This is the third annual report to FDER to satisfy the requirements set forth in specific condition #6 of FDER construction permit DC29-152790.

The City of Tampa, Bay Study Group (BSG), has monitored the effects of sewage pollution abatement in Hillsborough Bay since 1976. Within the last decade, water quality improvements and evidence of minor seagrass revegetation in Hillsborough Bay prompted the BSG to initiate a seagrass study to compliment other programs assessing the environmental status of Hillsborough Bay.

Hillsborough Bay, the eastern uppermost section of the Tampa Bay system, is surrounded by a large metropolitan complex, supports extensive industrial activity, and serves as a major shipping port of fertilizer products. The Bay was determined to be highly eutrophic during the late 1960s. The City of Tampa's primary sewage treatment plant and runoff from fertilizer industry activities were considered as the major sources of excessive nutrient loading. Composting Of Explosives Contaminated Soil Using The White Rot Fungus Phanerochaete Chrysosporium, Michael J. Mcfarland, Shashi Kalaskar, Eric Baiden

Bioaugmentation using the white rot fungus Phanerochaete chrysosporium was found to be effective in enhancing TNT removal in lightly (i.e., below 100 mg/kg) contaminated soil. The percent reduction in TNT increased from 15% to 53% when soils were treated with fungal inoculated organic material. Maximum removal rates improved from 0.33 mg TNT/kg-day to 0.76 mg TNT/kg-day during the same treatment. Neither fungal inoculation nor organic amendment addition resulted in improving TNT removal kinetics in highly contaminated soils (i.e., above 1000 mg/kg). Introduction: The objective of this research to develop a spatially distributed water balance model based on the integration of spatially distributed data. Progress this year has consisted of model development, instrument acquisition, installation and development of experimental procedures, and baseline data collection. The original research plan called for detailed observations related to the water balance over the year September 1991 to August 1992. Introduction: Creosote-pentachlorophenol (PCP) is a mixture commonly used as a wood preservative in the U.S. (1). A 1988 survey (2) indicated that 1,397 wood preserving waste contaminated sites exist in the United States consisting of 555 active wood treatment plants and 842 inactive plants. Stinson (3) indentifed 58 wood preserving sites on the National Priorities List, of which 51 have PCP and/or creosote or polycyclic aromatic hydrocarbon (PAH) contamination. Principal classes of organic constituents present in creosote waste are PAHs (~85% by weight) and phenolics. PAHs with less than three fused benzene rings comprise 69% (i.e., naphthalene, anthracene and phenanthrene); …

Near surface groundwater contamination is a widespread problem. The potential for contamination of deep aquifers in such areas depends on the vertical hydraulic gradient as well as the extent and location of interconnection between the upper and lower aquifers. In alluvial, sedimentary environment, the geologic units are typically weakly connected lenses or layers of high or low conductivity with variable size, geometry and orientation. Drill logs provide qualitative, local information on such aquifer heterogeneities. A binary (high or low conductivity) indicator function is used to describe the aquifer system. The Virginia Institute of Marine Science (VIMS) conducts surveys of oyster spatfall (or "setting") in Virginia waters throughout the summer reproductive period. This survey provides an estimate of the potential of a particular area for receiving a "strike" or set of oysters on the bottom and helps define the timing of setting events. Information obtained from this effort is valuable to the Virginia Marine Resources Commission (VMRC) for its shell repletion program, and to private oyster growers, both of which are interested in maximizing the timing of shell planting. The Aqua-Po Public Beach report is the first in a series of reports on the public beaches in the Commonwealth of Virginia. There are 14 localities with public beaches totaling about 23 miles of shoreline. The public beach reports are an assessment of the history of each public beach and their current status in terms of loss of beach fill and maintenance needed. This is measured by the beach monitoring program sponsored by the Virginia Board on the Conservation and Development of Public Beaches.

Hillsborough Bay is the northeast lobe of Tampa Bay, the largest open water estuary on Florida's west coast. For a complete description of the setting and previous works, the reader is referred to Doyle, et al. (1989). The Phase I study of fine-grained sediments in Hillsborough Bay (Brooks and Doyle, 1989) established distribution patterns and average accumulation rates of mud-dominated sediments at selected sites within the Bay over the past several thousand years. The Bay . study Group of the City of Tampa has conducted an extensive monitoring program of water quality and various biological indicator organisms in Hillsborough Bay and Middle Tampa Bay since 1978 (Figure 1). Hillsborough Bay has generally had the poorest water quality of the Tampa Bay subsections. The monitoring program started as a comprehensive study of phytoplankton productivity and standing crop to evaluate anticipated future effects of domestic wastewater pollution abatement as the City of Tampa converted its wastewater treatment process from primary to state of the art nitro~en removal. Conceptually, stochastic parametric modeling offers a powerful tool to select a scale for expressing catchment variability for hydrologic simulation and relating model parameters to catchment characteristics. Practically, success depends on having an efficient method for model calibration. The calibration of a stochastic model is much more difficult than a deterministic one because simulation shifts from using fixed parameters to simulate of flows as deterministic values to taking multiple combinations of paramter values randomly from distributions to simulate flows as stochastic variables.
