Foreword: This report includes the results from a two year study in the Heber Valley to determine amounts of nutrients that are entering the groundwaters of the Heber Valley, and might ultimately enter Deer Creek Reservoir. Since Deer Creek Reservoir in Heber Valley, Utah supplies approximately 65 percent of the water distributed to Salt Lake County, the maintenance of its quality is of considerable importance. To maintain the quality of this reservoir and limit its eutrophication "best management" practices for surface water have been implemented gradually during the past decade in Heber Valley. The objectives of the second year of study in the Little Manatee River and Tampa Bay focused on providing 1 information on the growth and production dynamics of several size classes of phytoplankton in the river/bay system and their response to nitrogen additions.

The size classification of surficial bed sediments in upper Tampa Bay, Florida, including Hillsborough Bay, Old Tampa Bay, and middle Tampa Bay south of the Interbay Peninsu la, was determined during 1987-89. Fathometer transects were performed throughout the study area to determine the reflective characteristics of the bed, and grab samples were collected to relate the fathometer data to size classifications of sediments. The data collected during this study indicate that fine bed sediments are most abundant in Hillsborough Bay and least abundant in the southern part of the study area closest to the mouth of Tampa Bay. Johansson and Lewis have documented improvements in water quality apparently associated with concurrent improvements to sewage treatment, particularly at the City of Tampa's Hookers Point Sewage Treatment Plant. These improvements are at least partially responsible for the significant decreases in chlorophyll a and increase in water clarity documented in Hillsborough Bay and Middle Tampa Bay.

As part of the hypoxia program of the Virginia Chesapeake Bay Initiatives, the Division of Physical Oceanography of the Virginia Institute of Marine Science (VIMS) conducted a series of measurements in the York River estuary. The measurements were made in summer, 1988 and 1989. Two types of measurements were conducted in each year: measurements at moored stations and measurements by slackwater surveys. The former collected data for investigation of dissolved oxygen (DO) variation, and associated physical parameters, in an intratidal time scale, as well as for studying the vertical distributions of the measured parameters. Offshore of Sandbridge Beach, Virginia, the surface of the inner continental shelf is a generally featureless, gently sloping plain, broken by several isolated sand shoals. The westernmost shoal, commonly called the Sandbridge Shoal, is located approximately 5.5 km from the shoreline in 1 O - 12 m of water. An analogous feature is located approximately 15 km northeast of the Sandbridge Shoal at depths greater than 15 m. During a pretiminary study conducted in 1987, 534 km of trackline were surveyed with acoustic subbottom and side-scan sonar systems. Baylor Grounds were defined by a survey of the natural oyster beds in Virginia conducted by Lt. J.B. Baylor, USN, and completed in 1894. The original purpose of the survey was to set aside naturally productive oyster beds for protection from private leasing, which was a controversial concept at the time. Hence the commonly used term 'Baylor Grounds' is synonymous with Virginia's public oystering grounds in the present day. Other surveys, conducted later, have added to the original Baylor acreage, resulting in an estimated 243, 000 acres of public oyster grounds in Virginia. Analysis Of Mixing And Dilution Of Process Water Discharged Into The Pamunkey River, John M. Hamrick

This report describes and documents an analysis of the m1xmg and dilution· of the Chesapeake Corporation's process water discharge into the Pamunkey River at West Point, Virginia. The analysis involves the application of the Virginia Institute of Marine Science's three dimensional environmental fluid dynamics computer code, EFDC, to model the combined York, Pamunkey and Mattaponi Rivers. Following a large scale tidal calibration, the model's ability to predict the mixing of discharges into the river system is verified by the simulation of a field dye release study. The potential responses of wetland vegetation on the Mattaponi River to the proposed withdrawal of freshwater and the resulting alteration in salinity patterns were studied by comparing existing plant community distributions (which were surveyed in the summer of 1990) and historical vegetation distributions (which were evaluated through the use of aerial photography from 1953, 1971, and 1987) with estimated salinity patterns (developed from historical and adjusted freshwater inflows using a simulation model developed previously at the Virginia Institute of Marine Science). The formations range in age from Miocene to Holocene. This is the second of two reports concerning the resources of sand in the lower portions of Chesapeake Bay. The first, Geotechnical and Benthic Evaluation of Sand Resources in the Lower Chesapeake Bay (Kimball and others, 1989), presents a study of the resources in Thimble Shoal. The present work is a study of the area known as Tail of the Horseshoe which is just east of Thimble Shoal (Figure 1). The deposits of sand described in this report will be of most interest to the communities of Norfolk and Virginia Beach.

The present report examines the past and current relationship between nitrogen loadings and ambient chlorophyll-a eutrophic subdivision of Tampa Bay (Task 1). A management strategy for eutrophication abatement, involving the reduction of present nitrogen loadings to levels which will sustain the desirable chlorophyll-a concentration and support persistent seagrass growth in the near future, is also presented for Hillsborough Bay (Task 3). The urgent need for a comprehensive long-term water quality and loading source monitoring program, specifically for Hillsborough Bay, is also discussed (Task 4).

This study has as its primary purpose an examination of how compensatory mitigation has worked as a wetlands management tool to date in Virginia (i.e. how well theory has been put into practice).
