Outdoor Recreation: Promise and Peril in the New West (Summer Conference, June 8-10)

Co-sponsored by the Natural Resources Law Center and the Colorado Bureau of Land Management.

The conference will explore several components of the “promise and peril” of the ongoing outdoor recreation explosion. The conference will begin on the morning of June 8 with a series of introductory presentations designed to place the outdoor recreation movement in a useful historical and socioeconomic context. This material will be followed in the afternoon session by a discussion of environmental impacts of outdoor recreation, recognizing that the diversity and magnitude of impacts is as broad as the industry itself. This discussion will be followed on …

Renormalized Effective Hamiltonian Approach To Qcd, David G. Robertson Jun 1998

Renormalized Effective Hamiltonian Approach To Qcd, David G. Robertson

Physics Faculty Scholarship

Continuing our previous QCD Hamiltonian studies in the gluonic and quark sectors, we describe a new renormalization procedure which generates an effective Hamiltonian. The formulation, which is in the Coulomb gauge, provides an improved framework for investigating hadron structure.

United States Department of Agriculture Wildlife Services: Staff Publications

In October 1995, epidemic “hemorrhagic fever,” without jaundice or renal manifestations, was reported in rural Nicaragua following heavy flooding; 2259 residents were evaluated for nonmalarial febrile illnesses (cumulative incidence, 6.1%) and 15 (0.7%) died with pulmonary hemorrhage. A case-control study found that case-patients were more likely than controls to have ever walked in creeks (matched odds ratio [MOR], 15.0; 95% confidence interval [CI], 1.7–132.3), have household rodents (MOR, 10.4; 95% CI, 1.1–97.1), or own dogs with titers ≥ 400 to Leptospira species (MOR, 23.4; 95% CI, 3.6–`). Twenty-six of 51 case-patients had serologic or postmortem evidence of acute leptospirosis. Leptospira …

B→Sγ Constraints On The Minimal Supergravity Model With Large Tanβ, Howard Baer, Michal Brhlik, Diego Castano, Xerxes Tata Jun 1998

B→Sγ Constraints On The Minimal Supergravity Model With Large Tanβ, Howard Baer, Michal Brhlik, Diego Castano, Xerxes Tata

Chemistry and Physics Faculty Articles

In the minimal supergravity model (MSUGRA), as the parameter tanβ increases, the charged Higgs boson and light bottom squark masses decrease, which can potentially increase contributions from tH±, ̃gbj and Zibj loops in the decay →bsγ. We update a previous QCD improved →bsγ decay calculation to include in addition the effects of gluino and neutralino loops. We find that, in the MSUGRA model, loops involving charginos also increase, and dominate over tW, tH±, ̃g̃q and Zĩq contributions for tanβ≳5−10. We find for large values of tanβ∼35 that most of the parameter space of the MSUGRA model for μ<0 is ruled out due to too large a value of branching ratio B(→bsγ). For μ>0 and …

Multiscouting: Guiding Distributed Manipulation With Multiple Mobile Sensors, Michael G. Ross Jun 1998

Multiscouting: Guiding Distributed Manipulation With Multiple Mobile Sensors, Michael G. Ross

Dartmouth College Undergraduate Theses

This thesis investigates the use of multiple mobile sensors to guide the motion of a distributed manipulation system. In our system, multiple robots cooperatively place a large object at a goal in a dynamic, unstructured, unmapped environment. We take the system developed in [Rus, Kabir, Kotay, Soutter 1996], which employs a single mobile sensor for navigational tasks, and extend it to allow the use of multiple mobile sensors. This allows the system to perform successful manipulations in a larger class of spaces than was possible in the single scout model. We focus on the development of a negotiation protocol that …

Distributed Route Planning Using Partial Map Building, Christine J. Alvarado Jun 1998

Distributed Route Planning Using Partial Map Building, Christine J. Alvarado

Dartmouth College Undergraduate Theses

Our goal is to manipulate and guide an object across an unknown environment toward a goal in a known location in space. Our tools include a system of manipulation robots, which are "blind" and one mobile scout robot who relies on a series of sonar sensors for information about the environment. Previous solutions to this problem have taken a simultaneous guiding and manipulating approach, moving the whole system under the scout's guidance. My approach, however, presents a separate scouting algorithm that can return a series of coordinates through which the manipulation system can safely pass to reach the goal in …

Boosting A Simple Weak Learner For Classifying Handwritten Digits, Matthew P. Carter Jun 1998

Boosting A Simple Weak Learner For Classifying Handwritten Digits, Matthew P. Carter

Dartmouth College Undergraduate Theses

A weak PAC learner is one which takes labeled training examples and produces a classifier which can label test examples more accurately than random guessing. A strong learner (also known as a PAC learner), on the other hand, is one which takes labeled training examples and produces a classifier which can label test examples arbitrarily accurately. Schapire has constructively proved that a strong PAC learner can be derived from a weak PAC learner. A performance boosting algorithm takes a set of training examples and a weak PAC learning algorithm and generates a strong PAC learner. Our research attempts to solve …

On Circulant Weighing Matrices, K. T . Arasu, Jennifer Seberry Jun 1998

On Circulant Weighing Matrices, K. T . Arasu, Jennifer Seberry

Faculty of Informatics - Papers (Archive)

Algebraic techniques are employed to obtain necessary conditions for the existence of certain circulant weighing matrices. As an application we rule out the existence of many circulant weighing matrices. We study orders n = s2 + s + 1, for 10 less than or equal to s less than or equal to 25. These orders correspond to the number of points in a projective plane of order s.

Implications Of Climate Change For Soil Moisture Availability In Turkey’S Southeastern Anatolia Project Region, Ali Umran Komuscu Jun 1998

Implications Of Climate Change For Soil Moisture Availability In Turkey’S Southeastern Anatolia Project Region, Ali Umran Komuscu

Drought Network News (1994-2001)

The Southeast Anatolia Development Project (known as GAP) is a multifaceted development project for agriculture and water resources within the Turkish portions of the Euphrates and Tigris river basins. Through this project, the vulnerability of the region to drought has been investigated in both temporal and spatial terms. On completion of the project, 28% of the total water potential of Turkey will be brought under control through facilities on the Euphrates and Tigris rivers, which have a joint flow of more than 50 billion m3 (GAP Regional Development Administration, 1997). The GAP project aims to irrigate 8.5 million hectares …

No Droughts Over India Following Very Strong El Niño Episodes, R. H. Kripalani, Ashwini Kulkarni Jun 1998

No Droughts Over India Following Very Strong El Niño Episodes, R. H. Kripalani, Ashwini Kulkarni

Drought Network News (1994-2001)

One of the external factors responsible for the interannual variability of Indian summer monsoon rainfall (ISMR—June through September) is the El Niño phenomenon. About half of the droughts over India have been related to this phenomenon. Other external factors, such as the Eurasian snow, also affect the year-to-year variability of the ISMR. It is believed that in such cases, the ISMR becomes locked into its own internal dynamics.

Improving Drought Management And Planning Through Better Monitoring In Africa, Tsegaye Tadesse Jun 1998

Improving Drought Management And Planning Through Better Monitoring In Africa, Tsegaye Tadesse

Drought Network News (1994-2001)

Drought is part of the environment. It occurs in every part of the globe and adversely affects the lives of a large number of people, causing considerable damage to economies, the environment, and property. It also affects countries differently, having a greater impact on countries with poor economic conditions.

Recurrent drought in Africa in the last 30 years has had a disastrous effect on an economic and social situation that already had serious problems. Today, in the aftermath of these devastating droughts, planning and preparedness have become more important. Most disasters, including droughts, are no accident. They are made by …

Australia’S National Drought Policy Continues To Evolve, David H. White Jun 1998

Australia’S National Drought Policy Continues To Evolve, David H. White

Drought Network News (1994-2001)

Australia is an arid continent with a high variability in its annual rainfall. Given the frequency and severity of droughts and the consequent high financial and social costs to the nation and to individuals, and the associated potential for further degradation of the land, a national policy on drought was clearly needed.

Australia’s National Drought Policy (NDP) was ratified by the state and Commonwealth (federal) governments in 1992 (White, 1993; White et al., 1993; White and O’Meagher, 1995). Its aims are to:

• encourage primary producers and other sections of rural Australia to adopt self-reliant approaches to managing for climatic …

From The Director: June 1998, Donald A. Wilhite

Drought Network News (1994-2001)

The 1997–98 El Niño event has certainly raised the public’s level of awareness of the impact of climate on society. Although the concern in the United States has focused more on mitigating the potential effects of floods, not all regions of the country are dealing with water surplus situations. An emerging drought in Montana and parts of some surrounding states has caught the attention of scientists and policy makers in recent months. Worldwide, droughts in Central America, Mexico, Brazil, Hawaii, some Pacific island nations, Indonesia, Australia, southern Africa, and elsewhere have attracted the attention of scientists, policy makers, and the …

Magnetic And Structural Properties Of Prco3–XSiX Compounds, T. Matsui, R. D. Stevenson, Roger D. Kirby, David J. Sellmyer

Roger Kirby Publications

We have systematically investigated the magnetic properties of the rare-earth compounds PrCo8Si and PrCo3–xSix, the crystal structures of which are hexagonal CeNi3-type and rhombohedral Be3Nb-type, respectively. Sharp cusps were observed in the real and imaginary parts of the ac susceptibility at temperatures between 282 (x = .08) and 209 K (x = .23). Also observed were bifurcations of the zero-field-cooled and field-cooled magnetization curves at the same temperatures, showing that the magnetization was irreversible below these temperatures. The effect of Si substitution for Co in this system …

Tb169: Chemical And Physical Properties Of The Mapleton, Monson, Saddelback, And Sisk Soil Map Units, Robert V. Rourke

Technical Bulletins

Mapleton, Monson, Saddleback, and Sisk soil map units were each sampled at five locations. Soil descriptions and locations were documented in the field. Soil samples were removed from each horizon in a 30-cm square to a 100-cm depth or to bedrock whichever came first. Laboratory analyses of each soil horizon sampled included texture, volume of stones, organic content, bulk density, soil water retention, soil reaction, exchangeable cations, extractable acidity, and exchange acidity. Soil descriptions and tables of soil properties were constructed for each sample site. Soil data for each soil map unit was summarized by horizon using weighted means.

Western Rock Lobster Management - Options And Issues, Kevin Donohue

Fisheries management papers

Following the Rock Lobster Industry Advisory Committee meeting of the 3 March 1998 the Minister has advised that his position is that there will be no management changes for the 1998/99 season. The purpose of this paper is primarily to provide information explaining management options and issues for consideration of the long term management of the fishery. The paper is divided into three main sections which detail options that have been identified as having the potential to increase the catch value over the next three years. In the first section, an option for enhancing the catch value by transferring lobsters …
