The Sultanate of Oman is a small coastal nation with a maritime history, regional trade and fisheries exploitation. Among those fishery industries is Oman's coastal abalone fishery, which command the highest prices per unit of weight among the other marine living resources. The traffic movements in the Straits of Malacca (SOM) have been ever increasing over the past few years resulting in numerous marine casualties that have caused serious concern to the Government of Malaysia. Current characteristics of navigation in the SOM present a potential major catastrophe. Reduction of coastal nonpoint source (NPS) pollution requires an innovative approach. Efforts must comprehensively address the cumulative effects of individual behaviors. Therefore, program objectives must apply to the entire contributing watershed, but emphasize local implementation. Local governments must be empowered to install regulatory and other mechanisms to reduce NPS pollution. Local citizen organizations such as watershed associations, must effectively educate watershed citizens about their ole in NPS pollution. Watershed citizens must change their behaviors which contribute to the problem. Included in the law were new provisions governing the liability and financial responsibility of both the company responsible for the spill and the insurer. Commerce between the United States and Mexico will continue to grow due to the incremental benefits of the North American Free Trade Agreement. This growth, however, will be slowed at least temporarily by the recent Mexican Peso crisis. Ocean transportation currently only moves about 8.5 percent of US-Mexico cargo by value even though it is the most efficient mode of transport over longer distances. The Maine green sea urchin fishery has experienced dramatic growth since its inception in 1987. Landings have increased from 1.4 million pounds in 1987 to 41.6 million pounds in 1993 (NMFS, Fisheries Statistics). The reproductive gonads, referred to as roe or 'uni' are shipped fresh from Maine to japan, where the uni is a delicacy item fetching high unit prices on the Japanese fish market. The Electronic Chart Display Information System (ECDIS) is a new and evolving aid to navigation. Proponents claim ECDIS will help navigators to synthesize previously disparate information and result in safer navigation. The technology to implement ECDIS already exists; the major hurdle the maritime community faces is the legal uncertainties associated with ECDIS. This paper describes the development of a spatial decision-support and management system to be used for improved coastal and harbor management. The design combines two separate systems, one is the use of Global Positioning Systems (GPS), and the other is the use of a Geographic Information (GIS) (ARCVIEW II). This pilot project specifically examined the use of GPS and GIS to identify, map, and monitor individual mooring buoys in one recreational harbor in Narragansett, Rhode Island. In 1965 Congress passed the ocean Research Vessel Act (ORVA) with the purpose of encouraging the nation's efforts in oceanographic studies. Section 4 of the ORVA states that "scientific personnel on an oceanographic research vessel shall not be considered seamen under the provisions of title 53 of the Revised Statues...". As a result of a literal interpretation of this wording, the Courts have ruled that scientific personnel are excluded from the beneficial remedies afforded all other seamen under the Jones Act. In the State of Rhode Island, marine fisheries are managed through the Marine Fisheries Council, a citizen-based regulatory body of nine members from either the commercial or recreational fishing industries or experienced with the conservation and management of fisheries resources. A variety of substituted phosphonium salts, phosphorus ylides and phosphonates were studied to assess their utility in ring expansion reactions. The strategy involved formation of fused ring systems whose ring strain could be exploited to accomplish ring expansion to medium sized rings. β-Alkoxy vinylphosphonium salts were found to be unreactive with species such as the dimethylsulfoxonium methylide anion, Simmons-Smith type reagents. and carbenes in attempts to produce cyclopropyl phosphonium salts.

The TeIV complexes PhTe(S2CNEt2)I2, (1), and p-MeOC6H4Te(S2CNEt2)Br0.4/I0.6) 2, (2), have been synthesized by reacting PhTeI3 with NaS2CNEt2, and p-MeOC6H4Te(S2CNEt2)2I with Br2, respectively. In (2), both I atoms are partially replaced by Br atoms in a 3:2 ratio. An ART2 and a Madaline combined neural network is applied to predicting object motions in dynamic environments. The ART2 network extracts a set of coherent patterns of the object motion by its self-organizing and unsupervised learning features. The identified patterns are directed to the Madaline network to generate a quantitative prediction of the future motion states. The method does not require any presumption of the mathematical models, and is applicable to a variety of situations.

A class scheduling application was developed to assist department chairs in producing class schedules each semester. This was accomplished using a knowledge-based system. The system utilized the many constraints involved in the class scheduling process to solve the problem. This application was developed and implemented in an object oriented package called Powerbuilder. Thus, the application is windows based with point and click features. Three trial schedules were produced. These results demonstrate the ability of the application to schedule three types of classes: classes without labs, classes with one lab, and classes with two labs. The end result is that an …

Recently, biomedical science has turned its drug research endeavors towards a philosophy known as rational drug design. Its goal is to avoid the guesswork and instead design and create the exact proteins that are needed. In order for rational drug design to be feasible, a better understanding of protein structure and function needs to be obtained. This research analyses the structure and function of a "rationally" designed mutation of the calcium binding protein parvalbumin. Parvalbumin was chosen because certain aspects of its composition facilitate analysis and in addition, there is extensive data already known about the protein. The mutation involved …

Temperature dependencies of the integer quantum Hall effect in an AlGaAs sample are reported. We obtained measurements at temperatures between 2.2 and 4.2 K, and magnetic fields up to 8 T. Shubnikov de Hass oscillations were also observed and analyzed. The relation between dp,/dB, the slopes between Hall plateaus, and temperature was also investigated and found to not fit the T-r~e lationship which others have experimentally found. Dependencies of the Hall plateaus on the magnetic field, Hall current, and the temperature are also investigated.

A means of determining hydroxyl radical production rates in natural waters through the formation of a directly detectable fluorescent product has been developed. A method similar to the enzyme mediated oxidation of phydroxyphenylacetic acid by hydrogen peroxide is used (Miller and Kester, 1988). Due to the high reactivity of hydroxyl radicals, and subsequently low steady state concentrations, direct detection is very difficult. In the past detection was achieved through the introduction of a probe, usually a substituted aromatic or alcohol, that decays away at an observable rate upon reaction with hydroxyl radicals. A T-S volumetric census, with a resolution of 0.2 degrees C and 0.1 psu, for years 20-25 of the World Ocean Circulation Experiment Community Modeling Effort eddy-resolving simulation of the equatorial and North Atlantic Ocean, reveals how the thermohaline character of the model has changed from the initial conditions, which were taken from the Levitus climatology.
