Although urban rail transit systems play a crucial role in urban mobility, they frequently suffer from unexpected disruptions due to power loss, severe weather, equipment failure, and other factors that cause significant disruptions in passenger travel and, in turn, socioeconomic losses. To alleviate the inconvenience of affected passengers, bus bridging services are often provided when rail service has been suspended. Prior research has yielded various methodologies for effective bus bridging services; however, they are mainly based on the strong assumption that passengers must follow predetermined bus bridging routes. This fact sheet examines data on changes in taxable income and net average income as a result of net migration for each county in Nevada during the COVID-19 pandemic (from 2020 to 2021). The data illustrate which Nevada counties experienced increases in taxable income and average income, and which counties experienced losses. The data are retrieved from “Tax Data Reveals Large Flight of High Earners from Major Cities During the Pandemic,” an interactive data report by the Economic Innovation Group.

Urban parks are essential public spaces that provide numerous benefits, but the presence of others can significantly influence these benefits. This dissertation explores the complex and context-dependent effects of the presence of other people on urban park experiences by drawing on diverse disciplinary perspectives and employing multiple methodological approaches, including theoretical synthesis, virtual reality, eye tracking, and qualitative methods.
Chapter 2 develops a comprehensive theoretical framework that bridges social psychology, environmental psychology, and practice-based fields. Amid a landscape of cyber attacks on America occurring below the threshold of armed conflict, strategic national policy efforts recommend a whole-of-nation approach where individuals and public and private organizations increase their defensive posture in cyberspace. Motivation to address the risk of a cyber event includes a continuum of cyber threats that can range from low-level disruptive events to cybercrime and cyber espionage to the possibility of a potentially catastrophic attack on critical infrastructure. Is Parking Cash-Out Worth It? Comparing Cost-Effectiveness And Climate And Equity Benefits In The Bay Area And South Coast Air Quality Management Districts, Fynnwin Prager, Tianjun Lu, Ashley Membere, Parveen Chhetri

This research explores the potential impacts of California parking cash-out policy changes on the Bay Area and LA County. Parking cash-out—a California law since 1992—requires that certain qualifying employers who subsidize employee parking offer employees the option to give up their parking space and receive cash instead. Studies show parking cash-out substantially reduces VMT and emissions, yet enforcement remains voluntary. Current policy covers few firms (<1%) and employees (around 11%) in the study regions. Policy reform to include companies with 20+ employees could increase this to 18%. Our experimental-design survey (n=963) explores behavioral changes in response to multiple policy variables and finds that 76.9% of employees would accept cash-out if offered, and that participants who had to pay the market rate for parking and were full-time commuters were more likely to switch to using public transportation at lower cash minimums. VMT related to employees covered by parking cash-out are substantial (5.6 million in the Bay Area; 5.7 million in LA County), and account for a combined 6,593 daily tons of GHG. As even limited adoption could have significant environmental benefits, parking cash-out would be a more cost-effective approach to reducing VMT than traditional TDM programs such as trip-reduction programs, workplace parking taxation, or transit subsidies and road diets, though further evidence on the direct influence of parking cash-out on commuter behavior is needed.

This qualitative study examines the experiences of public elementary teachers and school leaders to better understand the shifting of educational priorities during the COVID-19 pandemic. Participants share ideas and practices while taking action steps and making recommendations to improve teaching and learning. The research incorporates both case study and action research approaches through a critical inquiry process that centers the voices of those on the front lines of education. This study contributes to the field of Comparative and International Education (CIE) using the original conceptual framework of Institutional Border Theory of Education (IBTE). Classical and Christian education has proliferated across education sectors over the last decade. As a result, school leaders must implement these timeless philosophies of education and navigate such high demand. This dissertation seeks to equip relevant parties with research about what drives their skyrocketing enrollment and how to support school leaders and their governing boards. Background: Health professional regulatory bodies oversee and enforce standards in healthcare to safeguard patient safety and prevent harm. However, international consistency in these regulations remains limited. The Kenya health sector relies on various bodies to enforce standards among professionals and institutions, albeit constrained by financial and human resources that hinder effective oversight. With climate extremes hitting nations across the globe, disproportionately burdening vulnerable developing countries, the prompt operation of the Loss and Damage fund is of paramount importance. As decisions on resource disbursement at the international level, and investment strategies at the national level, loom, the climate science community’s role in providing fair and effective evidence is crucial. Attribution science can provide useful information for decision makers, but both ethical implications and deep uncertainty cannot be ignored. Considering these aspects, we articulate a vision that integrates established attribution methods and multiple lines of evidence within a coherent logical framework.

This brief report on AL/RC staff and resident experiences with climate events highlights the voices of AL/RC direct care staff, former direct care staff, residents, administrators, and management representatives to promote well-being in these care settings. This study can inform Oregon’s efforts to support long-term care workforce readiness for future climate emergencies and inform future quantitative data collection on AL/RC and other long-term care workers, including those employed in home health agencies, nursing facilities, and adult foster homes.

School attendance is a crucial component of a youth’s ability to access resources and attain educational success. Maltreated youth are at increased risk for school absences, poor school performance, impairment in cognitive processes, and development of psychopathology. Disruption from their known systems (i.e., family, social, school) as a result of removal from home creates unique and substantial barriers for maltreated youth in attending and engaging in school. Embankments have been widely used in the construction of transportation and flood defense infrastructure. Embankments constructed from clays experience a suite of weather-driven deterioration processes that lead to a progressive loss of hydromechanical performance, causing potentially severe and costly consequences. This study aimed to predict the time to failure of aging, deteriorating clay embankments supporting transportation infrastructure. A multi-phase numerical modeling approach was developed to replicate the long-term, weather-driven, hydromechanical behavior of clay embankments. This study investigates commercial truck vehicle miles traveled (VMT) across six diverse California counties from 2000 to 2020. The counties—Imperial, Los Angeles, Riverside, San Bernardino, San Diego, and San Francisco—represent a broad spectrum of California’s demographics, economies, and landscapes. Using a rich dataset spanning demographics, economics, and pollution variables, we aim to understand the factors influencing commercial VMT. We first visually represent the geographic distribution of the counties, highlighting their unique characteristics. This paper examines the escalation of military expenditures in Europe in response to the ongoing Russia-Ukraine conflict, through the lens of the security dilemma. The security dilemma, a fundamental concept in international relations, describes how the defensive actions of one state can provoke perceptions of threat among others, potentially leading to an arms race. Finding affordable childcare can be a struggle. Childcare subsidy programs help reduce barriers to stable childcare options and support parents’ employment, but due to administrative hurdles, such as recertification periods and income reporting requirements, many eligible parents are not using these programs. Using quarterly employment and earnings data from 2016-2019 Virginia administrative data, this brief describes associations between childcare subsidy program participation and household employment and earnings outcomes among low-income families in Virginia.
