1) or 2) continue, the progressive goal of democracy through education becomes increasingly removed from possibility. The author reflects on his experience and discusses problems in teaching a course about spirituality and religion in the workplace. Sometimes indoctrination happens when professors treat their own spiritual ideology as the truth, or they require students to engage in religious practices in class. Indoctrination is teaching people “to accept a system of thought uncritically.” The management education literature has little to say about indoctrination. Indoctrination can be avoided by (1) ensuring informed consent, (2) designing learning activities for students from all spiritual perspectives, (3) teaching about the topic (instead of taking the “how to” approach), (4) presenting diverse spiritual …

Alcohol and drug abuse remains to be a serious health issue among 17 percent of adults aged 60 or older. This assessment was conducted in order to determine and fully understand the needs, resources, and readiness necessary to address the issue of substance abuse throughout the state of Maine. It involved a four-part study focused in the Hancock County region. Twelve focus groups were held with the target groups being professionals, caregivers, and older adults. Surveys and interviews were distributed statewide to evaluate substance abuse. Secondary data analysis was included as well in order to analyze arrests, hospital admissions, treatment, …

Coping, Pain Severity, Interference, And Disability: The Potential Mediating And Moderating Roles Of Race And Education, Annmarie Cano, Ainoa Mayo, Matthew Ventimiglia

Researchers have demonstrated that certain types of pain coping are correlated with less pain severity and disability and that there are differences between Caucasians and African-American pain patients in their use of specific coping strategies. However, the extent to which racial group differences exist in the associations between pain coping strategies and pain severity, interference, and disability is unclear. Furthermore, the role of education in these associations is uncertain. We recruited a diverse community sample of individuals with chronic pain and their spouses to examine this issue (N =105). This paper examines the impact of higher education on the management of police services in Ontario and whether education has a direct impact on the retention of officers in their police organizations. A survey administered to sworn police officers from three Ontario police services – Strathroy-Caradoc, Chatham-Kent, and the Niagara Region – was conducted. The findings reveal that officers with higher levels of education seek different career rewards and are harder to retain because they are much more willing to leave for job opportunities elsewhere.

Notwithstanding the far reaching intellectual and practical contributions of Bandura’s theory of self-efficacy, researchers have suggested that it may not adequately address the role of institutions. This paper suggests that traditional measures of self-efficacy underemphasize institutional factors. This may have important implications, especially for considering the circumstances of disadvantaged groups. It may be productive to think of self-efficacy as a multidimensional construct that includes personal and institutional dimensions. Using an interdisciplinary approach, we examine how self-efficacy theory can be expanded to account for the social and economic realities of disadvantaged groups and lead to empirical work that can inform policy …

This paper examines an innovative college savings program for public elementary school children. The project is based on the proposition that children will gain financial knowledge and be more likely to view college as an attainable goal because they are accumulating savings to help pay for higher education. As the latest in a long history of school-based savings programs, this program pioneers the idea of matched savings in which children and family savings in the students’ accounts are matched one to one up to a maximum of $3,500. After U.S. welfare was reformed in 1996, many states eliminated their educational programs and replaced them with "work-first" options. This study uses in-depth interviews and content analysis of current and proposed welfare legislation to examine how these policy changes have shaped the experiences of postsecondary students participating in the Temporary Assistance for Needy Families (TANF) program and to determine whether or not proposed policy changes in TANF reauthorization legislation meet the needs of students.
