A recent palaeopathological study has indicated that prehistoric Aboriginal society in some parts of southeastern Australia was sedentary and supported large populations. This conclusion generally supports archaeological evidence that a period of socio-enconomic intensification took place over the last 2–3,000 years. Also, concurrent research has focused attention on the possibility of extensive reductions among Aboriginal populations of the area through the introduction of smallpox. This process took place at a very early stage of European colonisation and in regions yet to be explored. As a result, smallpox probably killed large numbers of Aborigens before Europeans knew what the size of …

The Effect Of Federal Tax Deductibility On State And Local Taxes And Spending, Gilbert E. Metcalf, Martin S. Feldstein
Gilbert E. Metcalf
This paper examines the effect of federal deductibility of state and local taxes on the fiscal behavior of state and local governments. The primary finding is that deductibility affects the way that state and local governments finance their spending as well as the overall level of spending. More specifically, in states in which federal deductibility implies a relatively low cost of using deductible personal taxes (including income, sales, and property taxes), there is greater reliance on those taxes and less reliance on business taxes and other revenue sources. In the last three years Aboriginal communities, particularly from south-eastern Australia, have shown great concern about the collection, storage and study of their skeletal remains. From the start there was an almost universal call for the immediate reburial of all such remains held in museums, irrespective of age and scientific value. Between May 1984 and the end of 1985, a series of Aboriginal meetings took place at which the maintenance of Aboriginal skeletal collections and research on them was condemned. Moratoria followed, preventing research even on those remains dating back 14,000 years. Antagonism arose between Aborigines and researchers, particularly …

The Treasury's 1984 plan is a more comprehensive income tax, including the indexation of interest, depreciation, and capital gains. The 1985 President's proposal retains some of this indexation. The author measures the incentives under each regime to make marginal investments in the corporate, noncorporate and housing sectors. Inflation causes current effective tax rates to rise for some assets and fall for others. Overall rates fall with inflation, and the corporate tax is completely offset by credits, allowances, and deductions. Under the proposals, the corporate tax reemerges, effective tax rates are much more uniform, and the interference of inflation is virtually …

Curative Factors In Offenders' Groups, John W. Macdevitt, Charles A. Sanislow

Curative factors were assessed among therapy groups of offenders experiencing differentially restrictive incarceration, from probation through minimum security and maximum security to a special segregation unit for behaviorally problematic prisoners. Catharsis was highly rated as in earlier studies, while interpersonal learning input was rated at varying levels. Existential awareness was rated much higher than with typical outpatient populations, while cohesiveness was rated lower. The significance of these findings is discussed.

Shakespeare's play The Taming of the Shrew is described in terms of behavior analysis. Changes in the behavior of the character Kate result from her husband Petruchio's manipulation of environmental contingencies. Aspects ofbehavior analysis found in the play include the identification of target behavior, the establishment of events as reinforcers, the arrangement of contingencies between responses and reinforcers, and the assessment of post-intervention responding. Several aspects of Shakespeare's description are related to current issues in behavior analysis bearing on theory, cultural practices, and public relations.
