Between Politics And Science: The Dilemma Of Reason, Roozbeh (Rudy) B. Baker, Zoran S. Nikolić Jan 2014

Between Politics And Science: The Dilemma Of Reason, Roozbeh (Rudy) B. Baker, Zoran S. Nikolić

Roozbeh (Rudy) B. Baker

Curiosity, our deepest inner intellectual need and concern brought about what we today call science. This Article will try to address the problem of the interrelation between politics and science. There is no need to discuss which of the two came first, but rather the real question is to what extent can science influence the political process? Can it help proper decision-making and, if it can, to what extent? Decision-making is most often prefixed with the term political. Can the intellectual class representing the world of science have an influence on political decision-making? As C. Wright Mills rightly noticed, if …

Patent Assertion Entities & Privateers: Economic Harms To Innovation And Competition, Robert G. Harris Jan 2014

Patent Assertion Entities & Privateers: Economic Harms To Innovation And Competition, Robert G. Harris

Robert G Harris

This paper addresses the problems of aggressive rent-seeking activities by patent assertion entities (PAEs) and privateers. Section II explains why aggressive patent assertion is especially problematic in patent thick products and systems (such as computers, smartphones and software), and why technological developments have increased the number and “density” of patent thickets. Section III addresses the fundamental differences in the strategic positions and interests of practicing entities and PAEs, and explains why those differences affect the conduct of PAEs and increase the opportunities for, and economic harm caused by, their rent-seeking conduct and efforts to engage in patent hold-up. Section IV …

People Do Not Just Snap: Watching The Electronic Trails Of Potential Murderers, Raphael Cohen-Almagor Jan 2014

People Do Not Just Snap: Watching The Electronic Trails Of Potential Murderers, Raphael Cohen-Almagor

raphael cohen-almagor

The author argues that the international community should continue working together to devise rules for monitoring specific Internet sites, as human lives are at stake. Preemptive measures could prevent the translation of murderous thoughts into murderous actions. Designated monitoring mechanisms for certain websites that promote violence and seek adherents for the actualization of murderous thoughts could potentially prevent such unfortunate events. The intention is to draw the attention of the international community' multi agents (law-enforcement agencies, governments, the business sector, including Internet Service Providers, websites administrators and owners, civil society groups) to the urgent need of developing monitoring schemes for …

Educación Superior Y Transiciones Políticas En México, Roberto Rodríguez-Gómez Jan 2014

Educación Superior Y Transiciones Políticas En México, Roberto Rodríguez-Gómez

Roberto Rodríguez-Gómez

This essay analyzes the effects of the political transitions underway in Mexico from the 1980s to the present on the country´s higher education system. It begins by providing an analytic framework for use in discussing relevant issues, particularly topics prevalent in the academic literature; these include the delimitation of faculties and attributions, resource competition, and systematic control and coordination, in the context of the joint processes of democratization and federalism. Next, it analyzes three processes of political transformation underway in the country: the reforms to the federal administrative apparatus, the transition to a multiparty system, and the new fiscal federalism. …

The Security Culture Of A Global And Multileveled Cyber Security, Zenonas Tziarras Jan 2014

The Security Culture Of A Global And Multileveled Cyber Security, Zenonas Tziarras

Zenonas Tziarras

This paper seeks to argue for the development of a global and multileveled management of cybersecurity. To do so we first define cybersecurity by situating it within the broader framework of the changing concept of security. To this end we look at the evolution of the security concept, mainly since the end of the Cold War, and its relationship to cybersecurity in today’s global affairs. Then we identify the referent object of security, the importance of cyberthreats, and the need for a multileveled management of cybersecurity and cyberthreats. For such a management to be possible and effective, this paper argues …

The Paradoxical Effect Of Multipolarity Over The South American Security Governance, Víctor M. Mijares Jan 2014

The Paradoxical Effect Of Multipolarity Over The South American Security Governance, Víctor M. Mijares

Víctor M Mijares

Breaking the enduring idea on security regionalism’s relative isolation, multipolarity is a global phenomenon with tangible consequences, even for a so-called peace zone. The attempts for an autonomous South American security governance agreement were directly connected with changes in the distribution of power at the international structural level. However, the same force that allowed the rise of the South American Defence Council limits the progress towards a more committed agreement. The multipolar paradox lies in the difficulties to make compatible the two faces of one important outcome from multipolarity: national and regional autonomies.

Implementing A Real Sdr Currency Board, Warren Coats Jan 2014

Implementing A Real Sdr Currency Board, Warren Coats

Warren Coats

The enormous utility of money is a function of how widely it can be used for pricing and paying for the things we buy and sell and how stable or at least predictable is its value over time. The United States dollar became and remains the world’s common currency for global trade because of the relative size of the American economy, the relative stability of the purchasing power of the dollar, and the extensive development and liquidity of dollar financial instruments. Its use is now well entrenched. As pointed out by Richard Cooper: “It would take both a major shock …

户口、职业隔离与中国城镇的收入不平等, Xiaogang Wu, Zhuoni Zhang Jan 2014

户口、职业隔离与中国城镇的收入不平等, Xiaogang Wu, Zhuoni Zhang

Xiaogang Wu

Regional Institutional Development, Political Connections, And Entrepreneurial Performance In China's Transition Economy, Wubiao Zhou Jan 2014

Regional Institutional Development, Political Connections, And Entrepreneurial Performance In China's Transition Economy, Wubiao Zhou

Wubiao Zhou

While previous research has emphasized the role of political connections in facilitating entrepreneurial performance in China’ early reform period (1978 – 1999), this study argues that regional institutions had been increasingly conducive to entrepreneurial activities and, thus, also played a key role in China’s entrepreneurial success during that period. The purpose of this study is twofold. First, it aims to demonstrate how regional institutional development facilitated entrepreneurial performance in China. Second, it aims to understand how formal institutional development among Chinese regions affected the role of political connections. Using a two-level hierarchical dataset on Chinese private enterprises, this study finds …

A Note On Absolutely Expedient Learning Rules, Carlos Oyarzun Jan 2014

A Note On Absolutely Expedient Learning Rules, Carlos Oyarzun

Carlos Oyarzun

I provide a full characterization of the set of absolutely expedient learning rules introduced in Börgers, Morales, and Sarin (2004) [“Expedient and monotone learning rules,” Econometrica, 72, 383–405]. The expected change in the expected payoff can be written as a quadratic form on the vector of relative expected payoffs of the strategies. This permits use of standard linear algebra arguments to provide a characterization in terms of the matrix defining this quadratic form.

Real-Time Online Reporting: Best Practices For Live Blogging, Neil Thurman Jan 2014

Real-Time Online Reporting: Best Practices For Live Blogging, Neil Thurman

Neil Thurman

Contemporary live online reporting makes the most of converging technological platforms and includes not just text but a range of content including still and moving images and audio. Social media platforms are an important source of content, which is often embedded directly. The resulting news artefact is referred to using a variety of names, including “news streams’, “live updating news pages”, and “live blogs”. This last term has been adopted for the purposes of this chapter. Live blogs are becoming increasingly common, with, for example, the Guardian’s website publishing close to 150 per month. They are also a relatively popular …

Connecting Research On Social Issues In Nanotechnology: The Center For Nanotechnology In Society At Arizona State University, Jan Youtie, Philip Shapira Jan 2014

Connecting Research On Social Issues In Nanotechnology: The Center For Nanotechnology In Society At Arizona State University, Jan Youtie, Philip Shapira

Philip Shapira

Central to the emergence of new research topics is the creation of a research network. This paper looks at the creation of a network of researchers of social issues in nanotechnology and the role of the Center for Nanotechnology in Society at Arizona State University (CNS-ASU) in the creation of this network. While there has been US investment in societal research on nanotechnology, a debate exists about the extent to which a research community has been created through these investments. This paper uses three approaches to examine the extent to which CNS-ASU is associated with the development of a research …

A Cordialidade Brasileira: Um Mito Em Contradição, Paulo S. Peres Jan 2014

A Cordialidade Brasileira: Um Mito Em Contradição, Paulo S. Peres

Paulo S. Peres

Social Ideology And Taxes In A Differentiated Candidates Framework, Stefan Krasa, Mattias K. Polborn Jan 2014

Social Ideology And Taxes In A Differentiated Candidates Framework, Stefan Krasa, Mattias K. Polborn

Mattias K Polborn

Many observers have diagnosed an increasing ideological polarization, particularly on non-economic matters, in the United States. How does this influence the political competition between candidates on economic issues? We analyze this question using a differentiated candidates framework in which two office-motivated candidates differ in their fixed ideological position and choose a level of government spending and implied taxes to maximize their vote share. In equilibrium, candidates choose their tax rates to cater to a mix of swing voters who contain socially-conservative and economically liberal voters, as well as socially-liberal and economically-conservative voters. We analyze how economic positions are influenced by …

Policy Divergence And Voter Polarization In A Structural Model Of Elections, Stefan Krasa, Mattias K. Polborn Jan 2014

Policy Divergence And Voter Polarization In A Structural Model Of Elections, Stefan Krasa, Mattias K. Polborn

Mattias K Polborn

One of the most widely discussed phenomena in American politics today is the perceived increasing partisan divide that splits the U.S. electorate. A contested question is whether this diagnosis is actually true, and if so, what is the underlying cause. We propose a new method that simultaneously estimates voter preferences and the parties' positions on economic and ``cultural'' issues. We apply the model to U.S. presidential elections between 1972 and 2008. The model recovers candidates' positions from voter behavior; decomposes changes in the overall political polarization of the electorate into changes in the distribution of voter ideal positions (``voter radicalization'') …

L’Investimento Nelle Reti Nga A Larga Banda: La 'Questione Settentrionale', Nicola Matteucci

Nicola Matteucci

Current developments of DAE (digital agenda for Europe) emphasize investments in NGA broadband networks as a main step to promote public and private eServices and transform public administrations. We focus on Northern Italy, where fast diffusion of NGAN is currently perceived as a fundamental ingredient for increasing competitiveness and curb the economy’s decline. In particular, this work investigates the widespread market failures characterizing Italian NGAN roll-out, the possible solutions and the technical and financial feasibility of the proposed plans – both private and public. Together, it connects the issue of NGAN financing with the current debate on the efficient and …

Booties, Bounties, Business Models: A Map To The Next Red Oceans, Steffen Roth Dr. Jan 2014

Booties, Bounties, Business Models: A Map To The Next Red Oceans, Steffen Roth Dr.

Dr. Steffen Roth

This quest is for pirate maps to blue oceans. The key problem involved is that blue oceans turn red whenever these maps make their way from pirates to mainstream entrepreneurs. Pirates therefore have an essential need for maps to the next blue oceans. In drawing on form theory, this article develops a map sheet, on which it appears that, throughout history, pirates navigated social borders. An analysis of the gaps in past and present maps of social differentiation then allows for the discovery of a largely uncharted quadrant of the blue ocean for entrepreneurship and entrepreneuring.

The Eye-Patch Of The Beholder. Introduction To Entrepreneurship And Piracy, Steffen Roth Dr.

Dr. Steffen Roth

This introduction to entrepreneurship and piracy presents a collection of articles that responds to an identified need to light the darker sides of entrepreneurship, which appear clearer in the mirror of piracy. It first makes a claim for a dismoralised view of piracy. It then presents the cases the individual members of our expedition make for an explorative research program in entrepreneurship and piracy, which is finally outlined in the lookout of this article.

Coining Societies. An Inter-Functional Comparative Analysis Of The Euro, Steffen Roth Jan 2014

Coining Societies. An Inter-Functional Comparative Analysis Of The Euro, Steffen Roth

Dr. Steffen Roth

The present analysis of the Euro looks for the marks that function systems make on what we commonly take for the European money. Clearly distinguishing between coins and currency, the Euro coins and banknotes are not taken for economic tokens per se but for storage devices that contain both economic and noneconomic information. A systemic analysis of the function system references on these storage devices shows that the economy has left fewer marks on the Euro than politics, art, and the mass media systems have. We, hence, argue that “the Euro” “is” not just money with a political second mission …

Fashionable Functions: A Google Ngram View Of Trends In Functional Differentiation (1800-2000), Steffen Roth Jan 2014

Fashionable Functions: A Google Ngram View Of Trends In Functional Differentiation (1800-2000), Steffen Roth

Dr. Steffen Roth

Computer communication is revolutionizing modern society to the same extend as the invention of writing or the printing press have unsettled the archaic or the ancient society, respectively. In the present article, this idea will be exemplified by a demonstration of how the Google Ngram viewer – an online graphing tool which charts annual counts of words or sentences as found in the largest available corpus of digitalized books – allows for checks and challenges of familiar self-definitions of modern society. As functional differentiation is considered the central unique feature of modern societies, the hypotheses focus on the testing of …
