The rationale behind implementing new information technologies is often to gain productivity improvements associated with the substitution of machinery for labor. However, the literature shows little direct evidence of a positive relationship between information technology investment and subsequent productivity benefits. This thesis reports on the examination into the productivity implications of implementing speech recognition software in a text processing environment. More specifically, research was conducted to compare text processing speeds and error rates using speech recognition software versus the keyboard and mouse. This paper discusses three kinds of metadata and how they are used in the Energy & Environmental Information Resources Center (EE-IR Center), a digital special library of text, numeric, and geospatial data, located in Lafayette, Louisiana. These metadata are Dublin Core (DC), MARC21 (formerly USMARC), and Federal Geographic Data Committee (FGDC) metadata.
The EE-IR Center was formed as a partnership between the National Wetlands Research Center (NWRC) of the U.S. Geological Survey and the Center for Advanced Computer Studies of the University of Southwestern Louisiana (CACS/USL). In the coming era of segment-of-one marketing, decisions about business transactions will be quite intricate, so that customer treatments can be highly individualized, reflecting customer preferences, targeted business objectives, etc. This paper describes a paradigm called “decision flows” for specifying a form of incremental decision-making that can combine a myriad of diverse business factors and be executed in near-realtime. Starting with initial input, a decision flow will iteratively gather and derive additional information until a conclusion is reached. Decision flows can be specified in a rules-based manner that generalizes so-called “business rules” but provides more structure than traditional expert systems. …

Community-based organizations (CBOs) today seek improved capacity to address environmental problems in urban neighbourhoods. Many seek access to information technologies such as the Internet and Geographic Information Systems (GIS) to expand information about their neighbourhood's environmental quality to support their planning and service efforts. Experience with the Internet has been bolstered somewhat by programmes to create community networks. This experience and experience with GIS in planning at the municipal and state levels reveals a set of technical, organizational and personal prerequisites that bolster successful and effective adoption of information technologies. Level Adjusted Exponential Smoothing: A Method For Judgmentally Adjusting Exponential Smoothing Models For Planned Discontinuities, Dan Williams, Don Miller

Forecasters often make judgmental adjustments to exponential smoothing forecasts to account for the effects of a future planned change. While this approach may produce sound initial forecasts, it can result in diminished accuracy for forecast updates. A proposed technique lets the forecaster include policy change adjustments within an exponential smoothing model. For 20 real data series representing Virginia Medicaid expenses, initial forecasts and forecast updates are developed using the proposed technique and several alternatives, and they are updated through various simulated level shifts. The objective of this study was the research of novel and inexpensive sources of polysaccharides degrading enzymes such as amylases and glucanases from local plants in order to justify their biotechnological applications. The isolation of two l3-amylases and an endo-1,3-ß-D-glucanase was reached using common protein purification methods such as buffer extraction, ammonium sulfate fractionation, ionexchange and gel filtration chromatographies. The methods used were simple and easily reproducible, suggesting the possibilfty of large-scale production. ln the crude extract of Curculigo pilosa tuber, only ß-amylase was detected as starch degrading enzyme and its activity was approximately 282 Uig of fresh material.
