This report is published to provide coastal engineers with a description of beach erosion and accretion at Virginia Beach, Virginia, including the effect of continuing beach replenishment, and the apparent unimportance of land use in determining erosion. This report also provides bench-mark data on coastal processes at the shore north of the CERC Field Research Facility at Duck, North Carolina. The work was carried out under the beach evaluation program of the U.S. Army Coastal Engineering Research Center (CERC).

Commercial plankton were monitored in the vicinity of Florida Power Corporation's Ancolote power plant from January through December, 1976 in order to assess the entrainment potential for ichthyoplankton and planktonic stages of commercially important invertebrates and to estimate the annual standing crop of these organisms.

The purpose of this report is to present commercial plankton data collected at anclote from January through December of 1976. Additional data gathered by Florida Power Corporation and the University of South Florida during 1975 is also discussed. The affect of the Anclote Power Station on the plankton community was evaluated by (1) determining differences among stations, (2) comparing results from the post-operational plankton monitoring program, 93) examining any major changes in seasonal cycles from those expected of plankton communities in shallow-water, subtropical estuaries and (4) determining the frequency of occurrence and extent of temperatures known to adversely affect the copepods Acartia tonsa and Oithona spp.

As part of the National Pollutant Discharge Elimination System the U.S. Environmental Protection Agency has required that Florida Power Corporation (FPC) demonstrate that .operation of the Anclote Power Station does not adversely affect the aquatic community of the Anclote River and Anchorage. In response to this requirement FPC initiated the Anclote Post-operational Ecological Monitoring Program and contracted with Westinghouse Environmental Systems Department to conduct the plankton monitoring portion of the program.

Wachapreague Inlet, a large downdrift offset inlet in the barrier island complex of the mid-Atlantic coast (Delmarva peninsula), was studied during the period 1971-1974. The inlet channel width is bout 500 m and the throat cross-sectional is about 4,500 m2 • The inlet channel is about 3 km in length, approximately one-half of which is within the well-developed horseshoe shaped ebb delta complex. The maximum channel depth is 20 rn which occurs at the throat. It is widely recognized that suspended and dissolved solids in lakes, rivers, streams, and reservoirs affect water quality. In this report the research needs appropriate to setting freshwater quality criteria or standards for suspeneded solids (not including bedload) and dissolveed solids are defined by determining the state of our knowledge from a critical review of the recent literature in this field. Common literature sources and computer searching routines were used as an initial source of information followed by detailed journal searches. Thermal plume ichthyopla~kton sampling during November and December 1976 was cancelled since Units 1 and 2 of VEPCO Surry Nuclear Power Station were non-operational due to refueling. In lieu of the thermal plume ichthyoplankton entrainment program, a sampling program to estimate mortality from mechanical damage was initiated.

Four sampling sites were selected for determination of quantity and condition of organisms entering and leaving the plant. In the spring of 1975 the Institute began a program to determine whether significant environmental changes would occur in the area of the new James River Plant outfall that might be related to its construction and/or initial operation. Parameters measured in the study were benthic animal and oyster populations, coliform levels and chlorine residuals. During the last 100 years four major types of dredging have impacted the bay: channel deepening, maintenance dredging, shell dredging, and dredging for landfill construction. These landfills have resulted in the loss of 44% of the original marine wetlands bordering Tampa Bay. Recent environmental concerns have halted landfill dredging and severely restricted maintenance dredging.

The extended Kalman filter (EKF) is used to represent BOD, DO, and nitrogen cycling in a 36.4 miles (58.6 km) stretch in the Jordan River, Utah, under the assumption of steady-state conditions. Approximate minimum variance estimates of the water quality parameters are provided by the EKF filter. These estimates are obtained through a combination of two independent estimates of the state of the river water quality system: (1) predictions of the system state from a "phenomenologically meaningful" process model of the biochemical and stream transport processes; and (2) measurements of the water quality parameters. A joint research effort by the Utah Water Research Laboratory and the Nevado Center for Water Resources Research applied two multiobjective planning models to the Virgin River Basin in order to test the efficiency and practicality of applying such tools in water resrouces planning. The surrogate Worth Trade-off (SWT) method couples mathematical optimization to quantify trade offs among noncommensurable objectives with interviews to compare public preferences with respect to these trade offs. Hail damage in Utah was examined for individual counties and the entire state. A survey of informal observes was taken and the resulting data base was analyzed. Data from NWS was also examined. County hail damage figures average 4 to 5 percent of production and ranking of counties according to dollar damage occurs in only 4 of the 29 counties (Box Elder, Utah, Millard, and Cache). In many cases the highest dollar damage occurred in the counties of greatest dollar damage should receive the greatest concentration of hail suppression effort.
