Improving Patient Care: Expansion Of Access To Free Clinics, Anahis H. Davidian, Gail M. Bloom Aug 2024

Improving Patient Care: Expansion Of Access To Free Clinics, Anahis H. Davidian, Gail M. Bloom

Patient Experience Journal

Free clinics provide free or reduced-fee healthcare services for uninsured, underserved, and marginalized populations. Free clinics may be the only source of primary care for socioeconomically disadvantaged individuals lacking health insurance. However, consistently understaffed and underfunded free clinics are struggling to meet growing needs. The demand for services results in long waitlists with long wait times. Most free clinics rely on volunteer providers and staff due to limited financial resources. This case study proposes recommendations that can address the challenges of funding limitations while improving free clinics' ability to offer more accessible and equitable care to serve a greater proportion …

Heirs Property And The Necessary Role Of Extension In Preventing Land Loss Through Partitioning, Kurt Smith Aug 2024

Heirs Property And The Necessary Role Of Extension In Preventing Land Loss Through Partitioning, Kurt Smith

The Journal of Extension

Land loss in the United States continues to be a threat to our inventory of natural resources. The problem of co-tenancy or heirs’ property is a particular and persistent problem throughout the United States leading to fragmentation of property, and the complete loss of forest and farmland. Maintaining enough forest and farmland is essential to local, regional, and international economies. Much can be done to ameliorate the problem through education about the value of successional planning and the requirements of your state regarding the legal practice known as partitioning.

Participatory Democracy: The Potential For Civic Transformation Understanding Participants' Learning In The Milwaukie Citizens Jury, Amanda Grace Hudson Aug 2024

Participatory Democracy: The Potential For Civic Transformation Understanding Participants' Learning In The Milwaukie Citizens Jury, Amanda Grace Hudson

Dissertations and Theses

Faced with unresponsive government institutions and the limitations of representative democracy, participatory and deliberative democrats have created alternative models for robust democratic participation such as civic juries, civic assemblies and participatory budgeting. Advocates claim that these methods create better citizens and better outcomes and they claim these forums act as a school of democracy. The schools of democracy theory describes participation as a virtuous circle--that doing democracy will make people more democratic. While these processes often produce enthusiastic supporters and encouraging results, there has been very little research to date that attempts to explain how and why people learn and …

Carceral Degrees: Successful Postsecondary Educational Pathways For Students Impacted By The Criminal Justice System In Maine, Mara Sanchez Mppm

Muskie School Capstones and Dissertations

The benefits of postsecondary degrees are striking for populations who have experienced incarceration, yet little is understood about how this population succeeds with educational attainment upon release from incarceration. This qualitative collective case study examined to what extent and how six formerly incarcerated individuals who started educational programming while incarcerated successfully persisted with postsecondary degrees after being released back into Maine communities. This study found that participants related education to self-care or treatment, described their own education journeys as different, or taking a different path, and felt motivated to persist with education despite external expectations, which one participant labeled “transformational …

Rural Oral Health Access Disparities In New York State, Renae Williams Atkinson Dmd, Ms, Stacy Mcilduff Cfre, Hayward Derek Horton Phd

The New York State Dental Journal

Disparities in access to dental care for those whose primary/only dental insurance is Medicaid is a known issue. The infamous case of 12-year-old Deamonte Driver from Maryland brought this great need for access to private dental care through Medicaid to the fore. Yet, to this date, there has been no resource to address this great need.

Dentists accepting Medicaid fall into two categories: those who practice in federally qualified health centers (FQHC), and those who practice privately. FQHCs are known anecdotally to have long waitlists, delaying access to needed care (as in the case of Driver). This is compounded by …

Applying Circuit Theory To Describe Changes In Structural Landscape Connectivity In Response To Wildfire, Christian Ross Nielsen Aug 2024

Applying Circuit Theory To Describe Changes In Structural Landscape Connectivity In Response To Wildfire, Christian Ross Nielsen

School of Natural Resources: Dissertations, Theses, and Student Research

Understanding and conserving ecological connectivity is critical to the preservation of vulnerable landscapes. Circuit theory, in which landscapes are imagined as circuit boards with varying resistances to the flow of current, is being increasingly used to model spatially explicit connectivity of landscapes and to inform land management and conservation decision-making. Utilizing continuous, quantitative estimates of percent cover by five land cover functional groups to create a conductance surface, this study expanded upon an established application of circuit theory that used the open-source software Circuitscape to model species-agnostic, omnidirectional connectivity. This model was automated using Python to create time-series connectivity maps …

Exposing The Pervasive Culture Of Whiteness At Predominantly White Institutions: A Narrative Analysis Of White Deans Of Students' Understanding And Role In Responses To Campus Racial Incidents, Jennifer Helen Reid

Graduate Doctoral Dissertations

Deeply embedded in U.S. higher education institutions is a culture of whiteness that benefits white students, staff, faculty, and administrators through racist policies, structures, and cultural norms designed to uphold whiteness. This culture not only minimizes the presence of racism, but also is pervasive on college campuses, where administrators often fail to recognize blatant racism and treat ongoing campus racial incidents as isolated events. Despite the frequency of racial incidents, campus responses are typically ineffective, failing to address the underlying institutional practices that reinforce white supremacy and further harm those affected. This study explored the experiences of white deans of …

Engaging Survivors In Transnational Justice Governance: Global, National And Local Perspectives From Uganda's Post Lra Insurgency, Dennis Jjuuko

Graduate Doctoral Dissertations

The end of the Second World War established the Nuremberg trials and the Tokyo tribunal while the United Nations (UN) system established ad-hoc tribunals in the former Yugoslavia and Rwanda, and multilateralism facilitated the creation of the present-day International Criminal Court (ICC). These trials and tribunals established liberal approaches to transnational justice governance. Despite the dominance of a liberal universalist justice framework, non-liberal justice approaches have also emerged. Considered as alternative customized justice structures, including South Africa’s Truth and Reconciliation Commission (TRC) and Rwanda’s Gacaca Courts, these community emergent approaches emphasize a transformative approach to addressing legacies of civil conflict …

Assessing Gtfs Accuracy, Gregory L. Newmark Aug 2024

Assessing Gtfs Accuracy, Gregory L. Newmark

Mineta Transportation Institute

The promised benefits of the General Transit Feed Specification (GTFS) Schedule and Realtime standards are dependent on the underlying quality of the data. Despite this fundamental reliance, there has been relatively little research on techniques and strategies to assess GTFS accuracy. The need for such assessment is growing as federal and state governments increasingly require transit agencies to make these data available to the public. This research fills this gap by presenting a suite of methods and metrics to assess the temporal accuracy of GTFS Realtime and the spatial accuracy of GTFS Schedule feeds. The temporal assessment demonstrates an approach …

Dissertations and Doctoral Documents from University of Nebraska-Lincoln, 2023–

Great Plains social-ecological systems are facing growing pressure from complex, ‘wicked’ problems. Addressing these problems will require integrating ecological resilience and complex systems thinking concepts into our legal framework in order to better reflect the changing ecological reality of the Great Plains and promote flexibility and adaptability in the face of that change. In this dissertation, I examine how past and present policy priorities have affected social-ecological systems on the Great Plains, and how ecological resilience and complex systems thinking might be applied to grassland management policy. In Chapter 2, I examine the rapid progress made in the adoption of …

Essays On Education And Labor Market Outcomes, Ishita Ahmed

Dissertations and Doctoral Documents from University of Nebraska-Lincoln, 2023–

This dissertation focuses on the labor market or educational outcomes using applied microeconomic methods. Chapter 1 investigates the impact of waiting an additional year to start kindergarten on the socioeconomic achievement gap in Nebraska using longitudinal administrative data from the Nebraska Department of Education. I utilize fuzzy regression discontinuity design to find the effect of waiting on test scores. I find waiting a year to improve the test score, and this impact fades away over time. This fading pattern shows a considerable amount of heterogeneity across different demographic groups, suggesting an acceleration of the achievement gap. The study also investigates …

Research Collection School Of Computing and Information Systems

An anonymous transit pass system allows passengers to access transport services within fixed time periods, with their privileges automatically deactivating upon time expiration. Although existing transit pass systems are deployable on powerful devices like PCs, their adaptation to more user-friendly devices, such as mobile phones with smart cards, is inefficient due to their reliance on heavy-weight operations like bilinear maps. In this paper, we introduce an innovative anonymous transit pass system, dubbed Anopas, optimized for deployment on mobile phones with smart cards, where the smart card is responsible for crucial lightweight operations and the mobile phone handles key-independent and time-consuming …
