The paper presents the changes that have occurred in December 2002 in the Polish reference modeling methodology (based on the stationary Gaussian atmospheric dispersion model) used for the air quality impact assessment in Poland since the 60s of the 20th century. Discusses the changes that have occurred in the preparation of data for the simulation, the procedure used in shortened and full range of calculation, the algorithms of initial computations and the results of calculations.

Background: Recently, researchers have been using mass spectroscopy to study cancer. For use of proteomics spectra in a clinical setting, stringent quality-control procedures will be needed.
Methods: We pooled samples of nipple aspirate fluid from healthy breasts and breasts with cancer to prepare a control sample. Aliquots of the control sample were used on two spots on each of three IMAC ProteinChip® arrays (Ciphergen Biosystems, Inc.) on 4 successive days to generate 24 SELDI spectra. In 36 subsequent experiments, the control sample was applied to two spots of each ProteinChip array, and the resulting spectra were analyzed to determine how …

BACKGROUND AND OBJECTIVES: Missing information is inevitable in longitudinal studies, and can result in biased estimates and a loss of power. One approach to this problem is to impute the missing data to yield a more complete data set. Our goal was to compare the performance of 14 methods of imputing missing data on depression, weight, cognitive functioning, and self-rated health in a longitudinal cohort of older adults. METHODS: We identified situations where a person had a known value following one or more missing values, and treated the known value as a "missing value." This "missing value" was imputed using …

In this Article, we argue that current debates on the legitimacy of punitive damages would benefit from a comparison with jury nullification in criminal trials. We discuss critiques of punitive damages and of jury nullification, noting the surprising similarities in the arguments scholars use to attack these (superficially) distinct outcomes of the jury guarantee. Not only are the criticisms alike, the institutions of punitive damages and jury nullification also turn out to have many similarities: both are, we suggest, examples of what we call "nullificatory juries." We discuss the features of such juries, and consider recent behavioral data relating to …

In this study, we have systematically investigated corrosion and mass transport processes in carbon steel miniature waste packages (MWP) in dynamic systems (water in, water out) under varying chemical conditions. The MWP were fabricated to have similar configuration to the DOE Spent Nuclear Fuel (SNF) waste package and that individual components to be in scale with each other compare to the SNF waste package. Two MWP configurations were studied: a "bathtub" model and a "flow-through" model. Stainless steel 316L, titanium alloy grade 7, and alloy C22 are currently under consideration as candidate materials for use in various components associated with the spent nuclear fuel package, which must be designed to withstand structural deformation caused by static, thermal, and handling loads. In addition, it has to maintain its integrity in case of accidents, where it may be subjected to high loads over a very short period of time. Climatology and meteorology studies in the Yucca Mountain area have resulted in the following key observations and conclusions: • The present-day arid climate of the Yucca Mountain area can be understood in terms of global-scale atmospheric circulation and regional to-local physiographic features. In general terms, the area is under the influence of mid-latitude westerly winds and associated storm systems during the cool part of the year and and is under the influence of moist air advected from the eastern tropical Pacific Ocean and Gulf of California during the summer. Under subcontract (DOE/UCCSN DE-FC28-98NV12081, Task 7) from the Seismological Laboratory of the University of Nevada-Reno, the University of California, San Diego (UCSD), has designed, installed, and operated a laser strainmeter (LSM) in the Exploratory Studies Facility (ESF) at Yucca Mountain, Nevada. This instrument provides precise deformation monitoring of the (proposed) repository block. Analysis of twenty years of ground water level monitoring data by the Department of Energy on the boreholes comprising the periodic network near Yucca Mountain indicate that overall, such levels have been remarkably stable. Continuing this program of longterm monitoring, the Harry Reid Center for Environmental Studies at the University of Nevada - Las Vegas (HRC) has acquired quarterly data on water levels from the same network between July 2001 and June 2003. The effects of the applied field, cell size, and cutting area on the ‘‘seed’’ induced magnetic reversal of a cobalt element array have been studied by a stochastic dynamic micromagnetics code using the Laudau–Lifshitz–Gilbert equation. Three magnetic reversal mechanisms under different magnitudes of the applied field have been investigated by examining the energy profiles. To minimize the effect of the thermal fluctuations on the switching time, an applied field with magnitude around 0.7 or 0.8 T and an element array with cutting area less than 10 nm310 nm are required. Since the 1970s, automatic identification (auto-ID) technologies have been evolving to revolutionise the way people live and work. Previous research has not addressed auto-ID technological innovation as a field of study, despite its growing importance on consumer, business and government electronic commerce (EC) applications. This paper is specifically concerned with five auto-ID technologies, bar codes, magnetic-stripe card, smart card, biometrics and radiofrequency identification (RF/ID) tags and transponders. Using multiple embedded case studies and applying the fundamental concepts of the systems of innovation (SI) approach, the overall aim is to understand the selection environment of the auto-ID industry. • Johne's Disease and Southeastern White-tailed Deer: Paratuberculosis or Johne's disease, caused by the bacterium Mycobacterium avium subspecies paratuberculosis (Mptb), occurs worldwide and is recognized as a significant health problem for domestic ruminants, wild ruminants in zoological collections, and farmed cervids. SCWDS recently completed a culture and serologic survey for Mptb infection among white-tailed deer populations in the southeastern United States.
• SCWDS has been involved in exotic tick research and surveillance throughout the United States and the Caribbean region for over 25 years, and surveillance efforts now are being expanded in the southeastern United States and Puerto Rico. One …

We have observed large fluctuations in Tampa Bay fish populations over the last decade, and these changes may be associated with the environment, management practices, or other factors. Staff of the Florida Fish and Wildlife and Conservation Commission’s Fish and Wildlife Research Institute began developing the Fisheries-Independent Monitoring (FIM) program in 1988 and have monitored fish populations in Tampa Bay continuously since 1989. Various types of sampling gear have been utilized during the history of FIM, but 21.3-m bag seines have been used since the beginning of the program. Remote Hydrogen Plasma Processing Of Zno Single Crystal Surfaces, Yuri M. Strzhemechny, John Nemergut, Phillip E. Smith, Junjik Bae, David C. Look, Leonard J. Brillson

We have studied the effects of remote hydrogen plasma treatment on the defect characteristics in single crystal ZnO. Temperature-dependent (9–300 K) and excitation intensity-dependent photoluminescence spectra reveal that H-plasma exposure of ZnO effectively suppresses the free-exciton transition and redistributes intensities in the bound-exciton line set and two-electron satellites with their phonon replicas. The resultant spectra after hydrogenation exhibit a relative increase in intensity of the I4 (3.363 eV) peak, thought to be related to a neutral donor bound exciton, and a peak feature at 3.366 eV with a distinctly small thermal activation energy. The dominant electrically active defect produced by 0.42 MeV electron irradiation in GaN is a 70 meV donor. Since only N-sublattice displacements can be produced at this energy, and since theory predicts that the N interstitial is a deep acceptor in n-type GaN, we argue that the 70 meV donor is most likely the isolated N vacancy. The background shallow donors, in the 24–26 meV range, actually decrease in concentration, probably due to interactions with mobile N interstitials that are produced by the irradiation. Thus, the recent assignment of a photoluminescence (PL) line as an exciton bound to a …

Power quality surveys can contain a large amount of data for many sites and several utilities. A reporting format needs to be adopted which gives useful insights without sacrificing detail. It is recommended that a three level structure be adopted with site, network and utility component styles. The first of these is the presentation of the raw data in slightly abbreviated form while the second allows all sites in one network to be ranked according to severity of their power quality disturbances. Utility reporting allows comparison between the overall power quality performance of different utilities in benchmarking studies. Some new …
