The prior appropriation doctrine has governed the allocation and use of water in the western United States since the 1850s. The shifting nature of water demand is bringing about changes in the traditional legal system. This conference will consider the fundamental principles of the prior appropriation doctrine together with the important new developments in the law now underway throughout the West.

Wood Of Giant Sequoia: Properties And Unique Characteristics, Douglas D. Piirto

Natural Resources Management and Environmental Sciences

Wood properties of giant sequoia (Sequoia gigantea [Lindl.] Decne.) were compared with those for other coniferous tree species. Wood properties such as specific gravity, various mechanical properties, extractive content, and decay resistance of young-growth giant sequoia are comparable to or more favorable than those of coast redwood (Sequoia sempervirens [D. Don] Endl.). It is recommended that giant sequoia be considered for planting stock in managed production forests to increase future supplies of wood having the characteristics so highly valued in coast redwood and other decay-resistant species

Pollution of the Mediterranean Sea has been an issue of significant political, economic and environmental concern for more than a decade. It has more recently become a regional issue with politically diverse coastal states and a wide variety of international agencies implementing cooperative programs of scientific research, education and training, planning, and treaty drafting. Starting in 1964 there has been a movement to declare the Indian Ocean a "Zone of Peace." In an age when many in the world feel threatened by the potential of nuclear holocaust this is not striking in and of itself. What the Zone of Peace proposal provides is more valuable than the actual resolution. Empirically, it is obvious that nuclear free zones and peace zones have little validity. Historically, the weak have been vanquished by the powerful; their proclaimed neutrality notwithstanding. The objectives of this study were:

1. to determine the areal extent of discharged materials within each of the rivers using the aluminum:silicon ratio as an indicator;

2. to evaluate the benthic invertebrate communities within each of the rivers;

3. to determine whether there are differences in the productivity of the benthic algal and planktonic communities which can be attributed to the discharge of alum sludge in each river;

4. to evaluate the condition of the marsh communities in each river near the filtration plant;

Middle Miocene To Recent Stratigraphy And Paleogeography Of Western Nebraska, James B. Swinehart, Vernon L. Souders, H. M. Degraw, Robert F. Diffendal Jr.

Two generally distinctive suites of sediments occur in western Nebraska, one dominantly volcaniclastic in origin deposited from the Oligocene through Early Miocene, and the other mainly epiclastic in origin deposited from the Middle Miocene through the Holocene. We have combined the epiclastic deposits usually placed in the Hemingford and Ogallala groups into an expanded Ogallala Group and have abandoned the member subdivisions of the Broadwater Formation.

The White River Group traditionally has been divided into three stratigraphic units in western Nebraska, the Chadron, Orella, and Whitney. We also recognize three depositional sequences in the group but these consist of the following stratigraphic intervals (oldest to youngest): 1) the base of the Chadron to the unconformity in the Orella Member; 2) the unconformity to the top of the Whitney; and 3) the Brown Siltstone beds (a new informal unit). We divide the Arikaree into three units; 1) the Gering; 2) Monroe Creek-Harrison formations; and 3) the Upper Harrison beds.
