We show that if G is a finite Abelian group and the block size is 3, then the necessary conditions for the existence of a (v; 3; λ;G) GBRD are sufficient. These necessary conditions include the usual necessary conditions for the existence of the associated (v; 3; λ) BIBD plus λ ≡ 0 (mod |G|), plus some extra conditions when |G| is even, namely that the number of blocks be divisible by 4 and, if v = 3 and the Sylow 2-subgroup of G is cyclic, then also λ ≡ 0 (mod 2|G|).

In this letter we extend previously established results for nested carbon nanocones to both nested boron nitride and carbon-boron nitride nanocones. Based purely on mechanical principles and classical mathematical modelling techniques, we determine the energetically favourable structures for nested boron nitride and carbon-boron nitride nanocones. While only three apex angles for boron nitride tend to occur, we also consider the other two angles corresponding to the equivalent carbon nanocones. Two nanocones are assumed to be located co-axially in a vacuum environment. The Lennard-Jones parameters for boron nitride and carbon-boron nitride systems are calculated using the standard mixing rule. For the …

Highly invasive surgical procedures, such as the implantation of a prosthetic device, require correct force delivery to achieve desirable outcomes and minimize trauma induced during the operation. Improvement in surgeon technique can reduce the chances of excessive force application and lead to optimal placement of the electrode array. The fundamental factors that affect the degree of success for cochlear implant recipients are identified through empirical methods. Based on the observation that an attack applied on a watermarked image, from a decoding point of view, modifies the distribution of the detection values away from the ideal distribution (without attack) for corresponding watermarking scheme, we propose a generic maximum likelihood decoding scheme by approximating the distribution with a finite Gaussian mixture model. The parameters of the model are estimated using expectation-maximization algorithm. The scheme allows the decoding to be automatically adapted to attacks that the watermarked images have undergone and, in consequence, to improve the decoding accuracy. Ad hoc networks typically require a significant amount of routing and control information to be distributed in a timely and reliable manner throughout the network, particularly in dynamic environments. As traffic levels increase and the network becomes more heavily congested, there is an increased probability that these critical packets are lost, resulting in obsolete control information being used to make important decisions. This would further compound the problem of network congestion and lead to a very rapid loss of connectivity and throughput. As a future communication tool to the Distributed Virtual Environment, the Immersive VoIP service delivers to each user a real-time mix of nearby user voices which are all rendered according to their respective virtual world positions. In this work, we conjecture that the voice latency constraints between Immersive VolP users would vary according to their virtual world distance of separation. As verified in our subjective listening tests, this conjecture is more realistic than fixed latency constraint, in terms of user perceptual experience and network feasibility. The suitability of the well known kernels for trees, and the lesser known Self- Organizing Map for Structures for categorization tasks on structured data is investigated in this paper. It is shown that a suitable combination of the two approaches, by defining new kernels on the activation map of a Self-Organizing Map for Structures, can result in a system that is significantly more accurate for categorization tasks on structured data. The effectiveness of the proposed approach is demonstrated experimentally on a relatively large corpus of XML formatted data.

In the SITDRM Enterprise system [1], private customer data is protected under customer-provided license policies. When employees of an organization want to use these customers’ data, they must be forced to abide by the policies provided. Some sort of hardened terminal must be used to ensure that not only the hardware and software will cooperate, but that the user of the terminal will too. Our goal is to develop a navigation system for a mobile robot that mimics human navigation. To achieve this goal the robot has to perceive sufficient information about its environment to determine where there are safe paths to travel. Blind humans using ultrasonic mobility aids have achieved excellent navigation. First, we look at the quality of ultrasonic sensing and its suitability for navigation. Then we describe examples from our research into navigation. The paper finishes with a description of current work on corridor following.

In this paper, we examine the advantage of writing real-time applications and operating systems in typesafe languages, such as Java. In this context, we look at the issues of using Java in real-time systems and the development tools available on Macintosh computers. Finally, we explore the potential of the Sun SPOT system: a credit-card sized Java computer with input/output, and a wireless network, that runs the Squawk JVM. It is planned to be released in Australia in the third quarter of 2007.

Also, we examine the advantage of writing embedded applications in high-level, type-safe languages. Control of a helicopter is complex, and includes cross coupling of forces and balancing of forces. While sophisticated and advanced controllers can achieve stable control, good mechanical design can reduce the problems and hence make tuning the control loops easier. In this paper, we argue that a coaxial-rotor design solves a number of problems that make control of a four-rotor helicopter difficult. First, we examine several coaxial helicopters and discuss the concepts behind coaxial propulsion. Then we develop a dynamic model of the Lama coaxial helicopter. The focus of this paper is on automatic annotation for semantic image retrieval. This work is aimed at identifying visual descriptors that are most relevant, effective and suitable for semantic annotation tasks. We propose an image annotation system based on support vector machines and a combination of descriptors that includes a gradient direction histogram and several MPEG-7 visual descriptors. The system is tested on a large database of 7200 cityscape and landscape images. The results indicate that when descriptors are used individually, the proposed gradient direction histogram performs best. However, when descriptors are combined, the accuracy is improved. This paper addresses the challenge of automatic annotation of images for semantic image retrieval. In this research, we aim to identify visual features that are suitable for semantic annotation tasks. We propose an image classification system that combines MPEG-7 visual descriptors and support vector machines. The system is applied to annotate cityscape and landscape images. For this task, our analysis shows that the colour structure and edge histogram descriptors perform best, compared to a wide range of MPEG-7 visual descriptors. This paper shall commence with reference to the draft AusLink Sydney - Brisbane corridor strategy. Section 2 will outline the upgrading of the Pacific Highway, Section 3 will examine the existing Sydney - Brisbane railway whilst Section 4 will outline some 2009 - 2014 corridor upgrade options with particular attention to external costs and energy use as opposed to intercity supply chain costs. In this work, the authors report on significant flux pinning enhancement in MgB2 that has been easily obtained using a liquid additive, silicon oil. MgB2 bulk samples with 0 up to 30 wt % silicon oil added were prepared by an in situ reaction. Results showed that the Si and C released from the decomposition of the silicon oil formed Mg2Si and substituted into B sites, respectively. The ferroelectric behavior in terms of electrical polarization and fatigue and dielectric properties at elevated temperature of the ferroelectric Bi3.25Sm0.75V0.02T2.98O12 thin film fabricated by the pulsed laser deposition method were studied. Its switchable polarization increased at elevated temperature, and the coercive field decreased at the same time due to the strong domain depinning process at higher temperature. This film shows almost a polarization-fatigue-free character at room temperature, but the aggregation and diffusion of the thermally activated long-range oxygen vacancies caused strong domain pinning, and thus a poor fatigue resistance was observed …

A number of studies have previously examined the insertion of lithium into superconductor Bi2Sr2CaCu2O8+δ(Bi-2212) materials. A maximum lithium uptake of two moles of lithium per mole of Bi-2212 was reported amongst these studies which corresponds to a capacity of 60 mAh/g. The surprise discovery of superconductivity below 5 K in sodium cobalt oxides when hydrated with water has caught the attention of experimentalists and theorists alike. Most explanations for its occurence have focused heavily on the properties of some small elliptically shaped pockets predicted to be the electronically dominant Fermi surface sheet, but direct attempts to look for them have instead cast serious doubts over their existence. Here we present evidence that these pockets do indeed exist, based on bulk measurements of the electron momentum distribution in unhydrated and hydrated sodium cobalt oxides using the technique of x-ray Compton scattering.

The imidazole and pyridine rings in the title compound, C9H8N4O4, are twisted with respect to one another, with a dihedral angle of 48.30 (4)°. The nitro group is almost coplanar with the imidazole plane. The crystal packing involves some weak C—H...N and C—H...O hydrogen bonds, of which the strongest, between the imidazole CH group and a nitro O atom [H...O 2.396 (15) Å], forms a centrosymmetric dimer.

This paper reports on a water quality monitoring program carried out for Wingecarribee Shire Council between March 2002 and July 2004 by University of Wollongong staff and students. Initially 40 sites were sampled on four occasions over three months in a pilot program leading to the selection of sites and parameters for a two year program of monthly monitoring. A range of chemical, physical and biological parameters was measured including nutrients and faecal coliform bacteria on samples collected over the 26 approximately monthly sampling trips. Spatial and temporal variation in abundance and recruitment of burrowing ghost shrimp Trypaea australiensis was examined across 3 south-eastern Australian estuaries using a hierarchical sampling design, over a 2 yr period. We tested the hypothesis that abundances of shrimp were different between plots (10s to 100s of metres apart), sites within estuaries (kilometres apart), estuaries (100s of kilometres apart) and through time. More frequent sampling at 1 site also examined temporal variation at scales of months, seasons and years. Most environmental lawyers, like ecologists, wish to see broad scale landscape change, better management of land and improved protection of remnant vegetation and threatened species. Incorporating scientific knowledge into effective strategic planning is one step. Implementing strategic planning is another, necessitating the flow of priorities into statutory planning and regulation. The translation of broad landscape scale conservation objectives on to the ground requires not only improved understanding but also active use of the legal system. The Al(III) and Ga(III) complexes formed by morin (M) in aqueous solution were investigated by means of electrospray ionization mass spectrometry (ESI-MS). In the full scan mass spectra, Al:M showed 1:2 and 2:3 stoichiometric ratios. When (S)-N-acetylserine methyl ester (Ser), as a partial mimic of the serine residue in silk, was added to Al:M and Ga:M complexes in aqueous solution, the mass spectra of Ser:Al:M showed 1:1:1 and 1:1:2 stoichiometric ratios. Clusterin is a usually secreted glycoprotein with chaperone properties. Recently, it has been suggested that clusterin isoforms reside in the nuclear and cytosolic compartments of human cell types, where they can influence various cellular programs including DNA repair, transcription and apoptosis. Several mechanisms have been proposed to explain this atypical location, including alternative transcription initiation and alternative splicing. However none of these have been unequivocally established as occurring in live cells. Here we provide direct experimental evidence that in live intact cells, under certain stress conditions, clusterin can evade the secretion pathway and reach the cytosol. This was demonstrated using …

Earlier work showed that Amazonian biomass burning produces both lofted and initially unlofted emissions in large amounts. A mobile, Fourier transform infrared spectrometer (FTIR) measured the unlofted emissions of 17 trace gases from residual smoldering combustion (RSC) of logs as part of the Tropical Forest and Fire Emissions Experiment (TROFFEE) during the 2004 Amazonian dry season. The RSC emissions were highly variable and the few earlier RSC measurements lay near the high end of combustion efficiency observed in this study. Fuel consumption by RSC was ∼5% of total for a planned deforestation fire. Much regional RSC probably occurs in the …

A survey of the safety culture and hazard risk perception has been carried out involving 77 maritime pilots around Australia and New Zealand, representing more than 20% of the maritime pilots in each country, in proportional geographic districbution.
