Watershed Solutions: Collaborative Problem Solving For States And Communities, National Policy Consensus Center

National Policy Consensus Center Publications and Reports

In July 2002, the National Policy Consensus Center (NPCC) hosted a colloquium for people involved in watershed collaborations, academics, and other experts from government and non-profit organizations. Its aim was to identify lessons learned from successful watershed initiatives, and to develop recommendations for governors and other state officials on ways to enhance the use and effectiveness of watershed partnerships. This report is an outgrowth of that conference.

Studies on watershed collaborations are beginning to identify what makes them successful and what some of the barriers are to greater success. For example, contrary to the fears of some observers, successful collaborations …

Pilchards have been the primary target of purse seine fisheries along the south and lower west coasts of WA for nearly 15 years. Western Australia’s pilchard population consists of separate west coast and south coast breeding stocks. The adult pilchards in the south coast stock can, in turn, be further divided into three separate assemblages. These adult assemblages correspond to the purse seine fisheries at Albany, Bremer Bay and Esperance. However, while the separateness of the adult assemblages is well established, the status of the juveniles within the context of these adult groups is not understood. For example, the habitats …

Sediment deprivation from dam installments contributes to beach erosion yet the underlying physical and economic factors linking them together have traditionally been isolated during regional planning. In order to gain a better understanding of the behavior of a managed beach system, a dynamic simulation model was developed incorporating physical and monetary factors influencing the amount of available beach sand. The Santa Barbara littoral cell was chosen as a case study to evaluate the feasibility of beach preservation goals under scenarios in which annual sand replenishment funding, sand prices, or sediment recovery from behind dams were limiting factors to available beach …

The North American Great Plains have experienced a rapid overturning of natural grasslands to agricultural land use over the last century. Moreover, in some areas more than 80% of the land use has changed from dry land to irrigated agriculture during the second half of the twentieth century. It is speculated that these changes have modified near-surface atmospheric condition and our modeling study seems to support this. To identify changes in land surface- atmospheric modifications we have applied a soil moistureenergy balance model at three locations in Nebraska: Mead, York, and McCook. Relationships among macrohabitat and depredation of northern bobwhite (Colinus virginianus) nests are poorly understood. Yet, macrohabitat composition may influence the nest predator community and, therefore, the vulnerability of northern bobwhite nests to depredation. We determined if macrohabitat composition surrounding bobwhite nests influenced nest placement, nest success, and which predators were responsible for depredating nests. We characterized macrohabitats at 2 scales, 8 and 16 ha, by surrounding both bobwhite nests, and an equal number of random locations, with a circular buffer. Random points were placed within the area used by bobwhites on our study area. We then determined the …

This report presents the data from the 2000 season and compares the results with previous records. Although the 2000 marron season was relatively successful compared to the 1999 season it was still modest in terms of the historical records. Further, the recreational marron fishery continues to be declining in terms of catch rate, CPUE and other indicators derived from four data sources. The discussion highlights the variable nature of marron populations and the possible causes of the very different population structures of marron within the fishery. Further, possible reasons for the long-term decline of the marron fishery are discussed. It …

The policies of the environment-based education movement are benefiting teachers and students participating in several model programs operating in the United States. Place-centered learning enhances the interdisciplinary practice of Essential Academic Learning Requirements, and actively engages students in local issues. The study of cultural landscapes encourages a sense of place within the Lower Columbia River Gorge, and fosters student connections with the Dalles Mountain Ranch. Policy recommendations are made for environment-based learning in Washington State's public schools. This report presents the results of striped bass (Marone saxatilis) tagging and monitoring activities in Virginia during the penod 1 September 2000 through 31 October 2001. It includes an assessment of the biological characteristics of striped bass taken from the 2001 spring spawning run, estimates of annual survtval based on annual spring tagging, and the results of the fall 2000 directed mortality study that is cooperative with the Maryland Department of Natural Resources. Describes an analysis of flood runoff volumes from 16 small, gauged catchments in the agricultural areas of south western Australia. It also describes methods for estimating flood runoff volumes from ungauged catchments. The independent variables found to be statistically significant in explaining the variability in flood runoff volumes from the gauged catchments were catchment area, mean annual rainfall and the percentage of the catchment that was cleared. No soil factor was found to be significant.
