A Case For Including Harmonic Distortion Components In Docsis’ Rf Specifications For Non Aggregating Spurious Components, Ron D. Katznelson Apr 2004

A Case For Including Harmonic Distortion Components In Docsis’ Rf Specifications For Non Aggregating Spurious Components, Ron D. Katznelson

Ron D. Katznelson

This note is submitted in support of a change in DOCSIS specifications for spurious performance. It shows that the impact of a proposed change is negligible and that the advantages far outweigh the perceived disadvantages of adopting such a change.

Frontline Demonstration On Sesame In West Bengal, Ganesh Chandra, R L. Sagar Apr 2004

Frontline Demonstration On Sesame In West Bengal, Ganesh Chandra, R L. Sagar

Ganesh Chandra

Sesame is one of the important oilseeds crop in India, which plays a major role in supplementing the income of small and marginal farmers of Sunderbans. One of the major constraints of traditional Sesame farming is low productivity of local varieties. To replace this anomaly, Krishi Vigyan Kendra of CIFRI has conducted frontline demonstration at adopted farmers’ field in four development blocks viz. Kakdwip, Namkhana, Patharpratima and Kulpi of Sunderbans, West Bengal. Cultivation of high yielding varieties of Sesame viz. Rama (Improved Selection-5) and Tilottma (B-67) shows percentage increase of 46.58 and 35.86 respectively over local check. The technology gap …

Agroforestry Adoption In Mexico: Using Keynes To Better Understand Farmer Decision-Making, James F. Casey Apr 2004

Agroforestry Adoption In Mexico: Using Keynes To Better Understand Farmer Decision-Making, James F. Casey

James F Casey

The objective of this paper is to empirically test the hypothesis that reducing uncertainty for farmers through investment in human capital increases the likelihood of participation in an agroforestry development program. A model based on Keynes’s notion of profit expectations and “weight” is developed in order to gain some insight into agroforestry adoption behavior. Data was collected near the Calakmul Biosphere Reserve in the state of Campeche in southeastern Mexico. One hundred seventy-five farmers were interviewed from January through March of 1998. Results support the hypothesis that human capital investment improves the likelihood of participation in an agroforestry development program.

Trade And Inequality: The Role Of Vertical Specialization And Outsourcing, Robert C. Shelburne Apr 2004

Trade And Inequality: The Role Of Vertical Specialization And Outsourcing, Robert C. Shelburne

Robert C. Shelburne

This article considers how the process of outsourcing results in economic changes in factor usage and productivity in developed countries. Some scholars have incorrectly interpreted these observed changes as being the result of biased skilled-labor using technological change. This article examines the size and significance of vertical specialization, and describes how outsourcing contributes to increased inequality in developed nations. The effects of outsourcing on labor market outcomes in the developing world are also explored. The author describes the potential implications and significance of outsourcing services. The major conclusion is that the downward pressure on the wages of the unskilled is …

Antitrust For Patent Pools: A Century Of Policy Evolution, Richard J. Gilbert Apr 2004

Antitrust For Patent Pools: A Century Of Policy Evolution, Richard J. Gilbert

Richard J Gilbert

This paper reviews the antitrust treatment of patent-pooling and cross-licensing arrangements from E. Bement & Sons v. National Harrow Co., decided in 1902, to the recent Department of Justice business review letters on the MPEG and DVD patent pools. I examine the factors that the courts identified as pertinent to the antitrust outcome and compare them to the competitive factors identified in the DOJ/FTC Antitrust Guidelines for the Licensing of Intellectual Property. Until recently, the competitive relationship of the patents was not a major determinant of the antitrust outcome in most cases. Instead, the courts have focused on restrictive licensing …

Buyer-Option Contracts, Renegotiation, And The Hold-Up Problem, Eric Bennett Rasmusen, Thomas P. Lyon Apr 2004

Buyer-Option Contracts, Renegotiation, And The Hold-Up Problem, Eric Bennett Rasmusen, Thomas P. Lyon

Eric Bennett Rasmusen

Hart & Moore (1999) construct a model to show that contracts perform poorly when the state of the world is unverifiable and renegotiation cannot be ruled out. They implicitly assume that one player can extort payment from another by threatening to take an inefficient action which hurts both of them. Without this assumption, a simple ``buyer option" contract can implement the first-best even as complexity becomes severe. The model is a good illustration of the need to be careful with the ideas of ``one party has all the bargaining power'' and ``one party can make a take-it-or-leave-it offer.''

Optimality Of The Competitive Equilibrium In The Uzawa-Lucas Model With Sector-Specific Externalities, Manuel A. Gómez Apr 2004

Optimality Of The Competitive Equilibrium In The Uzawa-Lucas Model With Sector-Specific Externalities, Manuel A. Gómez

Manuel A. Gómez

In this paper, we show that the competitive equilibrium is optimal in the Uzawa-Lucas model with sector-specific externalities associated to human capital in the goods sector. Thus, these external effects do not provoke a market failure and do not provide a rationale for government intervention.

Vickrey Auctions With Reserve Pricing, Peter Cramton, Lawrence M. Ausubel Apr 2004

Vickrey Auctions With Reserve Pricing, Peter Cramton, Lawrence M. Ausubel

Peter Cramton

We generalize the Vickrey auction to allow for reserve pricing in a multi-unit auction with interdependent values. In the Vickrey auction with reserve pricing, the seller determines the quantity to be made available as a function of the bidders’ reports of private information, and then efficiently allocates this quantity among the bidders. Truthful bidding is a dominant strategy with private values and an ex post equilibrium with interdependent values. If the auction is followed by resale, then truthful bidding remains an equilibrium in the auction-plus-resale game. In settings with perfect resale, the Vickrey auction with reserve pricing maximizes seller revenues.

Auctioning Many Divisible Goods, Peter Cramton, Lawrence M. Ausubel Apr 2004

Auctioning Many Divisible Goods, Peter Cramton, Lawrence M. Ausubel

Peter Cramton

We study the theory and practical implementation of auctioning many divisible goods. With multiple related goods, price discovery is important not only to reduce the winner’s curse, but more importantly, to simplify the bidder’s decision problem and to facilitate the revelation of preferences in the bids. Simultaneous clock auctions are especially desirable formats for auctioning many divisible goods. We examine the properties of these auctions and discuss important practical considerations in applying them.

A Network Of Centers Of Applied Research, Extension And Education For Coastal Ecosystems In Latin America And The Caribbean: A Concept Paper, Matthew Wilburn King Mar 2004

A Network Of Centers Of Applied Research, Extension And Education For Coastal Ecosystems In Latin America And The Caribbean: A Concept Paper, Matthew Wilburn King

Matthew Wilburn King PhD

This phase of the Sea Grant International program has provided an extensive foundation of research and analysis by which to assess the feasibility of adapting the Sea Grant model to an international context. From this experience we propose to establish a university-based network in Latin America and the Caribbean (LAC) that integrates activities in extension, public education and applied research to address the issues posed by the accelerating decline of the region’s coastal and marine ecosystems. This decline of coastal ecosystems has major implications for the health, livelihoods and quality of life in the LAC region. At stake are some …

Thermal-Transfer Printing: A Better Way To Print Library Labels, Cheryl D. Walters Mar 2004

Thermal-Transfer Printing: A Better Way To Print Library Labels, Cheryl D. Walters

Cheryl D. Walters

Thermal-transfer printing, a technology borrowed from the manufacturing sector, offers libraries a flexible method for printing durable, accurate, legible, and attractive labels that reliably adhere to most book surfaces. When guided by an electronic program customized to meet a library’s particular needs, a thermal-transfer printing system offers virtually limitless variations in font, format, and functionality. It can print labels directly from the online catalog, thereby guaranteeing that call numbers on labels match what patrons see in the catalog. This article explains thermal-transfer printing and how it compares with other printing technologies, briefly explores applications in both the manufacturing and library …

The Emerging Global Gender Equality Regime From Neoliberal And Constructivist Perspectives In International Relations, Nuket Kardam Mar 2004

The Emerging Global Gender Equality Regime From Neoliberal And Constructivist Perspectives In International Relations, Nuket Kardam

Nüket Kardam

A global gender equality regime has emerged, identifiable by its norms, principles, legal instruments and compliance mechanisms. I suggest that neoliberal theories of international regimes provide insights into the identification of this regime and the conditions for its emergence. They acknowledge the role of transnational networks, international institutions and epistemic communities of experts in shaping state choices. Global women’s networks, together with multilateral and bilateral development organizations, have been instrumental in shaping these global norms on gender equality by engaging in a learning process – framing issues, influencing negotiations by the information they provide and monitoring progress. But the neoliberal …

Trade , Growth, And The Environment, M. Scott Taylor, Brian R. Copeland Mar 2004

Trade , Growth, And The Environment, M. Scott Taylor, Brian R. Copeland

M. Scott Taylor

For the last ten years environmentalists and the trade policy community have engaged in a heated debate over the environmental consequences of liberalized trade. The debate was originally fueled by negotiations over the North American Free Trade Agreement and the Uruguay round of GATT negotiations, both of which occurred at a time when concerns over global warming, species extinction and industrial pollution were rising. Recently it has been intensified by the creation of the World Trade Organization (WTO) and proposals for future rounds of trade negotiations. The debate has often been unproductive. It has been hampered by the lack of …

Bandipora Redux: A Tale From Two Insurgencies, Ashok Agrwaal Feb 2004

Bandipora Redux: A Tale From Two Insurgencies, Ashok Agrwaal

Ashok Agrwaal

This artixcle is based upon my work on State impunity in the context of the guaranteed right to life, in Punjab and Kashmir. The Indian state has fought insurgencies almost throughout its independent history: from Nagaland to Punjab, Andhra Pradesh to Kashmir, from the early 1950s to date. Among the many different kinds of human rights violations that the Indian security forces have been charged with, is the recurring charge that they force local people to act as 'human shields' \with a view to minimising uniformed casualties. These reports have been denied by the authorities who routinely provide other reasons, …

Decentralization Reforms And Commune Level Services Delivery In Cambodia, Leonardo G. Romeo, Luc Spyckerelle Feb 2004

Decentralization Reforms And Commune Level Services Delivery In Cambodia, Leonardo G. Romeo, Luc Spyckerelle

Leonardo G. Romeo

The focus of Communes’ action has been on the development of small-scale infrastructure, whose financing absorbed all CSF resources in 2002 and 2003. In both years, over 60% went to rural transport projects (roads, small bridges and culverts). In 2003 the second most important category of projects (absorbing 16.3% of the CSF resources) included the construction and rehabilitation of canals and other irrigation structures. These two categories of investments, on which three quarters of the CSF resources were spent, reveal the strong local preference for economic infrastructures. As for the remaining quarter of CSF resources for social infrastructures, most went …

Secluded And Proximate Illiterates Among Couples: Implications On Health Of Women And Children, Srijit Mishra, Udaya Shankar Mishra Feb 2004

Secluded And Proximate Illiterates Among Couples: Implications On Health Of Women And Children, Srijit Mishra, Udaya Shankar Mishra

Srijit Mishra

This paper uses NFHS-2 (1998-99) data to explore certain linkages between literacy status of a couple (husband and wife) with outcomes like household standard of living index (SLI) and others having implications on women and child health. An attempt has also been made to link the proximate criterion in literacy in the couple domain with outcome variables such as SLI, instances of sickness among women from specific diseases as asthma, TB, malaria and jaundice; linkages with indicators like under-nutrition in women have also been analysed. The exercise affirms the advantage of proximate illiteracy over the secluded illiterate in terms of …

Self-Fulfilling Early Contracting Rush, Hao Li, Wing Suen Feb 2004

Self-Fulfilling Early Contracting Rush, Hao Li, Wing Suen

hao li

In labor markets for entry-level professionals and in other related markets, job applicants' concern for availability of positions and employers' concern for availability of qualified applicants can drive some participants on the two sides to sign early job contracts. The rush to early contracting can be self-fulfilling, as both its effect on expectations about demand-supply balance in the subsequent spot market and the effect on it from changes in the demand-supply balance can be non-monotone. Matching markets with more risk-averse participants, a greater uncertainty regarding relative supply of positions, or a more polarized distribution of applicant qualities can be more …

Delegating Decisions To Experts, Hao Li, Wing Suen Feb 2004

Delegating Decisions To Experts, Hao Li, Wing Suen

hao li

A model of delegation and expertise is presented, with self-interested and privately-informed decisionmakers and experts. Conflict of interests exists both between the decisionmakers and the experts, and between experts within a team. A balanced team of experts with extreme and opposite biases is shown to be acceptable to decisionmakers with a wide range of preferences, but the value of expertise from such a team is low. We also find that a decisionmaker wants to appoint experts who are less partisan than himself, in order to facilitate the pooling of information and thereby increase the quality of decisions by the expert …
