In May 2023, Uganda enacted a law criminalizing homosexuality. The Ugandan parliament and President Yoweri Museveni defended the enactment of this law, arguing that homosexuality directly violates Ugandan cultural norms and Biblical doctrines. In response to this legislative action, the United States immediately condemned the law and threatened to withdraw the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR), along with other forms of assistance and investments. Despite this, many Ugandans, supported by their leaders, publicly expressed their willingness to accept the aid suspension rather than repeal the law. Roger Altman published “Globalism in Retreat” in 2009, in which he offers analysis of the 2008 financial crisis, blaming free-markets and globalism as causes of the calamity, only to praise China’s “state-capitalism”, which he believes allowed the Chinese to emerge ahead of the globalists in recovery. This article, despite its age, provides a timeless example of a dangerous tendency in public policy. It demonstrates how policymakers can implement deleterious policies which result in inevitable crisis, and then, they subsequently escape blame by explaining away the crisis with bad analysis and even worse policy suggestions for the future. The expansion of female labor force participation has a strong, positive effect on economic growth. Maternity leave policies aim to support women’s employment continuity through a reduction of labor tradeoffs. Variation in maternity leave policies between countries spotlights the effect of maternity leave on female labor force participation, as shown in a comparison of countries in Southern Europe. This thesis provides an empirical analysis of maternity leave policy and female labor force participation rates in Spain, Italy, Portugal, and Greece. In principle, railroad workers have a legal right to engage in strikes in the United States, just like a majority of other workers. In practice, however, they are ostensibly forced into compulsory arbitration where Congress legislates their contract even if they vote to strike. The government’s justification for overriding the workers’ right to strike in this way is that a full-scale strike could have serious economic impacts to the national economy. Overriding railroad workers’ right to strike still raises ethical concerns, because the right to strike is crucial for workers to protect their interests. Scholars have studied wars and their causes for centuries, but what happens when the tanks roll out and the guns stop firing? The concept of reconciliation is a relatively new field of study in international relations, and the scholarship of specific transitional justice mechanisms remains underdeveloped. I comparatively analyze the differences between external and internal peacebuilding strategies – specifically the effectiveness of international tribunals in establishing long term deep reconciliation. In defining internal and external transitional justice mechanisms, I differentiate between a reconciliation process that prioritizes rebuilding citizens’ lives over one that prioritizes the desires of the international community. Gender-Responsive Classification Of Women In Prison: A Typology Based On Mental Health Symptoms And Coping Strategies, Irina Fanarraga, Katarzyna Celinska

Despite the increase in the incarceration rates of women, most correctional practices are still normed on male samples, including prison classification. Moreover, those classifications do not take into account women’s particular experiences, needs, and unique pathways to criminality. The current research proposes a typology based on female prisoners’ mental health symptoms and coping strategies. The data was derived from a survey conducted with 194 women housed in a Northeastern prison. A two-step clustering analysis was used to obtain three classification types—each with different symptomatology, coping mechanisms, demographic, and background characteristics. The accelerating inability of volunteer fire departments to attract new recruits presents the public sector with both above and below-the-line costs. Finding replacements for members aging out is the single greatest challenge that volunteer departments face. If this problem persists, the cost of replacing volunteers with paid staff would have a significant and negative impact on the tax base. Pay and benefits for professional staff (as well as capital costs associated with this conversion) would cause property taxes to escalate significantly in communities where volunteers have historically managed emergencies. Nearly 250,000 U.S. military members transition out of service each year. The Transition Assistance Program (TAP) provides information, tools, and training to prepare service members for their transition to civilian life. However, nearly half of veterans say the military did not adequately prepare them for their transition from service. This issue brief highlights the shortcomings of veteran transition programs, like TAP, and provides recommendations for improving transition outcomes through more holistic programs.

Board members of human service nonprofit organizations (HSNPOs) perform within the self-governing nonprofit sector influenced by complex logics (reasoning) from institutions. Unknown are the origin, identity, role, or purpose of institutional logics or their influence on HSNPO board members to adopt or not adopt existing good ethical governance. This generic qualitative inquiry study explored HSNPO governance and ethics as experienced, described, and narrated by HSNPO board members. A systematic review of China’s low-carbon policy and paradigm transformation is imperative for establishing a well-designed policy system to achieve the “dual carbon” goals. Based on the theory of policy change, this study constructs an analytical framework of “policy objectives—policy themes—policy fluctuations”. This study uses text mining techniques and policy measurement methods to analyze 1 743 low-carbon policies implemented in China from 2000 to 2021. The study summarizes the stage characteristics and evolutionary path of low-carbon policy development in China, evaluates the contribution of each policy theme at different stages, and portrays the paradigm shift in low-carbon governance.
