Explaining Horizontal And Vertical Cooperation On Public Services In Michigan: The Role Of Local Fiscal Capacity, Jered B. Carr, Elisabeth R. Gerber, Eric W. Lupher

Working Group on Interlocal Services Cooperation

Michigan local governments engage in a wide range of cooperative activities. Little is known, however, about what factors motivate local governments to engage in intergovernmental cooperation and how local government officials choose among various forms of collaboration. We develop and test a theory of intergovernmental cooperation that explains differences in the factors that lead local governments to engage in horizontal cooperation with other local units versus vertical cooperation with county or state governments. Our primary focus is on fiscal capacity: we hypothesize that limited fiscal capacity leads many local governments, especially townships, to work collaboratively with state or county actors …

Addressing the health information needs of diverse, multiethnic, and multilingual communities can be both a challenge and an opportunity for libraries. The Vera P. Shiffman Medical Library at Wayne State University in Detroit, Michigan, is the only academic medical library in the Detroit area open to the public. The library provides services to many communities in southeastern Michigan. The diverse geographic area served by the library includes the nation’s highest concentration of Arab Americans. A review of the literature reveals that limited research has addressed how libraries can meet the health information needs of this target community. An understanding of …

The Ties That Bind: Asian American Communities Without ''Ethnic Spaces" In Southeast Michigan, Barbara W. Kim

Ethnic Studies Review

According to the 2000 census, over 12 million Asian Americans, almost 70 percent of them either immigrants who came to the U.S. after 1970 or their children, comprised an ethnically and socioeconomically diverse population that was more regionally dispersed throughout the U.S. than ever before. (Lai and Arguelles, 2003). Despite these transitions and increasing heterogeneity, discourses about Asian American communities have focused on ethnic enclaves such as Chinatowns, Koreatowns, and Little Saigons where coethnic residents, businesses, services, institutions and organizations exist and interact in urban or suburban physical spaces of the bicoastal United States (Fong, 1994; Li, 1999; Zhou and …

Which Local Governments Cooperate On Public Safety?: Lessons From Michigan, Jered B. Carr, Kelly Leroux

Working Group on Interlocal Services Cooperation

Despite the increased interest in voluntary services cooperation, little is known about the factors that encourage local governments to enter into collaborative services arrangements with each other. This paper addresses this question through an analysis of interlocal contracting arrangements for police and fire services reported by 464 local governments in Michigan. While the contracting of public services is increasing common in local governments across the country, collaborations on police and fire services have proved far more difficult to achieve.
