The Right Way To Build Resilience To Climate Change, Daniel P. Aldrich Dec 2017

The Right Way To Build Resilience To Climate Change, Daniel P. Aldrich

Daniel P Aldrich

For years it was possible to assume that climate change would create problems only for future generations. No longer. Societies around the world now face the effects of climate change on a daily basis. Millions of people from developing countries flee every year from slowly unfolding climate related crises like drought and famine. This article examines how social infrastructure can provide one framework for societies seeking to undertake radical transformation during the Anthropocene Era.

How Social Ties Influence Evacuation Behavior, Danae Metaxa-Kakavouli, Paige Maas, Daniel P. Aldrich Dec 2017

How Social Ties Influence Evacuation Behavior, Danae Metaxa-Kakavouli, Paige Maas, Daniel P. Aldrich

Daniel P Aldrich

Natural disasters carry enormous costs every year, both in terms of lives and materials. Evacuation from potentially affected areas stands out among the most critical factors that can reduce mortality and vulnerability to crisis. We know surprisingly little about the factors that drive this important and often life-saving behavior, though recent work has suggested that social capital may play a critical and previously underestimated role in disaster preparedness. Moving beyond retrospective self-reporting and vehicle count estimates, we use social media data to examine connections between levels of social capital and evacuation behavior. This work is the first of its kind, …

Engineering Meets Institutions: An Interdisciplinary Approach To Management Of Resilience, Nader Naderpajouh, David Yu, Daniel P. Aldrich, Igor Linkov, Juri Matinheikki Dec 2017

Engineering Meets Institutions: An Interdisciplinary Approach To Management Of Resilience, Nader Naderpajouh, David Yu, Daniel P. Aldrich, Igor Linkov, Juri Matinheikki

Daniel P Aldrich

In this study, we carry out a review of three different perspectives on resilience - engineering, social, and organizational - in order to explore resilience management in the context of governance of infrastructure systems. We discuss the common practices to address resilience of engineering systems, the need and current trend for integration of institutions into these practices through formal as well as informal mechanisms. To illustrate our theorizing, we provide three illustrative case studies.

Social Capital As A Shield Against Anxiety Among Displaced Residents From Fukushima, Keiko Iwasaki, Yasuyuki Sawada, Daniel P. Aldrich Dec 2017

Social Capital As A Shield Against Anxiety Among Displaced Residents From Fukushima, Keiko Iwasaki, Yasuyuki Sawada, Daniel P. Aldrich

Daniel P Aldrich

The March 2011 meltdowns at the Fukushima nuclear power plants in Japan resulted in an increased risk of psychological distress among affected residents. We conducted original surveys of Futaba residents, a town in Fukushima where all of the residents were forced to evacuate from their homes due to radioactive contamination,
obtaining 585 responses (a response rate of about 20%). Using this original data set, we investigate the role of social capital in maintaining mental health among the residents. First, we found the level of stress captured by the Kessler index (K6) to be unusually high compared both with people across …

Urban Resilience Implementation: A Policy Challenge And Research Agenda For The 21st Century, Jon Coaffee, Marie-Christine Therrien, Lorenzo Chelleri, Daniel Henstra, Daniel P. Aldrich, Carrie Mitchell, Sasha Tsenkova, Eric Riguad Dec 2017

Urban Resilience Implementation: A Policy Challenge And Research Agenda For The 21st Century, Jon Coaffee, Marie-Christine Therrien, Lorenzo Chelleri, Daniel Henstra, Daniel P. Aldrich, Carrie Mitchell, Sasha Tsenkova, Eric Riguad

Daniel P Aldrich

Resilience has risen rapidly over the last decade to become one of the key terms in international policy and academic discussions associated with civil contingencies and crisis management. As governments and institutions confront threats such as environmental hazards, technological accidents, climate change, and terrorist attacks, they recognise that resilience can serve as a key policy response. Many organisations including the United Nations, the European Union, the World Bank, International Monetary Fund, government agencies and departments, international non-governmental organisations and community groups promote resilience. However, with the rapid rise of resilience has come uncertainty as to how it should be built …

Triggers For Policy Change: The 3.11 Fukushima Meltdowns And Nuclear Policy Continuity, Daniel P. Aldrich, Summer Forester, Elisa Horhager Dec 2017

Triggers For Policy Change: The 3.11 Fukushima Meltdowns And Nuclear Policy Continuity, Daniel P. Aldrich, Summer Forester, Elisa Horhager

Daniel P Aldrich

The 3.11 compounded disaster in Tohoku, Japan served as catalyst for some nations, including Germany, Belgium, and Italy, to alter nuclear policies but had no impact on the approaches of a number of others such as Vietnam, China, and Russia. Our article investigates why, despite facing the same focusing event, private- and state-owned utilities in some countries altered their nuclear energy policies while others kept the status quo. We use a mixed-methods approach to understand this variation in energy policy outcomes. Our quantitative analysis of 84 countries based on a new, sui generis dataset shows that Green Party vote share …

Competing By Restricting Choice: The Case Of Search Platforms, Hanna Halaburda, Mikolaj Jan Piskorski, Pinar Yildirim Dec 2017

Competing By Restricting Choice: The Case Of Search Platforms, Hanna Halaburda, Mikolaj Jan Piskorski, Pinar Yildirim

Hanna Halaburda

We show that a two-sided platform can successfully compete by limiting the choice of potential matches it offers to its customers while charging higher prices than platforms with unrestricted choice. Starting from micro-foundations, we derive the strength and direction of network effect, and find that increasing the number of potential matches not only has a positive effect due to larger choice, but also a negative effect due to competition between agents on the same side. Agents with heterogeneous outside options resolve the trade-off between the two effects differently. For agents with a lower outside option, the competitive effect is stronger …

Academic Librarians And Labor Unions: Attitudes And Experiences, Ian Mccullough Dec 2017

Academic Librarians And Labor Unions: Attitudes And Experiences, Ian Mccullough

Ian McCullough

This research project investigates librarians’ attitudes toward unions and collective bargaining through data collected from a nationwide survey of 359 academic librarians in the United States. We found that academic librarians have a generally positive view of unions and collective bargaining agreements, a notable result in a national political atmosphere that is demonstrably anti-union. Union membership is strongly bound to faculty status. Our research results imply that unionization and collective bargaining provide stronger job protections and higher wages than faculty status alone, and suggest that discussions of faculty status in academic libraries may not have provided best possible way to …

Beyond The Walls: The Importance Of Community Contexts In Immigration Detention, Emily Ryo, Ian Peacock Dec 2017

Beyond The Walls: The Importance Of Community Contexts In Immigration Detention, Emily Ryo, Ian Peacock

Emily Ryo

Immigration detention facilities are commonly assumed to be insulated microcosms that maintain their existence separate and apart from the surrounding communities.  Yet, detention facilities are not hermetically sealed institutions.  Drawing on unique and comprehensive data pertaining to all individuals held in immigration detention in the United States in fiscal year 2015, this study explores for the first time the importance of community contexts in immigration detention.  Our multivariate analyses show a significant relationship between the characteristics of communities in which the facilities are located and detention length for individuals who were released pending the completion of their removal proceedings.  Specifically, …

Predicting Danger In Immigration Courts, Emily Ryo Dec 2017

Predicting Danger In Immigration Courts, Emily Ryo

Emily Ryo

Every year, the US government detains thousands of noncitizens in removal proceedings on the basis that they might pose a threat to public safety if released during the pendency of their removal proceedings. Using original audio recording data on immigration bond hearings, this study examines immigration judges’ determinations regarding which noncitizens pose a danger to the community. My multivariate analysis that controls for a variety of detainee background characteristics and criminal conviction-related measures produced three main findings. First, I find that Central Americans are more likely to be deemed dangerous than non-Central Americans. Second, I find that detainees with attorneys …

Representing Immigrants: The Role Of Lawyers In Immigration Bond Hearings, Emily Ryo Dec 2017

Representing Immigrants: The Role Of Lawyers In Immigration Bond Hearings, Emily Ryo

Emily Ryo

Do immigration lawyers matter, and if so, how? Drawing on a rich source of audio recording data, this study addresses these questions in the context of U.S. immigration bond hearings—a critical stage in the removal process for noncitizens who have been apprehended by U.S. immigration officials. First, my regression analysis using a matched sample of legally represented and unrepresented detainees shows that represented detainees have significantly higher odds of being granted bond. Second, I explore whether legal representation affects judicial efficiency and find no evidence of such a relationship. Third, I examine procedural and substantive differences between represented and unrepresented …

“As Natural As The Air Around Us”: On The Origin And Development Of The Concept Of Structural Violence In Health Research, Fernando De Maio, David Ansell Dec 2017

“As Natural As The Air Around Us”: On The Origin And Development Of The Concept Of Structural Violence In Health Research, Fernando De Maio, David Ansell

Fernando De Maio

This article examines the concept of “structural violence.” Originating in the work of Johan Galtung in 1969 and popularized by Paul Farmer, structural violence is increasingly invoked in health literature. It is a complex concept – rich in its explanatory potential but vague in its operational definition and arguably limited in its theoretical precision. Its potential lies in the focus it gives to the deep structural roots of health inequities; in contrast to the more passive term “social determinants of health,” structural violence explicitly identifies social, economic, and political systems as the causes of the causes of poor health. It …

What Is Community Operational Research?, Gerald Midgley, Michael P. Johnson Jr., George Chichirau Dec 2017

What Is Community Operational Research?, Gerald Midgley, Michael P. Johnson Jr., George Chichirau

Michael P. Johnson

Community Operational Research (Community OR) has been an explicit sub-domain of OR for more than 30 years. In this paper, we tackle the controversial issue of how it can be differentiated from other forms of OR. While it has been persuasively argued that Community OR cannot be defined by its clients, practitioners or methods, we argue that the common concern of all Community OR practice is the meaningful engagement of communities, whatever form that may take – and the legitimacy of different forms of engagement may be open to debate. We then move on to discuss four other controversies that …

No Taxation, No Representation: An Investigation Of The Relationship Between Natural Resources And Fiscal Decentralization, Andrew Balthrop, Mohammad Arzaghi Dec 2017

No Taxation, No Representation: An Investigation Of The Relationship Between Natural Resources And Fiscal Decentralization, Andrew Balthrop, Mohammad Arzaghi

Andrew Balthrop

Rents from natural resources can alter the relationship between central and local governments by providing a new source of government financing. We develop a model to explore the relationship between fiscal decentralization and resource abundance. Our model indicates that natural resource rents can detach central government expenditures from the tax base so that the central government can spend more to persuade a fractious periphery to remain under central government control. Thus, other things equal, higher natural resource rents can result in less decentralized government expenditures. We empirically explore the relationship between fiscal decentralization and natural resources rents using a panel …

Queer Politics In Neoliberal Times (1970s-2010s), Margot Weiss Dec 2017

Queer Politics In Neoliberal Times (1970s-2010s), Margot Weiss

Margot Weiss

Neoliberalism has had a profound effect on post-1970s LGBT/queer cultures and politics. This essay reviews how, by privatizing social services, fostering consumer citizenship, and promoting corporate welfare and urban redevelopment, neoliberal policies have pit “deserving” gays and lesbians against “undeserving” others: the same-sex married couple vs. the “welfare queen,” the gay/lesbian consumer-citizen vs. the poor queer, and the gay gentrifier vs. the “dangerous” other. Historicizing these oppositions reveals the intersections of sexuality, class, gender, race, and social policy that remain central to queer politics today.
