The report assessing cultural resources for the Dickey/Lincoln School Transmission Project consists of five narrative chapters, a topical bibliography, and five appendices. The scope of work, together with the USDI guidelines for cultural resource survey (included in Appendix E), comprise an attitude and approach toward prehistory which is in accord with the current state of the art, not simply in terms of cultural resource management but also in terms of contemporary standards generally recognized by practitioners of anthropological archaeology.

This report identifies alternative corridors of land within which transmission lines could be routed and details various impacts on the environment which would be associated with introduction of transmission facilities. Many alternative corridor locations were identified (see Figure 1-1). Identification of these alternative transmission corridors was a complex process, since the number of potential corridors capable of connecting the various substations was myriad; the 'least desirable' potential corridors, i.e., those where transmission facilities might have entailed severest impacts on the environment, had to be eliminated from consideration before alternative corridors could be delineated. The U.S. Departments of the Interior and Energy have conducted system planning, location, and environmental studies for the transmission facilities required for the Dickey-Lincoln School Hydroelectric Project. These studies of many alternate routes have resulted in identification of a proposed transmission line route, and an environmental impact statement as required by the National Environmental Policy Act of 1969. This report, one of several covering various topical areas, is published as an appendix to that statement.

Several step-by-step methods for the computer solution systems of coupled second-order ordinary differential equations, are examined from the point of view of efficiency “time-wise” and “storage-wise”. Particular reference is made to a system arising in the close-coupling approximation of the Schroedinger equation. The stability of the solution is also considered.

Single-Element Rotating-Polarizer Ellipsometer For Film-Substrate Systems, A.-R. M. Zaghloul, R. M.A. Azzam

A novel and very simple ellipsometer for the characterization of film-substrate systems that employs one rotating optical element (a polarizer) is proposed. The ellipsometer is based on detecting the angles of incidence at which a film-substrate system has equal amplitude attenuations for light polarized parallel (p) and perpendicular (s) to the plane of incidence. At a certain wavelength, the film thickness of the filmsubstrate system has to lie within permissible-thickness bands (PTB) for the technique to apply.

The prediction of future water quality conditions in and downstream from a proposed impoundment is dependent upon a myriad of physical, chemical and biological phenomena. It is known from limnology (science of lakes) that all physicochemical and biological functions are greatly controlled or influenced by lake hydro-dynamics, lake thermodynamics, and the quality of inflowing water.

This design memorandum presents the results of several studies undertaken to provide an understanding of present and potential future water quality conditions within and downstream from Dickey and Lincoln School Lakes in accordance with the requirements of ETL 1110-2-1402, dated 12 November 1976. Included are an examination of baseline water quality conditions and the findings of qualitative and quantitative predictive analyses performed to evaluate water quality conditions during all phases of the project's lifetime. This document will also serve as a reference for the water quality portions of the project Environmental Impact Statement.

This draft EIS address the impacts of the dams and appurtenant structures. The marketing and transmission of power from Federal projects are the statutory responsibility of the Department of the Interior. Accordingly, they are conducting transmission line studies in the preparation of a draft EIS. The draft EIS for transmission line and marketing is scheduled to be submitted to the Council on Environmental Quality in February 1978. Both drafts will be combined and submitted as a Final Environmental Impact Statement in August 1978.

The Dickey-Lincoln Hydroelectric Dam is a water resources project proposed by the Federal Government (U. S. Army Corps of Engineers). Therefore, in accordance with the National Environmental Policy Act, the Corps of Engineers is required to prepare an environmental impact statement (EIS) on the project. A federal plan or project such as Dickey-Lincoln should take into account its effect upon man's health, safety, welfare and economic well-being, as well as effects upon the surrounding environment. Two dams are proposed on the St. John River in northern Maine: Dickey, a high earth filled dam immediately above the confluence of the Allagash with the St. John, will have an installed generating capacity of 760 MW; and Lincoln School Dam, 11 miles downstream, a capacity of 70 MW. These dams are scheduled for completion during the mid 1980's.
