Legacy per- and polyfluoroalkyl substances (PFASs) exist in the form of aqueous film-forming foams within hangar fire suppression systems throughout the country, posing a threat to both surrounding environments as well as local populations. The United States (US) Department of Defense (DoD), in conjunction with the US Environmental Protection Agency (EPA), is investigating best practices to flush out existing contaminants prior to disposal and replacement with a less environmentally harmful replacement. The rotation and vibration spectral properties including frequencies and intensities for highly concentrated molecules present in wildland and artificial fires have been studied. These properties were used to determine absorption and its effect in a link budget analysis. Absorption in link budget analyses is commonly accounted for via line-by-line methodology aided by HITRAN documented intensities. Limited, if any, customization of spectral properties is available with HITRAN and other spectral databases. Ab initio calculations with different atomic basis sets were employed to obtain structures, dipole moments, rotational-vibrational frequencies and intensities, as well as various coupling parameters. Two beam coupling (TBC) is a coherent interaction in which energy is transferred from one laser beam to another and has promising applications in real-time holography and coherent beam combing. We have recently shown efficient degenerate frequency TBC for counter-propagation geometries in isotropic two-photon absorbing media pumped with a nanosecond pulsed laser. When an interference pattern is generated in this media, single and two photon absorption initiates a population redistribution resulting in a holographic grating with the same modulation period and phase initially. The Air Force employs ejection seats in its high-performance aircraft. While these systems are intended to ensure aircrew safety, the ejection process subjects the aircrew to potentially injurious forces. System validation includes evaluation of forces against a standard which is linked to the probability of injury. The Muti-Axial Neck Injury Criteria (MANIC) was developed to account for forces in all six degrees of freedom. The purpose of this research is to analyze and compare global precipitation data from the Climate Forecast System Version 2 (CFSv2) with the Precipitation Estimation from Remotely Sensed Information using Artificial Neural Networks (PERSIANN)-Climate Data Record (CDR) to improve long term precipitation forecasting. The CFSv2 has a 0.5-degree resolution which will provide model data for precipitation forecasts. The PERSIANN-CDR is a satellite derived daily 0.25-degree dataset with 37 years of global precipitation coverage 60 N to 60 S. The 0-to-10, 15-to-25, 55-to-65, and 80-to-90 day forecast time frames will then be analyzed for accuracy, and a quantile mapping (QM) technique …

This research examines the viability of event-based vision (neuromorphic) sensors for future use on satellites. Outputting single pixel events only when a change in intensity is detected, event-based vision sensors offer a potential low power, low latency, high temporal resolution, and high dynamic range solution as compared to traditional CCD or CMOS camera technology. The commercial off-the-shelf DVS240C sensor, is analyzed to determine if operability is affected by launch conditions and the low Earth space environment through vacuum, thermal vacuum, and vibration tests. Female retention rates in the US military have been considerably lower than that of their male counterparts for numerous years. In the Air Force, women represent 14 percent of officer ranks from O-5 level and above. Comparatively, the overall rate of women officers in service is 20 percent. This research explores the implementation of a "medium fidelity" radar simulation using the Entity-Component-System (ECS) architecture. The radar implemented mimics the fundamental characteristics of entities in the open-source Mixed Reality Simulation Platform (MIXR) project, supporting real-time interaction. Previous research has shown the potential benefits of using an ECS-based architecture to support improved execution performance relative to Object-Oriented Programming (OOP) approaches, thus improved real-time interaction requirements. Traditional search algorithms struggle when applied to complex multi-action turn-based games. The introduction of hidden information further increases domain complexity. The Monte-Carlo Tree Search (MCTS) algorithm has previously been applied to multi-action turn-based games, but not multi-action turn-based games with hidden information. The Department of Defense and U.S. Air Force are attempting to analyze war scenarios to aid the decision-making process; fog modeling improves realism in these wargame scenarios. The first article "Navigating an Enemy Contested Area with a Parallel Search Algorithm" [1] investigates a parallel algorithm's speedup, compared to the sequential implementation, with varying map configurations in a tile-based wargame. The Air Force contracts a variety of positions, from Information Technology to maintenance services. There is currently no automated way to verify that quotes for services are reasonably priced. Small training data sets and word sense ambiguity are challenges that such a tool would encounter, and additional semantic information could help. This thesis hypothesizes that leveraging a semantic network could improve text-based classification. This thesis uses information from ConceptNet to augment a Naive Bayes Classifier. One of the fundamental problems of robotics and navigation is the estimation of relative pose of an external object with respect to the observer. A common method for computing the relative pose is the Iterative Closest Point (ICP) algorithm, where a reference point cloud of a known object is registered against a sensed point cloud to determine relative pose. To use this computed pose information in down-stream processing algorithms, it is necessary to estimate the uncertainty of the ICP output, typically represented as a covariance matrix. Air Force weather squadrons issue a warning when lightning activity is observed within 5 nautical miles (NM) of protected areas. Upon receiving this warning, personnel outdoors are expected to pause work and move inside. Studies sponsored by the 45th Weather Squadron (45 WS) have concluded that the 5 NM warning radius can be safely reduced for well-developed storms. In today's rainfed agricultural regions farmers reliably produce marketable yields without the need for irrigation technology or specific planting policies. However, climate change is expected to challenge global food security. As a result, farmers might seek adaptation strategies. This research investigates the spatiotemporal suitability of blended policy-structural adaptations to reduce yield losses in Greene County, Ohio. A crop-water model is used to calibrate and generate field-scale yield predictions. The resultant framework holds the potential to inform farmer and county-level decision making under future climate uncertainty, and it illustrates the tradeoffs between adaptation cost and yield security.

The purpose of this research is to improve the Business Case Analysis (BCA) process in the context of pollution prevention. The research will inform guidance, training, and policy recommendations. Using grounded theory methods allowed us to gather qualitative data directly from participants actively involved in pollution prevention projects. In addition to answering several research questions, the results of the research informed the design of a tool to help government and contractor personnel agree on what constitutes a high-quality BCA. This research has implications for DoD decision making and future studies in environmental cost analysis.

Accounting of energy-related GHG emissions in the water sector have largely been conducted at single utilities or cities and rarely at a regional or country scale. In this study, we assess the carbon footprints of operational energy use for 76 wastewater utilities and 64 water utilities across the United States. Additionally, we investigate water-related GHG emissions at a sub-annual scale through three case cities to understand how GHG emissions change at the monthly scale. One of the first fabricated metasurface optical devices, the in-plane V-antenna lenses, were plagued by a fundamental transmission limit (<25 >). Two distinct sets of Out-of-Plane phase elements were designed with improved transmission (~60 ). These were fabricated as beamsteerers and characterized in terms of their Bidirectional Transmittance Distribution Function measured as a function of scatter angle. Experimental data from the beamsteerers was analyzed via simulations using a finite element method (FEM). The measurements showed the designed beamsteering, but also a strong zero-order diffraction not present in the simulations, which motivated this study to understand what was causing these differences. …

Climate variability is an external and stochastic factor that causes energy demand uncertainty. Energy managers can use climate-based models to understand future trends of energy demand and to adjust operations, policy, and budgets accordingly. Accidents involving nuclear weapons, such as the Boeing Michigan Aeronautical Research Center (BOMARC) accident in 1960, always pose a significant risk of allowing particles composed of nuclear materials to enter the environment. These particles often differ in characteristics and can be of greatly varying sizes. Gamma ray analysis was conducted on the soil sample and radioisotopes within the sample were identified. Two non-destructive methods for locating actinide bearing particles within the sample were testing, resulting in 70 actinide bearing particles ranging from 1-34 microns being identified. These 70 particles underwent both morphological and elemental characterization, indicating uranium and other elements.

The Air Force Sustainment Center assisted by the Data Analytics Resource Team and the Defense Logistics Agency collected four million contracts onto one of the Air Force Research Laboratory’s high power computers. This thesis focuses on the effort to determine if parts are available through those contracts. Some information is extracted using machine learning in combination with natural language processing. Where machine learning methods are unsuccessful or inappropriate, text mining techniques, such as pattern recognition and rules, are used. The goal of this work was to analyze 24-hour back trajectory performance from a global, low-resolution weather model compared to a high-resolution limited area weather model in particular meteorological regimes, or flow patterns using K-means clustering, an unsupervised machine learning technique. The duration of this study was from 2015-2019 for the contiguous United States (CONUS). Three different machine learning algorithms were tested to study the utility of these methods improving the performance of the CFS relative to the performance of the RAP.
