Is it possible to provide adequate protection for the Georges Bank ecosystem as oil and gas exploration begins? The fishing industry and environmentalists say "no," but it is the resource managers who are faced with the task of predicting, assessing and mitigating impacts of development while at the same time managing resources and protecting fishery habitats. Much of this responsibility falls within NOAA; however, legislative mandates and agency responsibilities and goals mean that several other federal agencies are involved as well. The United States has embarked upon a new era of commercial fisheries management and development with the enactment of the Fishery Conservation and Management Act of 1976 (FCMA). The primary objectives of the FCMA are "to take immediate action to conserve and manage the fishery resources found off the coasts of the U.S." and "to encourage the development of fisheries which are currently underutilized...by the U.S. fishing industry...." Many social, economic and regulatory changes have been occurring in the New England fishing industry over the past few years. These changes demand responses from the individual industry participants. The purpose of this paper is to look at the feasibility of processing onboard the F/V Friesland, as an individual response, in an effort to increase the ex-vessel price of fish resulting in the maintenance of a gross stock and a life style. The first step in redeveloping the Nova Scotia fishery is the restructuring and rebuilding of the various Nova Scotia commercial fishing fleets. In this paper, the evolution of the Nova Scotia fishery and fleets is outlined as background for discussion of concerns, issues, and conflicts of the various participants involved in determining the future structureand composition of the Nova Scotia fleet mix. It is concluded that whatsoever the structure and composition of the fleet, there remains the need to protect a critical balance among the various sectors of the Nova Scotia fishery.

New information concerning respiratory metabolic rates of juvenile mosquitofish (i = 915 mg 02 kg-1 h-1 at 20° C) was applied to existing data on mosquitofish respiration and combined with findings on growth and food consumption rates to determine percentages of net ingested energy used for growth and respiration over a 10- 35° C temperature range. The energy percentage used by mosquitofish for respiration was minimized at 25-30° C while that used for growth (= food conversion efficiency) was maximized at the same temperature. Larvae of Squilla empusa were collected from the plankton and were laboratory-reared in 16 combinations of temperature and salinity to determine their tolerances. Larvae survived longer and molted more frequently when reared at 25%, and 20° or 25° C, which corresponds to the natural conditions of Chesapeake Bay when the larvae were collected.
A 2 year planktonic survey conducted in the lower region of the bay by the Virginia Institute of Marine Sciences was compared with a survey made at the bay mouth in 1976. The seasonal occurrence of Squilla empusa larvae extended from the last week of July until …

Chlorophyll gradient maps of large ocean areas were generated from U-2/OCS data obtained over test sites in the Pacific and the Atlantic Oceans. The delineation of oceanic features using the upward radiant intensity relies on an analysis method which presupposes that radiation backscattered from the atmosphere and the ocean surface can be properly modeled by using a measurement made at 778 nm. The calculation of atmospheric radiance was performed by using a method developed by J.V. Dave. An estimation of the chlorophyll concentration is performed by properly ratioing radiances measured at 472 and 548 nm after removing the atmospheric effects. …

Influence of planting system on surface soil, physical conditions and soil water relations. The availability of soil water for crop use can this way be influenced by planting system. Various aspects of soil water relations were examined in varying detail at three sites - Wongan Hills, Avondale and Merredin, over the 1979 and 1980 growing seasons. The Elizabeth River Surface Circulation Atlas is a compendium of maps which detail the surface circulation throughout the main branch of the Elizabeth River, in the port of Hampton Roads, Virginia. Data for the Atlas maps were obtained directly from field experiments using Remote Sensing and dye-emitting low-windage surface drogues. The maps show surface Lagrangian trajectories under various combinations of wind and tide. The Atlas is not intended to duplicate NOAA tidal current tables, but rather to supplement the tables with empirical trajectory data at increased spatial resolution.
