This thesis traces the development of laws governing limitation of shipowner liability to cargo owners from the Harter Act to the Hague Rules and the Carriage of Goods by Sea Act (COGSA). The inadequacy of the $500 per package limitation of liability as protection to shippers is illustrated through the use of case studies by comparing the application of this provision to break-bulk shipments when COGSA was first passed to its application today in the age of containerization. The efforts of the major maritime nations to revise the Hague Rules/COGSA system in the Visby Amendments are examined and compared to …

The concept of harnessing the tides for energy is receiving renewed attention in the maritime provinces of Canada and northeastern United States where a scarcity of indigenous energy resources exists. While proposals for several small tidal power facilities are being considered in Maine, in Canada, Nova Scotia officials are moving ahead with plans for a major tidal power project (4,028 MW) in the Minas Basin in the Bay of Fundy. The New England fishing industry is presented in detail including an historical review, a discussion of current difficulties, and an examination of the public policy dilemma between resource conservation and industry promotion. Continuing efforts to revitalize the United States fishing industry are discussed and underlying problems that have had a negative impact upon the New England industry are outlined. Finally, an alternative public policy approach is developed which addresses fundamental difficulties in the new England region. The striped bass (Morone saxatilis), or rockfish, fishery has been important both commercially and recreationally for decades along the Atlantic seaboard. In recent years, though, the fishery has undergone a serious decline and, as a result, has elicited considerable public concern. Although specific reasons for the decline have not been pinpointed, it is clear that inconsistent management practices within the range of striped bass have done little to help the fishery's condition. Herbicides affect not only the weeds present in a crop, but also the crop itself. In the absence of weeds, both positive and negative responses to herbicides have been reported in the literature. The negative responses are the most important, especially if yield is decreased below the economic threshold for herbicide use. Factors which are important in determining the level of crop response to a herbicide include the crop species and variety, the timing of the herbicide, the rate of herbicide and the environmental conditions under which the crop is growing.

This report examines the residual value of lupins and several other species grown at ECRS in 1984 on the yield of wheat in 1985 (85 C 25). 85 C 46 examined the residual effect of several lupin species and varieties grown under different nutritional treatments in 1984 at two sites differing in rainfall on wheat yields in 1985. 85 C 47 examines the interaction between levels of applied potassium and deep cultivation (ripping) on the yield of wheat at a low K, dry site.

Deepened isotherms associated with El Niño resulted in severe nutrient limitation and very low kelp productivity during the last half of 1983. Frond growth rates were so low that terminal blades formed before reaching the surface, eliminating the canopy. Frond initiation rates were also extremely low, resulting in significant reductions in mean plant size. Plants growing above 10m were more severely affected than plants at 20m. Nutrient pulses associated with internal waves are thus critical for survival of Macrocystis pyrifera in nutritionally marginal habitats in Southern California.

Cluster analyses of seasonal (spring and fall) National Marine Fisheries Service Groundfish Survey bottom trawl catches on the Middle Atlantic Bight continental shelf revealed consistent species associations and faunal zones over a nine year period during. Boundaries between faunal zones tended to follow isotherms on the inner portions of the shelf and isobaths along the outer shelf. During the late winter/early spring, four faunal zones were identified: a northern inner and middle shelf zone extending from Cape Cod southward to about Delaware Bay, a northern middle and outer shelf zone offshore of the first zone, a southern middle and outer …

Fluxes between the sediments and overlying water of ammonium, nitrate, total phosphorus, ortho phosphorus, and dissolved oxygen have been measured in the tidal James and Appomattox Rivers, Va. A total of 68 nutrient flux measures, 203 oxygen flux measures, and 18 control measures were collected in the summer months, 1983 and 1984.

Ammonium is predominantly released from the sediments at a mean rate of 9.82 mg/m /hr. Nitrate is predominantly taken up by the sediments at a mean rate of 1.53 mg/m /hr. Total phosphorus is taken up by the sediments at a mean rate of 1.67 mg/m /hr. Ortho …

The Florida Department of Environmental Regulation has established detailed dissolved oxygen standards for the various classes of surface water in the state. The results of this study and a review of the literature reveal that many natural humic-colored aquatic systems (usually Class III waters) rarely meet the established 5 mg/L criteria. We believe, based on our studies, that these conditions are natural and do not result from organic pollution. In view of this, we believe a review of the current DER Standard, for humic-colored waters only, is in order.

Changes in benthic fauna were monitored following excavation of an offshore borrow area in the vicinity of Fort Pierce Inlet, Florida. Sampling stations were established along 2 transects located in the borrow area, 1 control transect north of the borrow area, and 1 control transect south of the borrow area. Results suggest that relatively larger reductions in abundance, but not number of species, of the benthic fauna occurred in the borrow area following dredging as compared with the controls. Therefore the decrease observed appears greater than can be accounted for on the basis of seasonal changes alone. Both parameters returned …

Three genera are recognized in the family Potamotrygonidae of neotropical freshwater stingrays: Potamotrygon, Paratrygon, and Plesiotrygon, the latter being described as a new genus. Potamotrygon is polytypic, and both Paratrygon and Plesiotrygon are monotypic, as far as known. The family name Potamotrygonidae has priority over Paratrygonidae Gill. Nineteen previously described species of Potamotrygonidae are recognized: Paratrygon aiereba, Potamotrygon brachyura, P. castexi, P. constellata, P. dumerilii, P. falkneri, P. henlei, P. histrix, P. humerosa, P. leopoldi, P. magdalenae, P. motoro, P. ocellata, P. orbignyi, P. schroederi, P. schuemacheri, P. scobina, P. signata, and P. yepezi. Microbial Manganese Reduction By Enrichment Cultures From Coastal Marine Sediments, David J. Burdige, Kenneth H. Nealson

Manganese reduction was catalyzed by enrichment cultures of anaerobic bacteria obtained from coastal marine sediments. In the absence of oxygen, these enrichment cultures reduced manganates when grown on either lactate, succinate, or acetate in both sulfate-free and sulfate-containing artificial seawaters. Sodium azide as well as oxygen completely inhibited microbial manganese reduction by these enrichment cultures, whereas molybdate had no effect on them. The addition of nitrate to the medium slightly decreased the rate of Mn2+ production by these enrichment cultures. An energetics model was constructed as an alternative method to length frequency analysis for the estimation of growth for juvenile silver perch, Bairdiella chrysoura. The model approach was adopted since estimation of juvenile estuarine fish growth by only collecting length or weight frequency data is difficult due to the large bodies of water and variety of microhabitats that must be regularly sampled over short time intervals. Field and laboratory data was included in analysis of model compartments for growth, metabolism, food intake and energy loss in waste products.
