Challenges For The New West: Economic Impacts Of Wilderness In Nevada's Rural Counties, Lesley Regina Argo

Public lands designated as part of the National Wilderness Preservation System are removed from multiple-use management for protection of their natural condition. Opponents argue that "locking up" the natural resources on these lands through designation will undermine the rural economies in the west that are dependent upon extractive industries such as mining and logging. Proponents argue that the "Old West" reliance on extractive industries is declining and, in the "New West", wilderness promotes economic development in rural communities by preserving the amenity values that draw population and employment to the region. This study was conducted by the Margaret Chase Smith Center for Public Policy (MCSC) of the University of Maine at the request of the Maine Legislature’s Commission to Study Equity in the Distribution of Gas Tax Revenues Attributable to Snowmobiles, All-Terrain Vehicles and Watercraft. The Commission was created by the Legislature with a charge to collect and analyze information to determine an equitable distribution of gas tax revenues used in the enforcement and enhancement of programs supporting off-road vehicle use in Maine. A survey of recreational boat-based and shore-based fishing in the Peel-Harvey Estuary was conducted between August 1998 and July 1999. During the survey 1,996 interviews were conducted at boat ramps. Of these, 1,136 boats had been crabbing and 136 angling in the estuary (43 were both crabbing and angling). In addition to the interviews at boat ramps, 909 shore-based fishing parties were interviewed.

The survey estimated the total annual boat-based recreational fishing effort as 126,000 fisher days, with 88% of this effort targeting blue swimmer crabs. The total annual shore-based recreational fishing effort was estimated to be 191,000 fisher days, …

Both Oncorhynchus mykiss (rainbow trout) and Salmo trutta (brown trout) have a long history of translocation and culture and a wide knowledge base exists. O.mykiss is being considered as a candidate for inland aquaculture in the salinity affected areas of southern Western Australia and this review aims, in part, at providing relevant information to those considering a trout-framing venture in Western Australia. Both species of trout can survive a wide range of environmental conditions, including temperature, salinity, pH, dissolved oxygen and ammonia, with O.mykiss having a higher temperature tolerance than S.trutta. The goals of this study were to locate, classify, and enumerate the existing jurisdictional dunes and dune fields within the eight localities listed in the Act. These include the counties of Accomack, Lancaster, Mathews, Northampton, and Northumberland and the cities of Hampton, Norfolk, and Virginia Beach. Only Chesapeake Bay and river sites are considered in this study.

In the relatively short history of this State since European settlement, some 1155 exotic plant species have established as weeds in our diverse and generally fragile ecosystems. The Atlantic States Marine Fisheries Commission (ASMFC) adopted the Interstate Fishery Management Plan for American Eel (FMP) in November 1999. The Plan focuses on increasing the states’ efforts to collect data on the resource and the fishery it supports through fishery dependent and independent studies. The International Organization of Standardization (ISO) has created a series of voluntary standards (ISO 14000) which promote waste reduction and improve businesses’ environmental management. ISO 14001 is the Environmental Management System portion of ISO 14000 requiring employee awareness and involvement. The Robert Bosch Corporation is undergoing ISO 14001 certification.

In this study, a 23-question survey was used to evaluate Bosch employees’ awareness of ISO 14000 and their support of a waste reduction program at four plants (Johnson City, TN; Sumter, South Carolina; Ashland, Ohio; and South Bend, Indiana). Relationships between indigenous Americans and non-indigenous settlers of the western United States were determined in great part by the presence or absence of natural resources for which the groups competed. This paper is a study of the shifting patterns of inter-ethnic relations and governmental policies towards Indians and resources in Washington and Oregon from the 1850s to the present. We explore the connections between natural resource endowments on aboriginal lands, beliefs about indigenous peoples, and changing governmental policies affecting indigenous American communities in the two states.
