Using Focus Groups To Match User Expectations With Library Constraints [Workshop Report], Elizabeth Parang, Sheryl Williams

Focus groups can furnish needed user input in a short time frame. The issues to be discussed must be clearly identified and questions formulated. Appropriate participants can then be selected. Care should be exercised in selecting a facilitator, a meeting location, and recording equipment. Sessions transcripts can be readily analyzed using a matrix which can then be utilized to compile a written report summarizing both the overwhelming feeling of group and other points brought out.

The story implicates a range of legal issues including hate speech, sexual harassment, sex discrimination, defamation, and intentional infliction of emotional distress. A semiparametric estimator based on an unknown density is uniformly adaptive if the expected loss of the estimator converges to the asymptotic expected loss of the maximum likelihood estimator based on the true density (MLE), and if convergence does not depend on either the parameter values or the form of the unknown density. Without uniform adaptivity, the asymptotic expected loss of the MLE need not approximate the expected loss of a semiparamteric estimator for any finite sample. I show that a two-step semiparametric estimator is uniformly adaptive for the parameters of nonlinear regression models with autoregressive moving average errors.

This paper examines the definition and context of official corruption in the emerging African nation of Sierra Leone. Historical, legal and sociological studies of the development of Sierra Leone and corruption within that nation are reviewed, as well as the content of official judicial inquiries into administrative corruption. These investigations and studies are supplemented with data from the primary author’s experiences as a prosecutor and judge in Sierra Leone. Predisposing factors which facilitate corruption are identified and a variety of policies aimed at reform are discussed

The Political Economy Of Corporate Taxation., John Williams, Brian Collins

Theory: We propose a theory of corporate taxation in the United States that builds on dynamic optimal taxation models. The theory is consistent with structural dependence theories (Lindblom 1977) in that expectations by investors of future tax policy limit policy maker options, primarily because corporate tax policy is time inconsistent. This theory contrasts with pluralistic models of corporate taxation because it recognizes the collective action problem facing business.

Hypotheses: We offer three propositions. First, effective corporate tax rates will be exogenous to aggregate business interests, and instead should cause the organization and activity of business. Second, a shock in effective …
