New protocols and procedures are needed to effectively implement many aspects of the new Virginia nontidal wetlands regulatory program. Effective implementation of the charge to assess and consider cumulative impacts of a proposed project on water quality and fish and wildlife resources will require a consistent and technically based assessment protocol implemented on a watershed basis. This project is the first step in development of the protocol for cumulative impact assessment.

The ability to coordinate the management of human activities in the landscape from an environmental perspective has been a desired, yet elusive, interest. The ability to accurately value environmental functions economically has confounded this process; but conflicts are not confined to the obvious ones between economics and the environment. The Virginia Institute of Marine Science (VIMS) participated in the Environmental Protection Agency’s (EPA) National Coastal Assessment (NCA) in 2003. As in the previous three years, the Virginia Department of Environmental Quality (DEQ) through EPA grant funds contracted VIMS to collect fish at pre-determined stations. Data on invertebrate community structure and bottom habitat were collected also. VIMS’ responsibilities included collection, documentation and verification of all data and the storage of samples for future delivery to DEQ.

To the thousands of Tidewater residents who encountered this storm on September 18, 2003, Hurricane Isabelshowed many faces, none of them a welcome sight. I would like to dwell for a moment on three that I saw –three different physical traits that tell us not only what we‟ve just experienced from Isabel, in terms of high winds and high water, but what we might expect from other storms like her in the future. The Virginia Game Fish Tagging Program (VGFTP), in its eighth year during 2002, systematically trains and assists anglers in tagging a select number of species important to Virginia's marine recreational fishery and maintains the resulting tagging database. A cooperative project of the Virginia Marine Resources Commission and the Virginia Institute of Marine Science (VIMS), the program is primarily funded with revenues from Virginia's saltwater recreational fishing license funds (Recreational Fishing Development Fund). In addition, support for the program is provided by Virginia's Sea Grant Marine Advisory Program at VIMS.

This report presents the results of striped bass (Marone saxatilis) tagging and monitoring activities in Virginia during the penod 1 September 2001 through 31 October 2002. It includes an assessment of the biological characteristics of striped bass taken from the 2002 spring spawning run, estimates of annual survtval based on annual spring tagging, and the results of the fall 2001 directed mortality study that is cooperative with the Maryland Department of Natural Resources. This project was done in response to concerns by environmental resource managers of historic and potential adverse impacts to Virginia’s secondary dune ecosystems. Virginia environmental regulatory programs have little decision-making authority over the use of secondary dunes as these areas are not included in the Coastal Primary Sand Dune Act (the Dunes Act). These areas function as estuarine edge habitat and provide natural upland erosion control, and are thus valuable to estuarine and coastal plain fauna and adjacent upland property owners.

The City of Tampa, Bay Study Group (BSG), has monitored the effects of sewage pollution abatement in Hillsborough Bay since 1976. During the mid 1980's, water quality improvements and evidence of minor seagrass revegetation in Hillsborough Bay prompted the BSG to initiate a seagrass study to compliment other programs assessing the environmental status of Hillsborough Bay.

Concern about the decline in landings of American shad (Alosa sapidissima) along the Atlantic coast prompted the development of an interstate fisheries management plan (FMP) under the auspices of the Atlantic States Marine Fisheries Management Program (ASMFC 1999). Legislation enables imposition of federal sanctions on fishing in those states that fail to comply with the FMP. To be in compliance, coastal states are required to implement and maintain fishery-dependent and fishery-independent monitoring programs as specified by the FMP. Virginia’s Coastal Resources Management Program is a networked program bringing together the activities of many state agencies and institutions to achieve the overarching mission of coastal zone management. The Program’s objectives were originally set out in a series of 25 goals in the 1986 Executive Order (see Appendix B) that established the Program for the Commonwealth under the federal Coastal Zone Management Act. The Environmental Protection Commission of Hillsborough County (EPC) is charged with the responsibility of monitoring the quality of surface water in the county. The data and information collected enables staff to determine pollution status and trends throughout Tampa Bay and it's tributaries. The data is also widely distributed to other government agencies, academia, the local scientific community and the general public.
