This report will address the question of income adequacy for Pennsylvania’s older adults using the WOW-GI National Elder Economic Security Standard Index (the Index) methodology. The Index will benchmark basic costs of living for elder households. It will illustrate how costs of living vary geographically and are based on the characteristics of elder households: household size, homeownership or renter, mode of transportation, and health status. The costs are for basic needs of elder households; they are based on market costs and do not assume any subsidies.

Causative Factors Of Crashes Between A Motor Vehicle And The Amish And Old Order Mennonite Horse And Buggy, Cory Anderson

Horse and buggy transportation is spreading as rapidly as its Amish and Old Order Mennonite users are, as are buggy crashes with motor vehicles. This study examines the primary causes of 76 reported horse and buggy crashes in Pennsylvania in 2006. The main crash types identified include a motorist rear-ending a forward-moving buggy, motorist failing to pass a buggy, buggy struck while crossing an intersection, and buggy struck while making a left turn. While causative factors varied for each crash type, major factors include the motorist or buggy driver incorrectly comprehending speed differentials, the motorist acting carelessly around the buggy, …

Linking Learning And Service: Lessons From Service Learning Programs In Pennsylvania, Carl I. Fertman
Service Learning, General
Service is part of most schools. School staff and students participate in car washes, bake sales, dances, read-a-thons, and SK races to raise money for national and local groups and community-based organizations. Other students and teachers provide thousands of hours of more direct service, working at hospitals, providing support services at the Special Olympics, cleaning parks, assisting at shelters and food banks, providing tutoring services, running hotlines, and visiting the elderly. Young people and their teachers can also be found speaking at public hearings, serving on policy boards, and visiting elected officials to talk about the needs of the community.

Evaluating Pooled Evidence From The Reemployment Bonus Experiments, Paul T. Decker, Christopher J. O'Leary
Upjohn Institute Working Papers
Social experiments conducted in Pennsylvania and Washington tested the effect of offering Unemployment Insurance (UI) claimants a cash bonus for rapid reemployment. This paper combines data from the two experiments and uses a consistent framework to evaluate the experiments and determine with greater certainty the extent to which a reemployment bonus can affect economic outcomes. Bonus offers in each of the experiments generated statistically significant but relatively modest reductions in UI receipt. Since the estimated impacts on UI receipt were modest, the reemployment bonuses did not generate the UI savings necessary to pay for administering and paying the bonuses. Hence, …

This testimony describes the results of a study of the Employment Service (ES) conducted by Dr. Jacobson and Prof. Arnold Katz of the University of Pittsburgh using data on over 100,000 individuals who registered with the Pennsylvania ES between 1978 and 1987, and an even larger sample of non-registrants. One major finding is that much of the decline in the ES's performance over the past thirty years can be explained by changes in: funding, characteristics of registrants, and characteristics of job vacancies. Thus, we concluded that criticism of the ES often ignores changes in crucial factors outside of the ES's …
