One of the most widely discussed issues in community and economic development today is the role of industry clusters as engines of regional growth and development. Many communities are undertaking cluster studies or initiating cluster planning exercises as a way to organize development strategies to promote key local economic strengths or to shore up identified weaknesses. This research analyzed employee job satisfaction narratives on World Wide Web sites of companies named among Fortune magazine’s “100 Best Companies to Work for in America.” Fewer than one-third of WWW sites included narratives. Narratives were most likely to express job satisfaction in personal, emotional terms and least likely to identify job security, benefits, or compensation as important rewards of work. Narratives often appeared targeted toward new college graduates. Clichés were used excessively in Web sites and narratives.

When Laws Backfire: Unintended Consequences Of Public Policy, Roger Roots

Why is it that so many laws perpetually fall short of their intended goals? Why haven’t humanity’s greatest minds managed to solve basic social ills? This article amasses considerable evidence suggesting that (a) law is inherently incapable of producing major social change because legal restrictions unsettle social equilibria and generate counteractions and (b) the subconscious purpose behind many laws is the promotion of social solidarity for its own sake. The author concludes that laws and the politics that forge them are essentially religious practices that have little basis in rational analysis. In April 2002, NOAA Research’s Office of International Activities (IA) submitted a proposal to the U.S. Department of State’s (DOS) Oceans and International Environmental and Scientific Affairs Initiative (OESI) to assess the feasibility of adapting the Sea Grant model of linked applied research, extension and education to Latin America and the Wider Caribbean region. Private Control, Competition, And The Performance Of Telephone Firms In Less Developed Countries, Bruno E. Viani

Firm-level data of 23 public telephone firms from less developed countries is used to compare the operating performance under private and state control in the period 1986-2001. Fixed-effects estimation indicates that privately controlled firms exhibit higher productive efficiency than their state counterparts after controlling for monopoly conditions, income level, and the scale of the firm’s fixed telephone network. This strongly supports the property rights theory of the firm even under the limited private property protection that less developed countries offer. Nur der verstärkte Einsatz von erneuerbaren Energien und die Steigerung von Energieeffizienz werden es ermöglichen, dass die durch klimaschädigende Gase bedingte Erderwärmung kein „gefährliches“ Ausmaß annehmen wird. Während das Erneuerbare Energien Gesetz (EEG), die Deutsche Energieagentur (dena) und andere Initiativen zu einem Boom im nationalen und europäischen Markt für erneuerbare Energien geführt haben und dadurch auch die Wirtschaftlichkeit dieser neuen Energieträger erhöht haben, sieht das Bild außerhalb der europäischen Grenzen weniger gut aus. In many American and Latin American cities alike, urban governance and planning are either in urgent need of reform or are currently undergoing haphazard reform. In many cases, innovative attempts to implement reforms have failed because the inability of cities to develop their 'civic capacity' -- the capacity to build and maintain broad social and political multi-sectoral coalitions in pursuit of common goals. This article argues that these significant points of convergence are productive building blocks for the construction of more generalizable models of urban governance and planning in democratic cities in the Americas and beyond. The aim of this study was to describe how the Korean Decimal Classification (KDC), which is based on the Dewey Decimal Classification (DDC), accommodated translation and adaptation issues in making the scheme culturally hospitable. We made a concept-by-concept comparison of terms in selected sections of the KDC with the analogous terms or sections in the DDC, noting the differences and similarities of terms and structure. Our analysis suggests that, overall, the KDC succeeded in this endeavor, and that the process of adaptation made good use of several adaptive strategies identified in previous work: adjustments to term specificity and term location …

We demonstrate that a key empirical finding in environmental economics - The Environmental Kuznets Curve - and the core model of modern macroeconomics - the Solow model - are intimately related. Once we amend the Solow model to incorporate technological progress in abatement, the EKC is a necessary by product of convergence to a sustainable growth path. Our amended model, which we dub the "Green Solow", generates an EKC relationship between both the flow of pollution emissions and income per capita, and the stock of environmental quality and income per capita. According to the United Nations De¬velopment Program’s (UNDP) Arab Human Development Report 2002, the population of the Arab region is expected to increase by around 25 percent between 2000 and 2010 and by 50 to 60 percent by 2020—or by perhaps 150 million people, a fig¬ure equivalent to more than two Egypts. Even under the UNDP’s more conserva¬tive scenario, Bahrain, Kuwait, Qatar, and the United Arab Emirates will be the only Arab countries in 2020 with median ages above 30. This article revisits debates about the role NAFTA played in hastening Mexico's democratic transition. It finds that neither the advocates nor the critics of NAFTA anticipated the ruling PRI party's loss of control over the presidency in 2000. Although NAFTA may have contributed to hte various political crises that had been erupting since the 1970s, it was just one of serveral forces that shaped the country's democratic transition.
