TV White Space (TVWS) represents one new wireless communication technology that has the potential to improve internet access and inclusion. This primer describes TVWS technology as a viable, long-term access solution for the benefit of public libraries and their communities, especially for underserved populations. Discussion focuses first on providing a brief overview of the digital divide and the emerging role of public libraries as internet access providers. Next, a basic description of TVWS and its features is provided, focusing on key aspects of the technology relevant to libraries as community anchor institutions. Transit agencies are interested in assessing the short-, mid-, and long-term performance of infrastructure with the objective of enhancing resiliency and efficiency. This report addresses three distinct aspects of New Jersey’s Transit System: 1) resiliency of bridge infrastructure, 2) resiliency of public transit systems, and 3) efficiency of transit systems with an emphasis on paratransit service.

This project proposed a conceptual framework to assess the performance and resiliency for bridge structures in a transit network before and after disasters utilizing structural health monitoring (SHM), finite element (FE) modeling and remote sensing using Interferometric Synthetic Aperture Radar (InSAR). University libraries are increasingly moving to develop programs to eliminate or dramatically reduce textbook costs. These services appeal to prospective students and can also improve student learning outcomes and retention rates. But how do you get buy-in, build consensus, get funding, and drive real change? This panel discussion will present four libraries’ successes and challenges as they work to eliminate textbook costs for students.

Work-zone safety on highway projects continues to be a national concern, and project safety performance is one of the indicators of project success. Many contractors and State Transportation Agencies believe that expedited construction time under incentive contracting contributes to reducing the safety risk of road users traveling through work zones. However, the truth of this belief has never been measured or supported by any statistical evidence. Therefore, this research investigates the statistical relationship between time-related incentive road construction projects and frequency of vehicle crashes in California to understand the impact of time-related incentive provisions on project safety performance. Who presents at conferences matters. Presenting research benefits speakers, and presenters shape the conclusions audiences draw about who can succeed in a field. This is particularly important for members of historically underrepresented or disadvantaged groups, such as women. We investigated gender representation over a 13-year period among speakers at the largest social and personality psychology conference. On average, women were underrepresented as speakers, though this effect diminished over time. Chairs appeared to serve as gatekeepers: In symposia chaired by women, almost half of the invited speakers were women, whereas in symposia chaired by men, it was a third. The representation …

As a burgeoning literature on high-speed rail development indicates, good station-area planning is a very important prerequisite for the eventual successful operation of a high-speed rail station; it can also trigger opportunities for economic development in the station area and the station-city. At the same time, “on the ground” experiences from international examples of high-speed rail stations can provide valuable lessons for the California high-speed rail system in general, and the San Jose Diridon station in particular. Terrorists see transit and passenger rail as an attractive target. Designed for public convenience, trains and stations offer terrorists easy access to crowds of people in confined environments where there are minimal security risks and attacks can cause high casualties. This report examines the unique attributes of the terrorist threat, how security measures against terrorism have evolved over the years, and their overall effectiveness.

This literature review addresses the issues surrounding accessibility of culturally diverse children’s literature in libraries, including the importance of making diverse literature accessible, the availability of such titles on the market, library collection development of diverse books, and selection criteria among children. These issues, in sum, determine how many books are available to children, how they are made available, and if children will even choose to read them. Faced with shrinking budgets and increased subscription prices, many academic libraries are seeking ways to reduce the cost of e-journal access. A common target for cuts is the “Big Deal,” or large bundled subscription model, a term coined by Kenneth Frazier in a 2001 paper criticizing the effects of the Big Deal on the academic community. The purpose of this literature review is to examine issues related to reducing e-journal costs, including criteria for subscription retention or cancellation, decision-making strategies, impacts of cancellations, and other options for e-journal content provision.
