Thirty-nine oyster populations were surveyed for disease in fall 2001. Perkinsus marinus was found in all areas sampled and prevalence exceeded 90% at all but 5 sample locations. In the James River P. marinus prevalence ranged from 88-100% at Deepwater Shoal, Horsehead Rock, Point of Shoals, Wreck Shoal, Mulberry Point, Swash, Long Shoal, and Dry Shoal. A lower prevalence was observed down river at Thomas Rock, 72%, and at Nansemond Ridge, 12%. The extremely low prevalence at Nansemond Ridge is likely age and density related; the oyster population was primarily comprised of spat; few small to market oysters were present …

To improve the understanding of macroalgae dynamics it was recommended that long-term monitoring of the macroalgae in the bay be initiated. Subsequently, the City of Tampa initiated a Hillsborough Bay macroalgae monitoring program that since 1986 has been providing consistent monthly biomass and species composition information from five fixed transects. In addition to the transect monitoring, low level aerial observations are conducted on a near monthly schedule for estimations of bay-wide macroalgae and seagrass coverage. Results indicate that the annual bay-wide macroalgae coverage has decreased near steadily from about 300ha in the late 1980's to less than 30ha since 1997.

Environmental managers are becoming increasingly aware that environmental policies must be crafted in a way that incorporates the human dimensions of the ecosystem. Failure to incorporate stakeholder preferences into management measures can lead to policies that fail because people’s preferences, motivations, and behavior concerning their use of the environment were not properly considered even if defensible natural science approaches were incorporated in the management decision. In this paper, we present a new method for quantifying angler preferences for fisheries management. Historical (pre-1930s) seagrass meadows in Tampa Bay are believed to have covered 31,000 ha of the shallow bay bottom. Later, impacts to the bay from increasing population and industrial development of the Tampa Bay area have resulted in large seagrass losses. By 1982, approximately 8,800 ha of seagrass remained. Since 1982, Tampa Bay seagrass monitoring programs have recorded a reversal in the trend of seagrass loss, with the baywide seagrass cover increasing from 9,420 ha in 1988 to 10,890 ha in 1997. The Virginia Game Fish Tagging Program (VGFTP), in its seventh year during 2001, systematically trains and assists anglers in tagging a select number of species important to Virginia's marine recreational fishery and maintains the resulting tagging database. A cooperative project of the Virginia Marine Resources Commission and the Virginia Institute of Marine Science (VIMS), the program is primarily funded with revenues from Virginia's saltwater recreational fishing license funds (Recreational Fishing Development Fund). In addition, support for the program is provided by Virginia's Sea Grant Marine Advisory Program at VIMS.

This report presents the results of striped bass (Marone saxatilis) tagging and monitoring activities in Virginia during the penod 1 September 2000 through 31 October 2001. It includes an assessment of the biological characteristics of striped bass taken from the 2001 spring spawning run, estimates of annual survtval based on annual spring tagging, and the results of the fall 2000 directed mortality study that is cooperative with the Maryland Department of Natural Resources. The Craney Island Eastward Expansion Hydrodynamic Model Study was conducted in three phases: 1) model calibration and verification for the Elizabeth River, 2) model testing of four Craney Island expansion options using single variable runs (using a single variable, tidal range, for model input), 3) model testing of two expansion options using historical runs (using multiple variables in real time for model input). The expansion option designs were evaluated for both global and local hydrodynamic change through simulation comparisons with the Base Case condition.

The goals of this study were to locate, classify, and enumerate the existing jurisdictional dunes and dune fields within the eight localities listed in the Act. The Marine Business and Coastal Development Program, Sea Grant Marine Advisory Services at the Virginia Institute of Marine Science, (VIMS) has completed a characterization of the personal property taxing methodologies currently used by Middle Peninsula localities. In conjunction with the Middle Peninsula Planning District Commission's (MPPDC) Coastal Technical Assistance Program, the investigation details the following information:
1. Documentation of the watercraft taxing methodology currently used in the MPPDC counties of Gloucester, Mathews, Middlesex, King and Queen, King William, and Essex County.

In an effort to support Virginia's application for federal grant funds under the Department of Interior's "Boating Infrastructure Grant Program" (Grants), the Marina Technical Advisory Program (MT AP) at the Virginia Institute of Marine Science has undertaken assessment of the state's recreational boating infrastructure needs. 1 A total of $32 million has been authorized over four years to fund this new program. It is designed to help states develop and maintain facilities for transient non-trailerable (26' and over) recreational boats. The Atlantic States Marine Fisheries Commission (ASMFC) adopted the Interstate Fishery Management Plan for American Eel (FMP) in November 1999. The Plan focuses on increasing the states’ efforts to collect data on the resource and the fishery it supports through fishery dependent and independent studies. The objective of this project is to develop a modeling package to assist in water quality management of small coastal basins (SCBs) of the Chesapeake Bay system. Efforts by the Commonwealth to address water quality and its effect on living resources in tidal, estuarine systems has focused primarily on the Chesapeake Bay and the major tributaries of the lower bay (James, York and Rappahannock Rivers), as evidenced by the extensive monitoring and modeling efforts directed to them. The Lower Hillsborough River system has been heavily impacted by stormwater discharges and reduction of freshwater inflow (Mote Marine Laboratory 1984; Water & Air Research Inc. 1993; Water & Air Research & SOl Environmental Services, Inc. 1994) .. A consequence has been increased salinity, the accumulation of fine-grained sediments and associated contaminants, as well as lowered DO levels. Analysis of past EPCHC data for the Lower Hillsborough River showed that benthic community characteristics (as measured by the TBBI) were not necessarily related to dissolved oxygen, salinity, or depth (Grabe and Karlen 1999; Grabe el al. 2000). The EPCHC proposed an increase in benthic macro invertebrate sampling in the Palm River during the three "wet seasons" preceding the initiation of withdrawals, to be followed by at least three years of post-diversion sampling. This technical memorandum summarizes data collected during the August 2000 sampling period and complements data collected in prior years (Grabe & Karlen 1999; Karlen et al. 2000).

The data inventory developed for the Shoreline Situation Reports are based on a three-tiered shoreline assessment approach. This assessment characterizes conditions in the shorezone observed from a small boat moving along the shoreline. Handheld GPS units record data observations in the field. The three tiered shoreline assessment approach divides the shorezone into three regions:

the bank, evaluated for height, stability, cover and natural protection

The City of Tampa, Bay Study Group (BSG), has monitored the effects of sewage pollution abatement in Hillsborough Bay since 1976. During the mid 1980's, water quality improvements and evidence of minor seagrass revegetation in Hillsborough Bay prompted the BSG to initiate a seagrass study to compliment other programs assessing the environmental status of Hillsborough Bay.
