Managing Population-Environment Systems: Problems Of Institutional Design, Geoffrey Mcnicoll

Poverty, Gender, and Youth

In population–environment systems human activity is inherently part of the system rather than something to be minimized in order to maintain or restore “natural” environmental conditions. Issues arising in managing such systems are discussed in this paper. The system’s boundaries must be identified, defining its human participants and its ecological content. Procedures for monitoring demographic and environmental change in the system must be set up and consensus must be reached on how to evaluate that change.

Despite its location in Northwest Arkansas, the Arkansas Water Resources Center (AWRC) is active state-wide. This fact is underscored by the focus of the Center’s session on "Water Resource Issues in the Arkansas Delta" during its recent joint Conference. Water issues in the Delta include declining water tables, salt water intrusion, and water quality (especially suspended sediment, nitrate and pesticides). Presented papers focused on best management practices for cotton production, economics of on-farm reservoirs, chloride content of irrigation water, and landowner education. The GLEFC was asked by the United States Environmental Protection Agency’s (USEPA) Region 5 brownfields staff to provide an assessment of the viability and implementation of the Brownfields Cleanup Revolving Loan Fund (BCRLF) by the 12 pilot award recipients in the Region. The purpose of this report is to evaluate the administrative performance of the BCRLF at the 6-state regional level. It should be stressed that this is not an evaluation of the performance of individual pilots. Incentives To Settle Under Joint And Several Liability: An Empirical Analysis Of Superfund Litigation, Howard F. Chang, Hilary Sigman

Congress may soon restrict joint and several liability for cleanup of contaminated sites under Superfund. We explore whether this change would discourage settlements and is therefore likely to increase the program 's already high litigation costs per site. Recent theoretical research by Kornhauser and Revesz finds that joint and several liability may either encourage or discourage settlement, depending on the correlation of outcomes at trial across defendants. We extend their two-defendant model to a richer framework with N defendants. This extension allows us to test the theoretical model empirically using data on Superfund litigation. Designing Electronic Casebooks That Talk Back: The Cato Program, Kevin D. Ashley

Electronic casebooks offer important benefits of flexibility in control of presentation, connectivity, and interactivity. These additional degrees of freedom, however, also threaten to overwhelm students. If casebook authors and instructors are to achieve their pedagogical goals, they will need new methods for guiding students. This paper presents three such methods developed in an intelligent tutoring environment for engaging students in legal role-playing, making abstract concepts explicit and manipulable, and supporting pedagogical dialogues. This environment is built around a program known as CATO, which employs artificial intelligence techniques to teach first-year law students how to make basic legal arguments with cases. …

Predicting Milk And Soft Drink Consumption Among Female Adolescents Using The Theory Of Planned Behavior, Nada Osman Kassem

A total of 756 female adolescents, aged 13 to 18 years, from five public high schools in Antelope Valley Union High School District located in North Los Angeles County participated in this study between February 1999 and March 1999. The ethnic composition was 53.3% White/Anglo Americans, 19.3% Hispanics or Latinos and 10.2% Black/African Americans. The constructs of the Theory of Planned Behavior (attitude, subjective norm, and perceived behavioral control and their underlying beliefs) were assessed to determine the predictors of low-fat milk and regular soda consumption. A cross-sectional design with group-administered questionnaires was utilized.

Virginia Commonwealth University's My Library project (circa 1998-1999) has chosen "ease of use" as its primary design criteria. The development of this tool using Perl scripting is described, and reports derived from usage logs are analyzed here. My Library tends to appeal a great deal to a small number of users as a personal tool. Librarians have found it popular as a class teaching tool, with pages designed for specific classes in library instruction receiving the heaviest use.

In fisheries management circles, there is growing realization that traditional ways of managing marine resources are not working and that new approaches to management need to be tried. One of the most promising of these new approaches is co-management, where authority for managing fish stocks is shared between the industry and government agencies. This paper discusses the implementation of the new co-management system, which was initiated in the Maine lobster industry in 1995. By discussing the problems of beach erosion and sand movement at Wells and Saco, Maine, Joseph Kelley and Walter Anderson demonstrate how single-minded, engineering approaches to complex, interdisciplinary coastal issues can create bigger problems than previously existed. As Kelley and Anderson explain, at both Wells and Camp Ellis, the Army Corps of Engineers was brought in to construct a harbor at no local cost to the community. This was accomplished by constructing jetties, and the result has been a persistent and serious problem of beach erosion. This past year the Maine Department of Marine Resources sponsored a unique series of meetings involving fishermen, academic and government scientists, and fishery managers. The goal was to define a shared research agenda for Maine’s marine fisheries. Robin Alden and Linda Mercer summarize the results of these meetings. In doing so they address the question: “What do we need to know to properly manage Maine's major marine resources?” Alden and Mercer also conclude that the collaborative process these meetings helped to establish is one of the keys to the successful management of Maine’s marine resources.

We recently reported that the ubiquitous, secreted protein clusterin has chaperone activity in vitro [Humphreys et al. (1999) J. Biol. Chem. 274, 6875−6881]. In this study, we demonstrate that clusterin (i) inhibits stress-induced precipitation of a very broad range of structurally divergent protein substrates, (ii) binds irreversibly via an ATP-independent mechanism to stressed proteins to form solubilized high molecular weight complexes, (iii) lacks detectable ATPase activity, (iv) when acting alone, does not effect refolding of stressed proteins in vitro, and (v) stabilizes stressed proteins in a state competent for refolding by heat shock protein 70 (HSP70). Specification tests for conditional heteroskedasticity that are derived under the assumption that the density of the innovation is Gaussian may not be powerful in light of the recent empirical results that the density is not Gaussian. We obtain specification tests for conditional heteroskedasticity under the assumption that the innovation density is a member of a general family of densities. Our test statistics maximize asymptotic local power and weighted average power criteria for the general family of densities. We establish both first-order and second-order theory for our procedures. Simulations indicate that asymptotic power gains are achievable in finite samples.

Several important classes of normal logic programs, including the classes of acyclic, acceptable, and locally hierarchical programs, have the property that every program in the class has a unique two-valued supported model. In this paper, we call such classes unique supported model classes. We analyse and characterize these classes by means of operators on three-valued logics. Our studies will motivate the definition of a larger unique supported model class which we call the class of Phi-accessible programs. This paper presents a new recursive Bayesian learning approach for transformation parameter estimation in speaker adaptation. Our goal is to incrementally transform (or adapt) the entire set of HMM parameters for a new speaker or new acoustic enviroment from a small amount of adaptation data. By establishing a clustering tree of HMM Gaussian mixture components, the finest affine transformation parameters for individual HMM Gaussian mixture components can be dynamically searched. The on-line Bayesian learning technique proposed in our recent work is used for recursive maximum a posteriori estimation of affine transformation parameters. Summary and Conclusions

A procedure to estimate probabilities of the occurrence of severe convective storms within local areas has been described. Probabilities were based on a simulated climatology and the relative frequency of severe convective events when a selected site was contained within an operational Outlook or Watch. Combined data from five local areas were used to develop a general model for local probabilities within the central and northern Plains region. Attachment of probabilities to specific products placed values within a framework familiar to both forecasters and "end-users." However, the literature shows little direct evidence of a positive relationship between information technology investment and subsequent productivity benefits.
